Tuesday, June 28, 2022
A precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:35 p.m. on Tuesday, June 28, 2022, in the Precouncil Conference Room at City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry
Zimmer, and Tika Paudel.
During the precouncil meeting:
➢ Planning and Economic Development Director Michael Warrix introduced Lisa Payne,
Senior Planner. Lisa joined the Planning and Development Department staff June
20, 2022.
➢ City Manager Loretta Getchell reviewed the regular agenda.
Discussion ensued regarding the proposed short-term rental regulations (Item #7).
City Manager Getchell advised that staff will send out notices to the short-term rental
property owners that are currently remitting hotel occupancy taxes to the City and will
also publish information on the City's website. The application packet will contain
details on how to obtain a permit, permit fees, and a summary of the short-term rental
regulations. Additionally, a list of permitted short-term rental properties will be
published on the City website.
City Attorney Wayne Olson stated that the ordinance is written as to not impede on
the property owner's rights and to ensure these properties are not resulting in a
nuisance to the neighborhood. The property owner will be required to obtain a City
of Euless yearly permit to operate as a short-term rental property and would be fined
each day a permit is not obtained.
➢ City Manager Loretta Getchell advised of several upcoming events:
• Tarrant County burn ban
• Euless Fire Department has posted "No fireworks" reminder signs in
anticipation of the 4th of July weekend.
• Employee Ice Cream Social, Friday, July 15, 2022, Library, 2:00 to 3:30 p.m.
• Retirement Celebration for Firefighter II/Paramedic Cliff Moore Wednesday,
June 29, 2022, City Hall, 3:30 p.m.
• Fraser Hay, President of Texas Health Harris Methodist Hospital Hurst -
Euless -Bedford, will be assuming a new role in Plano. A reception is
scheduled for Wednesday, June 29, 2022, Texas Health Harris Methodist
Hospital Hurst -Euless -Bedford, 1:00 to 3:00 p.m.

➢ Assistant Police Chief Gary Landers provided an update related to the recent
intersection take-overs. He advised the Council that two arrests have been made and
warrants have been issued for the owners of three seized vehicles. A proposed
ordinance will be present at a later date to outline penalties associated with
participating in these types of activities whether operating a motor vehicle or as a
spectator.
➢ City Manager Getchell expressed her appreciation and recognized the Parks and
Community Services staff for removing the graffiti at the Villages of Bear Creek Park
in a timely manner. Director of Parks and Community Services Ray McDonald
advised that staff and hired contractors were able to remove or paint over the
vandalized trail markers, bridge railing, amphitheater stage, and all the electrical
boxes.
Ms. Getchell wished a belated happy birthday to Mayor Pro Tem Price and an early
happy birthday to Council Member Stinneford.
➢ Director of Planning and Economic Development Warrix presented a Development
update, including commercial and residential developments.
➢ Finance Director Janina Jewell presented a Financial update for the period ending
May 31, 2022. She advised that the car rental tax collection for April 2022 was up 21
percent over the prior year and up 126 percent over two years ago.
➢ Deputy City Manager Chris Barker presented the Transportation Update and advised
that the North Tarrant Express will be performing road maintenance along the
frontage road from Westpark Way to FM 157 beginning July 6, 2022. He advised that
the work will be completed in two segments to allow residential and business access.

Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JULY
Director of Parks and Community Services Ray McDonald and Senior Center Supervisor
Sonja Howard recognized Sheli Walsh, Recreation Assistant, Euless Senior Center.
Sheli was accompanied by her children, Brandon, Sammy, and Kimberlyn, future
daughter-in-law Tori, grandson Layton, her mother Debra, father Charles, and members
and staff of the Euless Senior Center.
Mayor Martin presented Sheli with a plaque commemorating her selection as Employee
of the Month for July.

Mayor Martin recognized retired Senior Center Supervisor Diane Eggers who was in
attendance for the presentation.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Assistant Police Chief Gary Landers introduced Senior Police Officer Wesley Hamilton.
Wesley was accompanied by members of the Police Department and the Code
Compliance Division. Mayor Martin presented Wesley with a service pin
commemorating his five years of service with the City.
Assistant Police Chief Landers introduced Code Compliance Inspector I Officer Fred
Struck. Fred was accompanied by members of the Police Department and the Code
Compliance Division. Mayor Martin presented Fred with a service pin commemorating
his ten years of service with the City.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 3
through 5.

ITEM NO. 3. APPROVED AWARD OF BID NO. 009-22
Approved award of Bid No. 009-22 for a construction contract to Douglas Dailey
Construction, LLC, 2005 Bluff Springs Road, Farris, Texas, for the replacement of
sanitary sewer mains in portions of Midway Park 3rd Addition and Green Hills Park and
authorized the City Manager to enter into a contract with Douglas Dailey Construction,
LLC. The estimated expenditure is $32,814.
ITEM NO. 4. AUTHORIZED PURCHASE OF NETWORKING HARDWARE AND
SOFTWARE
Authorized the purchase of replacement networking hardware and software from
Computer Discount Warehouse Government (CDW-G), 5908 Headquarters Drive, Suite
400, Plano, Texas. The estimated expenditure is $120,000.

REGULAR AGENDA
ITEM NO. 6. HELD A PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2306
Mayor Martin opened the public hearing at 7:18 p.m.
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, Glade Infrastructure, LLC (Owner)/Next
Generation Development —TX, LLC (Agent), 6723 Weaver Road, Rockford, Illinois, is
requesting that the Glade Parks Planned Development, Section 4.2.1.2 of Chapter 84,
Unified Development Code be amended to increase the number of drive -through eating
establishments within Block A. The Planning and Zoning Commission considered the
amendment to the Unified Development Code on June 21, 2022, and recommended by
a vote of 6-0-0, to allow for up to five drive through eating establishments.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:20 p.m.
Council Member Tompkins motioned to approve Ordinance No. 2306, approving an
amendment to the Glade Parks Planned Development, Section 4.2.1.2 of Chapter 84 of
the City of Euless Unified Development Code to allow for up to five drive -through eating
establishments within Block A of the Glade Parks Development.
Mayor Pro Tem Price seconded the motion.

