Those present included Chairman: Steve Ellis Vice Chairman: LuAnn Portugal Commission Members: Robert Barker, Curtis Brown, Rubyanne Crites and Eric Owens. Those absent included: Commission Member: David Brown. During the Pre -Session Meeting: Director of Planning & Economic Development, Michael War,rix reviewed agenda item number 2. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of The Euless Planning and Zoning Commission was called to order by Chairman Steve Ellis at 6:33 p.m. in the Council Chambers at City Hall, 201 North Ector Drive. STAFF PRESENT: Michael Warrix, Director of Planning & Economic Development Major Jones, Director of Engineering & Public Works Chris Barker, Deputy City Manager Zachary Hall, Fire Inspector Yvonne Garcia, Administrative Secretary VISITORS PRESENT: n/a INVOCATION Chairman Owens gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Crites led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING MINUTES Commissioner Crites made a motion to approve the minutes of the regular meeting May 16, 2023. Commissioner Barker seconded the motion. The vote was as follows: Ayes: Vice Chairman Portugal, Commissioners Barker, Brown, Crites and Owens. HELD A PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE NO 23- 04-PD Chairman Ellis opened up the public hearing on Planned Development Case No 23-04-PD at 6:37 p.m. Director, Michael Warrix gave a brief description of the case. The proposed new Fire Station No. 2 will be replacing the old fire station site, which is located on Westpark Way and just north of South Pipeline Road, adjacent to the Euless Animal Shelter and Public Works Building. The new 19,575 square foot building will be situated on 1.643 acres of land located at the southeast corner of West Pipeline Road and Westpark Way. The station is proposed to be two stories in height, and also feature a three-story training tower. The new fire station and its four bays will face West Pipeline Road and will contain ten bunk rooms. The Planned Development ordinance allows a government building to be constructed, reduces the interior side setback to ten feet, and establishes the parking requirement as one parking space per bunk room. Site Plan: Fire Station No. 2 is positioned at the northern end of the property with no plans for the southern end at this time. The building will comply with the 30' front, height of building rear, and 20' exterior side setbacks. This PD changes the interior side setback along the eastern property line from being equal to the height of the building but a minimum of ten feet, to ten feet regardless of the height of the building. Access to the site is provided on Westpark Way and West Pipeline Road, and 24 parking spares are available with 16 spaces located behind the building for staff and 8 spaces located in front of the building for visitors. Though the proposed parking ratio of 1 space per bunk room would provide for only 10 parking spaces, 24 spaces were added to allow for visitors and accommodate the overlap between shifts. An 8' tall decorative metal fence will surround the rear and interior side of the property for security. Landscape Plan: A landscape plan was not included because the City is providing our own landscaping. Photometries: The lighting fixtures comply with the City of Euless Code of Ordinances. There are four lighted bollards and one 25' light pole proposed at the front of the building and three 25' light poles proposed at the back. Elevations: Fire Station No. 2 is proposed to be built with brick, stone, fiber cement, and decorative metal. Most of the fire station will be two -stories and 28' tall, and the training tower will be three -stories and 36' tall. Staff advised that they had received one letter of support and one communication of support from property owners within 200 feet. Chairman Ellis closed the public hearing at 6:39 p.m. Commissioner Owens asked if the PD being changed is for the overall citywide PD Ordinance or just for this specific location. Mr. Barker answered that the proposed PD was specific to this tract of land only. Vice Chairman Portugal commented as to the long-term relationships the City has with the community and this land became fruition as the result. She expressed the legacy of the City and appreciation of City and community relationships. There were no further questions or comments presented by the Commission. Vice Chairman Portugal made a motion to approve Case No. 23-04-PD Planned Development (PD) for the development of Fire Station No. 2 at Kitty House Survey, Abstract 678, Tracts 2H, 2F, 2.E1, and 2E on the southeast corner of West Pipeline Road and Westpark Way, and consider recommendation for an Ordinance. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal and Commission Members: Barker, C. Brown, Crites and Owens. Nays: None Abstention: None Chairman Ellis declared the motion to approve Case No. 23-04-PD carried. (6-0-0) ITEM 3. PUBLIC COMMENTS There were no public comments presented. ITEM 4.
