WHEREAS, the City of Euless owns and operates its water dis-
tribution system to supply its citizens with potable water, and
WHEREAS, the Trinity River Authority of Texas owns and operates
a water treatment facility to provide Euless with potable drinking .
water for its citizens, and
WHEREAS, the Trinity River Authority of Texas and the City of
Euless supply with water that has always exceeded prescribed standard
of the United States and the State of Texas, and
WHEREAS, the Environmental Protection Agency published a proposed
Federal regulation in the February 9, 1978 Federal Register that would
set limits on certain organic compounds known as trihalomethanes
and would prescribe specific removal techniques for systems larger than
75,000 population unless a variance can be granted, and
WHEREAS, the Environmental Protection Agency will require systems
serving between 10,000 and 75,000 citizens to monitor for levels of
trihalomethanes in their systems for one year.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ,EULESS, TEXAS:
1. That it is the intent of the City of Euless and the
Trinity River Authority to continue to provide the
citizens of Euless with water of the highest quality
possible;
2. The City of Euless and the Trinity River Authority
are opposed to the implementation of the proposed
amendment to the National Interim Primary Drinking
Water Regulations that proposes to control organic
chemical contaminates in drinking water, specifically
the control of trihalomethanes;
3. That the City of Euless and the Trinity River Authority
recommend that the Environmental Protection Agency
conduct sufficient research and gather conclusive proof
of health risk, economic considerations, and the impact
of treatment for trihalomethanes prior to implementation;
and
4. The City of Euless directs the management of the Trinity
River Authority of Texas to forward copies of this
Resolution to the Environmental Protection Agency and to
the area Representatives and Senators from Texas in the
Congress of the United States.
ADOPTED AND APPROVED this 28th day of March, 1978, at a regular
meeting of the City Council of the City of Euless by a vote of 4
ayes and 0 nays.
