EULESS CITY COUNCIL
Tuesday, May 23, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, May 23, 2023, in the Precouncil Conference Room at City Hall,
201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Eddie
Price, Council Members Tim Stinneford, Harry Zimmer, and Tika Paudel. Council Member
Jeremy Tompkins arrived at 5:30 p.m. Council Member Perry Bynum was not present.
During the precouncil meeting:
➢ Council Member Paudel advised that he attended the HEB Reads! kick-off event on
Saturday, May 20, 2023, at Pennington Field, and expressed his appreciation to the staff
for a job well done.
➢ Mayor Martin advised that she also attended the HEB Reads! kick-off event with Council
Members Tompkins and Paudel. She recognized City staff and members of the Euless
Library Foundation for supporting the event.
➢ City Secretary Kim Sutter advised of the resignation of Kay Seger, Parks and Leisure
Services Board, Alternate 2. The vacancy will be considered during the Board and
Commissions appointment process later in the year.
➢ Mayor Martin presented a proclamation in recognition of National Public Works Week to
Public Works and Engineering Director Major Jones and Assistant Director Joe Villa.
➢ City Manager Loretta Getchell announced that the demolition of the Mid City Inn, 1451
West Euless Boulevard, is underway and advised that Mayor Martin, as well as Council
Members Stinneford, Paudel, and Zimmer were able to visit the site and observe the
demolition process.
➢ City Manager Getchell advised of several upcoming events:
• Aquatic Park Euless Employee Family Day, Friday, May 26, 2023, 3 to 7 p.m.;
• Euless Family Life Aquatic Park opens to the public, Saturday, May 27, 2023, Noon
to 7 p.m.;
• City offices closed Monday, May 29, 2023, in observance of the Memorial Holiday;
• Summer concert series featuring Kreed — A Tribute to Creed, Friday, June 2, 2023,
7 to 9 p.m., Texas Star Golf Course and Conference Centre; and
• Employee Ice Cream Social, Thursday, June 8, 2023, 2 to 3:30 p.m., Euless Library
Meeting Room;
➢ City Manager Loretta Getchell reviewed the regular agenda.

➢ Fire Chief Chanc Bennett presented a Fire Department update including annual dollar
loss, total response times, total number of runs, new personnel, on -going training,
community participation, delivery of new engine to Fire Station No. 1, and the benefits of
mutual aid agreements with other local fire departments.
➢ Director of Public Works and Engineering Jones presented a water well update and
advised that the Far North Well is online and that staff is currently monitoring and
adjusting the water treatment based on feedback from the residents.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update, including commercial and residential developments.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending April
30, 2023.
➢ City Manager Getchell presented a Bond Sale update and advised that the estimated
costs for the renovation of the Police and Courts building is expected to be close to $22
million. She reminded the City Council that the issuance of debt may require a slight
property tax increase.
It was the consensus of the City Council to proceed with bringing forward a Notice of
Intention to issue certificates of obligation in an amount not to exceed $22 million for the
renovation of the Police and Courts building. She advised that a Resolution will be
presented at the regular meeting of June 13, 2023, for consideration.
➢ City Manager Getchell presented an Atmos Cities Steering Committee update and
advised that no action from the City is required at this time.
➢ City Manager Getchell presented a Capital Projects update and advised that the City of
Bedford plans to move forward with the Bedford portion of the Pipeline Road
reconstruction and will not be partnering with Euless as previously discussed.
Director of Public Works and Engineering Jones advised thatATMOS is under a directive
to make improvements and will be replacing a 12-inch gas distribution pipeline that runs
along Fuller Wiser Road and connects at Harwood Road.
➢ City Manager Getchell provided a legislative update and reviewed the bills passed by
the House and the impact of Senate Bill 1787.

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE 2023
Director of Public Works and Engineering Major Jones introduced Field Tech III Tony
"Hayden" Steed. Hayden was accompanied by his wife, Jessica, sons, Levi and Dylan, and
parents, Ramona and Tony. Mayor Martin presented Hayden with a plaque commemorating
his selection as Employee of the Month for June 2023.

