HomeMy WebLinkAbout2023-05-09MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 9, 2023 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, May 9, 2023, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, and Tika Paudel. Council Member Harry Zimmer arrived at 4:41 p.m. During the Precouncil meeting: ➢ Mayor Martin expressed her appreciation to City staff for a fabulous job to make this year's Arbor Daze festival, held Saturday, April 29, 2023, one of the best festivals the City has hosted. ➢ Council Member Tompkins expressed his appreciation for including the Parks and Leisure Services Board to judge and help with the food contests at the Arbor Daze festival. ➢ Council Member Paudel recognized Assistant City Manager Wes Rhodes and Communications and Marketing Manager Matt Sanders for assisting the DFW Enrolled Agent Society with their Shred Day event held Saturday, May 6, 2023. Additionally, he stated that he also attended the Arbor Daze festival and commended the staff for a job well done. ➢ City Manager Loreta Getchell introduced Duane Strawn as the new Director of Parks and Community Services. She also recognized Council Member Paudel and Council Member Zimmer for assisting with the Shred Day event and expressed her appreciation to City staff who assisted. Additionally, Ms. Getchell provided an update on the Mid City Inn demolition project and stated that the demolition is tentatively scheduled for May 22, 2023. ➢ Deputy City Manager Chris Barker provided a Watercolor development update in relation to the construction of the primary water feature, road construction, installation of utilities, and the timing of the issuance of building permits for the urban lofts. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ Manager of Recreational Services Elizabeth Johnson presented the Arbor Daze festival update and stated that approximately 900 trees were given away by the Parks and Community Services Department. Council Minutes Page 2 of 9 May 9, 2023 ➢ Library Director Sherry Knight introduced Kiera Elledge, Coordinator of STEM and School Libraries for the Hurst -Euless -Bedford Independent School District (HEB ISD). Together, they addressed the City Council regarding the upcoming HEB Reads! Summer Reading Kick-off event. The event will be held Saturday, May 20, 2023, Pennington Field, Bedford, from 10 a.m. to 1 p.m. Additionally, Ms. Elledge reviewed the HEB ISD planned summer activities and Ms. Knight reviewed the summer activities to be offered by the library. ➢ Police Captain Brenda Alvarado presented the code enforcement update, including an overview of the current code cases, including the East Harwood Road and North Main Street wall replacements, various residential and multi -family code cases, and commercial inspections. • City Manager Getchell provided a legislative update, including Senate Bill 1412, affecting accessory dwelling unit regulations, and House Bill 2127, affecting enforcement of local ordinances. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATE OF ELECTION City Attorney Wayne Olson administered the Oath of Office to Linda Martin, elected Mayor, Jeremy Tompkins, elected Council Place 2, and Perry Bynum, elected Council, Place 4. Mayor Linda Martin presented each with a Certificate of Election. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Director of Public Works and Engineering Major Jones introduced Crew Leader Randall Goodrum. Randall was accompanied by his wife, Kayleigh, daughter, Peyton, father-in- law, John, Assistant Director of Public Works Joe Villa and Executive Secretary Stacy Rodriguez -Duke. Mayor Martin presented Randall with a service pin commemorating his 10 years of service with the City. Director of Public Works and Engineering Jones introduced Animal Control Supervisor Larry Atkinson. Larry was accompanied by Assistant Director of Public Works Joe Villa, and Executive Secretary Stacy Rodriguez -Duke. Mayor Martin presented Larry with a service pin commemorating his 30 years of service with the City. ITEM NO. 3. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Director of Finance Janina Jewell announced that the City of Euless has been awarded the Certificate of Recognition for Budget Preparation from the Government Finance Officers Association. The award is presented to those who have been instrumental in their government unit achieving a Distinguished Budget Presentation Award. Additionally, she stated this is the 32nd consecutive year the City has received the award and recognizes that the budget document is understandable to the community, acts as a Council Minutes Page 4 of 9 May 9, 2023 planning document, and as a guide into the new budget year for staff. She acknowledged the entire Finance Department for their assistance in the budget preparation process. Appreciation was also expressed to the Department Heads, City Manager's office, and the City Council for their guidance and assistance in preparing the City's budget. ITEM NO. 4. SELECTION OF MAYOR PRO TEM Council Member Stinneford motioned to nominate Mayor Pro Tem Eddie Price to serve as Mayor Pro Tem. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. CONSENT AGENDA (items 5 throuah 12) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 5 through 12. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. AWARDED REQUEST FOR PROPOSAL NO. 006-20 FOR CITY HEALTH SERVICES Awarded Request for Proposal (RFP) No. 006-20, including Third -Party Administration/Network, Pharmacy Benefit Management, Utilization Management, Large Case Management, Cobra Administration, Employee Assistance Program, Dental Administration/Network, and Reinsurance (stop -loss) to United HealhCare Services, Inc., 185 Asylum Street, Hartford, Connecticut. AUTHORIZED PURCHASE OF EMERGENCY MEDICAL SUPPLIES Authorized the purchase of emergency medical supplies from Bound Tree Medical, LLC, 3221 East Arkansas Lane #145, Arlington, Texas, through the BuyBoard Cooperative Purchasing Program Contract No. 704-23. The estimated expenditure is $70,000. ITEM NO. 7. AUTHORIZED THE PURCHASE OF A FIRE TRUCK (QUINT) Authorized the purchase of a Fire Truck (Quint) from Siddons-Martin Emergency Group, 3500 Shelby Lane, Denton, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $1,558,142. ITEM NO. 8 AUTHORIZED