EULESS CITY COUNCIL
Tuesday, June 27, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, June 27, 2023, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Pro Tern Price advised that he attended the 6Stones groundbreaking today
and expressed his appreciation to the City staff for their participation. Council
Members Paudel and Tompkins also attended.
➢ Council Member Paudel advised of discussions with residents regarding various
transportation projects within the City of Euless, including the Glade Road extension
into DFW International Airport.
➢ Council Member Tompkins advised that he attended the "Monkey See Monkey Do"
event held Friday, June 16, 2023, at the Mary Lib Saleh Euless Public Library (Euless
Library) and stated that the event was well attended and enjoyable.
➢ Mayor Martin advised that the Euless Library will host the Animal Adventures event
with the Dallas Zoo and their animal ambassadors Friday, June 30, 2023, 3 p.m.
➢ City Manager Loretta Getchell wished Council Member Stinneford an early happy
birthday.
➢ City Manager Getchell advised of several upcoming events:
• North Central Texas Council of Governments 57th Annual General Assembly
Luncheon and Meeting, Friday, June 30, 2023, Noon to 1:30 p.m., Hurst
Conference Center;
• City Council budget worksession, Saturday, July 29, 2023, 7:30 a.m.; and
• Special Called City Council meeting, Monday, July 31, 2023, 7 p.m.
➢ City Attorney Wayne Olson introduced Elizabeth Yelverton, Associate Attorney,
Taylor Olson Adkins Sralla and Elam (TOASE).
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update, including commercial and residential developments.

City Manager Getchell advised the Council of the closing of Federal Heath Sign
Company.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
May 31, 2023.
➢ Deputy City Manager Chris Barker presented a Legislative update.
➢ Police Chief Mike Brown advised of the addition of a community vehicle to assist with
the transport of the community trailers to various events. He recognized John Wright
and Associates, Republic Tire, and Road Armor for their donations towards the
customization of the vehicle.
➢ Fire Chief Chance Bennett announced that a push -in ceremony for the new fire engine
will be held Thursday, July 13, 2023, 3 p.m. at Fire Station No. 1.
CLOSED SESSION
The City Council convened into closed session at 6:01 p.m. for deliberation regarding the
following:
As authorized by Section 551.071 of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to consult with its attorney regarding any of the matters listed on the agenda and
to seek legal advice related to pending or contemplated litigation:

PLEDGES OF ALLEGIANCE
Council Member Perry Bynum led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JULY
2023
Director of Public Works and Engineering Major Jones introduced Field Tech II Carson
Merchant. Carson was accompanied by his wife, Madison, and Assistant Director of
Public Works Joe Villa. Mayor Martin presented Carson with a plaque commemorating
his selection as Employee of the Month for July 2023.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Finance Jewell introduced Accountant II Diane Sanchez. Diane was
accompanied by her husband, Eliab, daughter, Eliana, sister, Juanita, brother-in-law,
Lang, and members of the Finance Department. Mayor Martin presented Diane with a
service pin commemorating her five years of service with the City.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Mayor Pro Tern Price presented a proclamation proclaiming July 2023 as Parks and
Recreation Month to Director of Parks and Community Services Duane Strawn. Mr.
Strawn was accompanied by Parks and Leisure Services Board members Randy Jones
and Jason Reyes, and the Park and Community Services Department staff.

Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 7.
Council Member Tompkins seconded the motion.

ITEM NO. 4. APPROVED RESOLUTION NO. 23-1645
Approved Resolution No. 23-1645, appointing Dr. S. David Lloyd, M.B.A. as the Health
Authority for the City of Euless.
ITEM NO. 5. AUTHORIZED THE PURCHASE OF TELEPHONE LICENSING
AND SERVICES
Authorized the purchase of unified communications licensing and subscription services
from Cisco Systems through Computer Discount Warehouse Government (CDW-G),
5908 Headquarters Drive, Suite 400, Plano, Texas, as approved in the FY2023 budget.
This is a three-year agreement totaling $82,656 and paid in annual installments of
$27,552.
ITEM NO. 6. AUTHORIZED THE MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Authorized the Mayor to negotiate and execute conveyance documents for the purchase
of property located at Cresthaven Addition, Block 2, Lot 8 in Euless, Texas.
ITEM NO. 7. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the precouncil and regular meeting of June 13, 2023,
and the special called meeting of June 15, 2023.

