HomeMy WebLinkAbout2023-05-16 P&Z MinutesCITY OF EULESS PLANNING AND ZONING COMMISSION MAY 16, 2023 MINUTES The pre -session meeting of the Planning and Zoning Commission was called to order by Vice Chairman Portugal at 6:00 p.m. in the Pre -Session Conference Room of City Hall, 201 North Ector Drive. Those present included Vice Chairman: LuAnn Portugal Commission Members: Robert Barker, Rubyanne Crites and Eric Owens. Those absent included: Chairman Steve Ellis, Commission Members: Curtis Brown and David Brown. During the Pre -Session Meeting: ➢ Senior Planner, Lisa Payne reviewed agenda item number 2. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of The Euless Planning and Zoning Commission was called to order by Vice Chairman LuAnn Portugal at 6:30 p.m. in the Council Chambers at City Hail, 201 North Ector Drive. STAFF PRESENT: Michael Warrix, Director of Planning & Economic Development Drew Washington, Fire Marshal Lisa Payne, Senior Planner Yvonne Garcia, Administrative Secretary VISITORS PRESENT: Maxwell Fisher INVOCATION Vice Chairman Portugal gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Barker led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Commissioner Owens made a motion to approve the minutes of the regular meeting May 2, 2023. Commissioner Crites seconded the motion. The vote was as follows: Ayes: Vice Chairman Portugal, Commissioners Barker, Crites and Owens. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE NO 23-06- SUP AND CONSIDER RECOMMENDATION FOR AN ORDINANCE Vice Chairman Portugal opened up the public hearing on Specific Use Permit Case No 23- 06-SUP at 6:33 p.m. Senior Planner, Lisa Payne gave a brief description of the case. The City's Code of Ordinances requires a hotel to obtain approval of a Specific Use Permit (SUP) within C-2 zoning. On August 27, 2019, Holiday Inn Express received SUP approval for this site, but construction was delayed due to the Covid-19 pandemic, and the SUP expired two years later. The developer is ready to move forward with the project now and has the same proposal to develop a 4-story hotel with 127 guest rooms and a 1,325 square foot conference room. The conceptual layout of the 2.524-acre lot is unchanged since the previous approval, but a detailed site plan package will come before the Planning & Zoning Commission and City Council for approval at a later date. The subject property is surrounded by vacant commercial land to the north and east, commercial buildings to the south facing Harwood Rd, and 2-story multifamily buildings to the west. Public hearing notification letters were mailed to surrounding property owners, and to date, staff has not received any written responses. Staff recommends approval of the Specific Use Permit, with the following conditions: a. The Specific Use Permit is tied to the business name, Holiday Inn Express; b. The Specific Use Permit is tied to the business owner, Harwood Lodging, Ltd; c. The hotel will be inspected by the City of Euless based on applicable provisions of the City of Euless Property Maintenance Code and International Building Code. Information about hotel inspection standards is provided to the owner and operator; and d. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Vice Chairman Portugal asked to hear from any proponents/opponents who wished to speak. Maxwell Fisher on behalf of the applicant appeared and gave a brief presentation. Vice Chairman Portugal closed the public hearing at 6:38 p.m. Commissioner Owens the timeframe of completion of the project. Mr. Fisher answered they are wanting to start building as soon as the approvals of the site plan and building permit. Vice Chairman Portugal asked for the clarification of the applicant and Whitestone. Mr. Fisher responded that Whitestone is the operator that over sees the project. Commissioner Owens made a motion to approve Case No. 23-06-SUP a Specific Use Permit on approximately 2.524 acres of the Harwood / 360 Addition, Block A, Lot 6 for a Holiday Inn Express hotel in the Community Business (C-2) zoning district and consider recommendation for an Ordinance. Commissioner Barker seconded the motion. The vote was as follows: Ayes: Vice Chairman Portugal and Commission Members: Barker, Crites and Owens. Nays: None Abstention: None Vice Chairman Portugal declared the motion to approve Case No. 23-06-SUP carried. (4- 0-0) ITEM 3. PUBLIC COMMENTS There were no public comments presented. ITEM 4.
