EULESS CITY COUNCIL
Tuesday, November 24, 2015
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin at
4:30 p.m. on Tuesday, November 24, 2015, in the Precouncil Conference Room of City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim
Stinneford, Council Members Jeremy Tompkins, Eddie Price, Linda Eilenfeldt, Harry
Zimmer, and Perry Bynum.
During the Precouncil meeting:
• Council Member Jeremy Tompkins advised that he, Council Member Linda Eilenfeldt,
several City staff members, as well as mayors and staff members from neighboring
cities attended the Belk Department Store tour and construction update on Thursday,
November 12, 2015, and stated that he was pleased with the progress of the store.
• Mayor Linda Martin thanked those who were able to attend the annual Senior
Luncheon hosted by North Main BBQ at the Senior Center on Wednesday, November
18, 2015, where nearly 400 senior citizens were served. She thanked Senior Center
Supervisor Diane Eggers for organizing the wonderful event.
Additionally, she mentioned the Snowball Express event that will be held at 9:00 a.m.
Monday, December 14, 2015, at iT'z for the children and families of fallen service
members and asked for volunteers to help welcome the families.
• Council Member Eddie Price advised that the Momsdale Neighborhood Holiday Event
will be held Friday, December 11, 2015, at 6:00 p.m. with Santa arriving on a fire truck
and the neighborhood parade beginning at 6:30 p.m.
• Assistant to the City Manager Betsy Deck provided an update on the 6Stones Pulling
for Hope event to be held Friday, December 4, 2015, at 10:00 a.m. at Pennington
Field and stated that fundraising efforts are going well.
• Mayor Pro Tem Tim Stinneford advised that a golf tournament in honor of the greens
crews at Texas Star will be held on Saturday, December 5, 2015, at Texas Star Golf
Course between City staff and members.
• City Manager Loretta Getchell provided an update on several topics:
• City offices will be closed Thursday, November 26, 2015, and. Friday,
November 27, 2015, in observance of Thanksgiving;
• Trash and recycling services will shift one day due to the holiday;
• Tax Increment Reinvestment Zone (TIRZ) boards will meet Monday, November
30, 2015, at 6:00 p.m.;
• Panera Bread has opened in Glade Parks;
• Director of Parks and Community Services Ray McDonald will discuss the site
for the Arbor Daze event at the next City Council meeting.

She expressed her appreciation to City staff for their great participation in the
fundraising efforts for the 6Stones Pulling for Hope event benefitting the Night of
Hope program.
City Manager Getchell reviewed the regular agenda.
r Fire Chief Wes Rhodes presented the Fire Department update for the year to date,
including response times, calls for service, training, and types of calls received.
Discussion ensued regarding types and times of calls.
Parks and Community Services Director Ray McDonald provided an update regarding
the City Council's participation in the annual Christmas Parade that will be held
Saturday, December 5, 2015.
> Risk Manager /ADA Coordinator Connie Scott addressed the City Council regarding
the 2015 Americans with Disabilities Act (ADA) Transition Plan update including
completed projects and projects that have been rolled over to the 2016 fiscal year.
Discussion ensued regarding projects moved to 2016 and ADA ramps.
Police Captain Gary Landers presented the Code update and provided an update on
the duties assigned to each code officer in their zone of the City as well as the
educational requirements of their jobs.
Director of Planning and Economic Development Mike Collins presented the
Development update including commercial and residential development.
Discussion ensued regarding the development at Fuller -Wiser Road and Midway
Drive.
The City Council recessed the Precouncil meeting at 6:50 p.m.

The Euless City Council continued their meeting in the Council Chambers at 7:00 p.m. for
consideration of scheduled items.