ITEM NO. 8. HELD A PUBLIC HEARING AND APPROVED FIRST READING
OF ORDINANCE NO. 2347
Mayor Martin opened the public hearing at 7:16 p.m.

Deputy City Manager Barker presented the item to the City Council and advised that the
current franchise agreement for gas utility services with Atmos Energy Corporation is
scheduled to expire September 30, 2023. In approving the proposed ordinance, the
current franchise agreement would be extended for a five-year term with the ability to
renew and extend the Franchise for an additional five-year term upon agreement of the
City and Atmos Energy Corporation.
Mayor Martin asked to hear from any proponents followed by opponents of the item.
There being none, Mayor Martin closed the public hearing at 7:16 p.m.
Council Member Paudel motioned to approve the first reading of Ordinance No. 2347,
granting a franchise to Atmos Energy Corporation to construct, maintain, and operate
pipelines and equipment for the transportation, delivery, sale, and distribution of natural
gas in, out of, and through the City.
Mayor Pro Tern Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 9. HELD A PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 23-04-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2348
Mayor Martin opened the public hearing at 7:18 p.m.
Department of Planning and Economic Development Michael Warrix presented the case
to the City Council and advised that the City of Euless, the owner and applicant, is seeking
to rezone 1.643 acres at the southeast corner of West Pipeline Road and Westpark Way
from Texas Highway 10 Multi -Use District (TX-10) to Planned Development (PD). A new
Fire Station No. 2 will be replacing the existing fire station located on Westpark Way
adjacent to the Euless Animal Shelter and Public Works Department facility. Mr. Warrix
reviewed the site plan, landscape plan, elevations, and photometrics. The Planning and
Zoning Commission held a public hearing on June 20, 2023 and voted 6-0-0 to
recommend approval.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:21 p.m.
Council Member Tompkins motioned to approve Ordinance No. 2348, changing the
zoning from Texas Highway 10 Multi -Use District (TX-10) to Planned Development (PD)

for the construction of Fire Station No. 2 at Kitty House Survey, Abstract 678, Tracts 2H,
2F, 2E1, and 2E on the southeast corner of West Pipeline Road and Westpark Way.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford,
Tompkins, Bynum, Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 10. AWARDED COMPETITIVE SEALED PROPOSAL
Deputy City Manager Barker advised that the City of Euless recently issued a Request
for Competitive Sealed Proposals (RFCSP) for the construction of the new Fire Station
No. 2 to be located at 2301 West Pipeline Road. The RFCSP included all materials,
services, and labor necessary for the complete construction of an approximately 20,000
square foot fire station and associated site work as identified and detailed in the
construction plans designed by the City's architectural firm, Oxley Williams Tharp.
As part of the RFCSP, the City declared its intent to award the construction project in
accordance with Subchapter D of Chapter 2269, Texas Government Code -Competitive
Sealed Proposal Method. The City received and opened proposals from six different
offerors on May 25, 2023, and has determined Modern Contractors, 4149 Bedford Road,
Bedford, Texas, to be the best value proposal.
Council Member Bynum motioned to approve Request for Competitive Sealed Proposal
(RFCSP) No. 013-23 for the construction of Fire Station No. 2 in the amount of
$8,669,150, authorize an owner controlled contingency not to exceed five percent, and
authorize the City Manager to enter into a construction contract with Modern Contractors.
Council Member Paudel seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

Council Member Bynum recognized the Parks and Leisure Services Board members in
attendance and expressed his appreciation for their service.
Mayor Martin wished everyone a Happy July 4th holiday and advised that fireworks are
illegal within the City of Euless.