ITEM NO. 7. HELD PUBLIC HEARING AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2307
Mayor Martin opened the public hearing at 7:20 p.m.
City Attorney Wayne Olson presented the item to the City Council and outlined the
proposed short-term rental regulations for properties within the City of Euless. The intent
of the proposed ordinance is to establish a procedure to allow the rental of residential
properties by individuals on a short-term basis, while ensuring that such rental uses do

not create adverse impacts within the residential neighborhoods in which they are located.
Additionally, The Planning and Zoning Commission considered the proposed ordinance
on June 21, 2022, and recommended approval by a vote of 6-0-0.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
Frank Schramm, 1504 Shady Creek Drive, Euless, Texas, expressed his concern with
the possibility of having additional short-term rentals within his neighborhood and stated
that he appreciates the City considering regulations to address the growing trend within
the city.
Sandra Schramm, 1504 Shady Creek Drive, Euless, Texas, expressed her opposition to
allowing any short-term rental operations within the City, citing safety concerns.
Mayor Martin stated that the City of Euless is not able to eliminate short-term rentals as
the owners have a right to rent their properties. The purpose of the new ordinance is to
regulate short-term rentals and ensure they don't become a nuisance.
City Attorney Olson stated that properties that are currently used as short-term rentals
will be grandfathered; however, the property owners are required to apply and qualify for
a permit. He also stated that the ordinance prohibits the housing of sex offenders as well
as any illicit type of activities, and a list of renters would be required to be maintained for
any rental.
Bob La Penna, 153 Shady Creek Drive, Euless, Texas, inquired if the ordinance includes
parking regulations.
City Manager Getchell stated that the ordinance permits on -street parking immediately
adjacent to the properties front lot line.
City Attorney Olson also added that any time an issue needs to be addressed, the City
Council has the ability to amend the regulations and address any concerns.
Bob Hanvey, 3003 Roxboro Road, Euless, Texas, expressed his support for the short-
term rental regulations. As a short-term rental owner, he expressed concern with over
regulating.
Council Member Stinneford expressed his approval for the ordinance stating that it is a
step toward addressing issues that are currently being raised and experienced by
residents.
Council Member Bynum stated that he was an opponent of the ordinance. However, he
has changed his position after reviewing the proposed regulations, and stated that he
appreciates the transparency and supports the publishing of the addresses serving as
short-term rentals on the City's website as well as regulating the number of short-term
rental properties permitted in a block or in a multi -unit building.
Mayor Martin asked to hear from any other proponents or opponents of the case.

There being none, Mayor Martin closed the public hearing at 7:58 p.m.
Mayor Pro Tern Price motioned to approve Ordinance No. 2307, amending Chapter 18,
"Businesses" to create an article defining and governing the standards and requirements
for short-term rentals; amending Chapter 30 "Fees" to provide for administrative fees
associated with the permitting and inspection of short-term rental properties; and
amending Chapter 84 "Unified Development Code" Sections 84-7 "Definitions and word
usage", 84-84 "Permitted Uses Table", and 84-85 "Special Conditions by Use Type".
Council Member Bynum seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 8. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
22-03-CC
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant is requesting a Temporary Use Permit to set up a
temporary mobile food pantry on the grounds of their ministry. The Hope Center of Fort
Worth will be providing one mobile refrigerated food truck and will be distributing food
pantry items to community members using a drive-thru process having vehicles enter the
ministry grounds from North Main Street and exiting on West Glade Road. A table will
also be set-up to help the community sign-up with the Texas Workforce Commission for
job placement and educational resources. The distribution dates are July 9, July 23,
August 13, and August 27, 2022, and hours of operation are 9:00 a.m. to 1:00 p.m. each
event day.
Ms. Georgvetta Kincaid, The Complete Armor of God Apostolic Ministry to the Nation,
101 West Glade Road, Suite 102, Euless, Texas, presented a brief summary of the
request and was available to answer any questions.
In response to questions from Council Member Tompkins and Mayor Pro Tern Price, Ms.
Kincaid advised that advertising would primarily be through word of mouth and
announcements within local churches and community support services. Additionally,
based on the success and need for the services, the services may be offered on a more
frequent basis.
Council Member Stinneford motioned to approve Temporary Use Permit No. 22-03-CC
for a mobile food pantry to be located on the grounds of The Complete Armor of God
Apostolic Ministry to the Nation at 101 West Glade Road, Suite 102, for the dates and
times requested.

ITEM NO. 9. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
22-05-CC
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant is requesting a Temporary Use Permit to conduct
a garage sale. The garage sale will take place entirely within the Parish Community
Center and the Church parking lot will provide parking for the event. Dates for the event
are proposed for July 28, 2022 thru July 31, 2022, with set-up on July 28, 2022, and take-
down on July 31, 2022.
Christy Andromalos, St. John the Baptist Greek Orthodox Church, 303 Cullum Drive,
Euless, Texas, was present to address questions regarding the request.
Council Member Paudel motioned to approve Temporary Use Permit No. 22-05-CC for a
garage sale to be located on the grounds of the St. John the Baptist Greek Orthodox
Church, 303 Cullum Drive, July 28 through July 31, 2022.
Mayor Pro Tem Price seconded the motion.