PLEDGE OF ALLEGIANCE
Council Member Eilenfeldt led the pledge of allegiance.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR DECEMBER
Police Chief Mike Brown introduced Police Senior Corporal Rocky Fimbres. Rocky was
accompanied by his wife, Holly, and members of the Police department and the Euless Police
Citizens Police Academy Alumni Association.
Mayor Martin presented Rocky with a plaque and certificate commemorating his selection as
employee of the month for December 2015.
ITEM NO. 2. PRESENTATION OF FINANCIAL REPORT FOR FISCAL YEAR ENDING
SEPTEMBER 30, 2015
Finance Director Janina Jewell presented the unaudited financial report for the fiscal year
ending September 30, 2015. She stated that the audited financial report will be presented to the
City Council at a Council meeting in January or February 2016.
CONSENT AGENDA (items 3 through 7)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the record.
Mayor Pro Tem Stinneford motioned to approve the consent agenda items number 3 through 7.
Council Member Zimmer seconded the motion.

ITEM NO. 3. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE AN
ENGINEERING DESIGN CONTRACT
Authorized the City Manager to negotiate and execute an engineering design contract with
David McCaskill Design Group, 620 East Southlake Boulevard, Southlake, Texas, for the design
of Phase V of the Parks at Texas Star. The project includes an additional 60190 field with turf
infield and natural grass outfield, and includes lights, additional parking, scoreboard, irrigation,
landscaping, and electrical service.
ITEM NO. 4.
APPROVED CHAPTER 380 AGREEMENT BY AND BETWEEN THE CITY
OF EULESS AND THE BOARD OF DIRECTORS OF TAX INCREMENT
REINVESTMENT ZONE NUMBER THREE AND AUTHORIZED CITY
MANAGER TO EXECUTE THE AGREEMENT
Approved 380 agreement by and between the City of Euless and Tax Increment Reinvestment
Zone Number Three (TIRZ #3) and authorized the City Manager to execute the agreement. The
proposed 380 agreement authorizes the city to loan proceeds from a bond sale to TIRZ #3 to
reimburse Glade Lifestyle, LLC, for the construction of a park and parking garage within the
Glade Parks development.
ITEM NO. 5. AWARDED BID NO. 009-15
Awarded Bid No. 009 -15 for a construction contract to William J. Schultz, Inc. dba Circle C
Construction, 500 West Trammel Avenue, Fort Worth, Texas, for the construction of the
Reclaimed Water Line Extension Phase II and authorized the City Manager to enter into a
contract. Bids were received from four companies and Circle C Construction was the low
bidder. The estimated expenditure is $1,785,750.
ITEM NO. 6. AWARDED BID NO. 001-16
Awarded Bid No. 001 -16 for Professional Employee Leasing services at Texas Star Golf
Course, Conference Centre, and Raven's Grille to the LL Roberts Group, 7475 Skillman Street,
Suite C -102, Dallas, Texas, for a two year period with the option to renew for two additional one
year terms. The estimated annual expenditure is $178,948.

ITEM NO. 8. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2095
Council Member Tompkins motioned to approve the first and final reading of Ordinance No,
2095, appointing Lacy Britten to serve as the Judge of the Municipal Court in the City of Euless
for a two -year term, expiring December 31, 2017.
Council Member Eilenfeldt seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price,
Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT
JUDGE
Council Member Price motioned to approve the extension of the contract for Municipal Court
Judge Lacy Britten for a one year term to expire December 31, 2016.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price,
Eilenfeldt, Zimmer, and Bynum
Nays: None
Mayor Martin declared the motion carried.

Council Member Tompkins stated that in this season, he wishes to give thanks for the citizens
that allow the Council to serve as well as to city staff for their assistance.

• December 4, 2015 — 6Stones Pull for Hope, Pennington Field, 10 a.m.
e December 5, 2015 — City of Euless Christmas Parade of Lights, 6:30 p.m.

• December 8, 2015 - City Council meeting, City Hall, 7 p.m.
December 14, 2015 — Snowball Express event, iT'z Pizza, 9 a.rn.
o Participate in the walk of gratitude to welcome the families of those who have lost a loved
one in the line of duty while serving in the United States Military.