ITEM NO. 2. PRESENTATION OF SCHOLARSHIP TO KIMBERLY PATTERSON
City Manager Loretta Getchell recognized Kimberly Patterson as the recipient of a
scholarship awarded by an anonymous donor to a City of Euless employee's child and
presented her with a one -thousand -dollar scholarship. Kimberly was accompanied by her
parents, Jaime and James Patterson.
ITEM NO. 3. PRESENTATION OF JULIE K. FREEMAN MEMORIAL
SCHOLARSHIP TO BIANCA CARDENAS AND ELLA ZACHARY
Bob Freeman, former Deputy City Manager, recognized Bianca Cardenas as a recipient of
a scholarship awarded in memory of Julie K. Freeman to a City of Euless employee's child
and presented her with a one -thousand -dollar scholarship. Bianca was accompanied by
her parents, Maggy and Ruben Cardenas.
Mr. Freeman also recognized Ella Zachary as a recipient of a scholarship awarded in
memory of Julie K. Freeman to a City of Euless employee's child and presented her with a
one -thousand -dollar scholarship. Ella was accompanied by her parents, Susan and
Brandon, brother, Ethan, and best friend, Mikey.

Mayor Martin asked Assistant City Manager Wes Rhodes to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 6.
Council Member Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins,
Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED RENEWAL OF CONTRACT WITH KMP SERVICES,
INC. DBA VINE GROUP, GRAPEVINE, TEXAS
Approved renewal of contract with KMP Services, Inc. DBA Vine Group, Grapevine, Texas,
for temporary hospitality support staff through an Interlocal Agreement with the City of Grand
Prairie. This agreement will provide temporary staffing services on an as needed basis for
the Texas Star Golf Course and Conference Centre. This request represents the second of
four renewal options as granted in the original contract and will be valid through December
2023. The estimated expenditure is $143,520.

ITEM NO. 5. AUTHORIZED THE PURCHASE AND INSTALLATION OF LED
LIGHTING SYSTEM
Authorized the purchase and installation of a Class II Club Competition LED lighting system
for the pickleball courts at Midway Park from Spark Lighting, 2929 North Central
Expressway, Suite 250, Richardson, Texas, through the BuyBoard Purchasing Cooperative.
The estimated expenditure is $54,999.

REGULAR AGENDA
ITEM NO. 7. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 23-07-
SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2345
Mayor Martin opened the public hearing at 7:22 p.m.
Director of Planning and Economic Development Michael Warrix presented the case to the
City Council and advised that the applicant, Brake Plus, LLC, located at Oak Forest Addition,
Block 2, Lot 6R, 240 West Harwood Road, is seeking a new Specific Use Permit for a
general automotive repair shop to reflect the change in ownership and business name. The
Planning and Zoning Commission held a public hearing on May 2, 2023, and voted 7-0-0 to
recommend approval of the Specific Use Permit with the following conditions:
1. The Specific Use Permit is tied to the business name, Brakes Plus;
2. The Specific Use Permit is tied to the business owner, David Sorbaro;
3. There shall be no outdoor service or repair to any vehicle;
4. There shall be no outdoor storage of vehicles, car parts, or merchandise, to include
the fire lane;
5. There shall be no on -site major mechanical or auto body work performed on any
vehicle; and
6. The Specific Use Permit may be revoked if one or more of the conditions imposed by
this permit has not been met or has been violated.
Geremy Ashley, representing Brakes Plus, was present to address any questions regarding
the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:25 p.m.
Council Member Zimmer motioned to approve Ordinance No. 2345, authorizing the
issuance of a Specific Use Permit for a general automotive repair shop to be located at Oak
Forest Addition, Block 2, Lot 6R, 240 West Harwood Road, in the Community Business (C-

2) zoning district with the conditions presented and recommended by the Planning and
Zoning Commission,
Mayor Pro Tern Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins,
Zimmer, and Paudel
Nays: None
Mayor Martin declared the motion carried.