THE PURCHASE OF CRASH ATTENUATOR AND REMODEL OF HOST VEHICLE Authorized the purchase of a truck mounted crash attenuator with associated equipment and remodel of host vehicle for attachment of the crash attenuator from Gulf Highway Equipment, 6000 Garden Street, Haltom City, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $87,960.86. ITEM NO. 9 AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT FOR CRASH ATTENUATOR SERVICES Authorized the City Manager to negotiate and execute a contract with B&B Wrecker Services, Inc., 1201 West Euless Boulevard, Euless, Texas, for the performance of crash attenuator services for the City of Euless. B&B Wrecker Services, Inc., will provide preventative maintenance and fuel for the vehicle and the City will provide insurance, maintenance of the crash attenuator, and supplies for the vehicle response. The annual cost is $30,000 plus $175 per hour trip charge. The estimated FY2023 prorated expenditure is $15,000. ITEM NO. 10. APPROVED AWARD OF BID NO. 012-23 Approved award of Bid No. 012-23 and authorized the City Manager to execute a construction contract with Bean Electrical, 821 East Enon Avenue, Everman, Texas, for traffic intersection improvements. The estimated expenditure is $286,476. ITEM NO. 11. APPROVED RESOLUTION NO. 23-1643 Approved Resolution No. 23-1643, approving the Trinity River Authority Resolution authorizing the issuance, sale, and delivery of Trinity River Authority of Texas (Tarrant County Water Project) Revenue Bonds. Council Minutes Page 6 of 9 May 9, 2023 ITEM NO. 12. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of April 25, 2023. REGULAR AGENDA ITEM NO. 13. APPROVED TEMPORARY USE PERMIT NO. 23-03-CC Director of Planning and Economic Development Michael Warrix presented the item to the City Council and advised that the applicant, 6 Stones Mission Network, is seeking approval for a temporary donation drop off site to be located on the grounds of JPS Northwest Clinic located at Plaza Grande, Block A, Lot 1 R, 3200 West Euless Boulevard. Mr. Warrix reviewed the site layout, site access, and advised that the donation site will be in operation every Saturday from 9 a.m. to 5 p.m. with a box truck or trailer to collect donations beginning May 13, 2023 through July 31, 2023. Bobby Olsen, representing 6 Stones Mission Network, was present to address any questions regarding the request. Council Member Paudel motioned to approve Temporary Use Permit No. 23-03-CC for a temporary donation drop off site to be located at JPS Northwest Clinic, Plaza Grande, Block A, Lot 1R, 3200 West Euless Boulevard, beginning May 13, 2023 through July 31, 2023. Mayor Pro Tem Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 14. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 23- 04-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2343 Mayor Martin opened the public hearing at 7:19 p.m. Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant, Redeemed Christian Church of God, is seeking a Specific Use Permit for a place of worship to be located at Kitty House Survey, Abstract 678, Tracts 2A3A and 2C, 2400 West Euless Boulevard. The Planning and Zoning Commission held a public hearing on April 18, 2023, and voted 4-0-0 to recommend approval of the Specific Use Permit with the following conditions: Council Minutes Page 7 of 9 May 9, 2023 1. The Specific Use Permit is tied to the church name, Redeemed Christian Church of God; 2. The Specific Use Permit is tied to the church representative, Abbey Adeyeye; and 3. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Pastor Abbey Adeyeye, representing Redeemed Christian Church of God, was present to address any questions regarding the case. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:22 p.m. Council Member Tompkins requested that the property owner consider preserving the trees and possibly raising the tree canopy to give the property more of a campus feel. Council Member Bynum motioned to approve Ordinance No. 2343, authorizing the issuance of a Specific Use Permit for a place of worship to be located at Kitty House Survey, A-678, Tracts 2A3A & 2C, 2400 West Euless Boulevard, in the Texas Highway 10 Multi -Use (TX-10) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 15. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 23- 05-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2344 Mayor Martin opened the public hearing at 7:24 p.m. Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant, AmeriBahn, LLC, is seeking a Specific Use Permit for a general automotive repair shop to be located at Cresthaven Addition, Block 1, Lot Al, 1511 West Euless Boulevard. The Planning and Zoning Commission held a public hearing on April 18, 2023, and voted 4-0-0 to recommend approval of the Specific Use Permit with the following conditions: 1. The Specific Use Permit is tied to the business name, AmeriBahn, LLC; 2. The Specific Use Permit is tied to the business owner, Jose Garay; Council Minutes Page 8 of 9 May 9, 2023 3. The specific automotive services permitted by the Specific Use Permit are those identified in "Schedule A" of the Ordinance, dated April 3, 2023 and signed by the business owner; 4. All repair of vehicles will be conducted inside existing bays. No work is to be conducted exterior to the building; 5. All car parts stored on -site, whether new or used, shall be stored in a manner that is screened from public view from the right-of-way or shall be stored interior to the building. All tires shall be stored so as to not collect rainwater; 6. Outdoor storage of vehicles or merchandise is not permitted within the view of the public right-of-way; and 7. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents followed by opponents of the case There being none, Mayor Martin closed the public hearing at 7:27 p.m. Council Member Tompkins motioned to approve Ordinance No. 2344, authorizing the issuance of a Specific Use Permit for a general automotive repair shop to be located at Cresthaven Addition, Block 1, Lot Al, 1511 West Euless Boulevard, in the Texas Highway 10 Multi -Use (TX-10) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. PUBLIC COMMENTS Ronald Kubiak, 1600 Village Drive, Apartment 823, addressed the City Council and requested to be added to the City's vendors list.
