CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
June 16, 2022
ITEM 1. CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields on Thursday, June 16, 2022, at 5:02 p.m. in the Mayor's
Conference Room in City Hall, 201 North Ector Drive, Euless.

ITEM 2. ELECTION OF OFFICERS
Upon motion by Citizen Member Pruitt and second by Council Member Bynum, Ron
Shields was appointed to serve as President of the Board. The motion carried by a
unanimous vote.
Upon motion by Council Member Tompkins and second by Council Member Zimmer,
Rusty Brown was appointed to serve as Vice President of the Board. The motion carried
by a unanimous vote.
ITEM 3. APPROVED MINUTES OF JUNE 14, 2021 MEETING
Upon motion by Citizen Member Pruitt and second by Citizen Member Brown, the minutes
of the June 14, 2021, were approved by a unanimous vote.

ITEM 4. ACCEPTED ANNUAL AUDIT FOR EULESS CRIME CONTROL AND
PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30, 2021
Director of Finance Janina Jewell referred to the Annual Comprehensive Financial Report
for Fiscal Year Ending September 30, 2021, for the City of Euless, which had been
previously distributed. She advised that the external auditors, Weaver, L.L.P., conducted
the audit and issued an Unmodified Opinion, which is the highest level of assurance that
can be provided.
Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the
fiscal year:

General sales tax and interest earnings $3,044,542

Salary/benefits for 18 Officers and crime $2,133,928
prevention supplies and equipment
Ending Fund Balance $1,989,147
Ms. Jewell advised that the ending fund balance exceeded the FY 2021 projected fund
balance by $949,531 for the year, due mainly to stronger than expected sales tax
collections.
Upon motion by Council Member Bynum and second by Council Member Tompkins, the
audit for the Euless Crime Control and Prevention District budget for Fiscal Year 2021
was accepted by unanimous vote.
ITEM 5. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND
PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR
2022-2023
President Shields opened the public hearing at 5:09 p.m. to receive input on the proposed
Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2022-2023.
Finance Director Jewell presented a summary of the current year's budget and reviewed
the projected revenues and expenditures for Fiscal Year 2023.

Police Chief Mike Brown reviewed and addressed questions related to the proposed
capital and supplemental requests for fiscal year 2022-2023, which includes funding for
the following:
Supplemental Requests
- Less Lethal Shotgun Supplies $4,000
Capital Requests
- Less Lethal Shotguns $16,000
- Architectural Services for Police Facility Remodel $960,000
Total $976,000
City Manager Getchell added that the general timeline for remodeling of the police facility
includes the issuance of debt in fiscal year 2024 with construction set to begin in fiscal
year 2025. The timing of the issuance of the debt is such that it will not impact the tax
rate.
President Shields asked for any comments from the audience.
There being no one requesting to speak, President Shields closed the public hearing at
5:54 p.m.
ITEM 6. APPROVED EULESS CRIME CONTROL AND PREVENTION DISTRICT
BUDGET FOR FISCAL YEAR 2022-2023
Upon motion by Citizen Member Pruitt and second by Citizen Member Brown, the Crime
Control and Prevention District Budget for Fiscal Year 2022-2023 was approved as
presented by unanimous vote.

ITEM 7. ADJOURNMENT
Upon motion by Council Member Tompkins and second by Citizen Member Brown to
adjourn the meeting, President Shields adjourned the meeting at 5:55 p.m.
