Mayor Martin called the worksession to order at 8:42 a.m. at the Texas Star Golf Course
and Conference Centre, 1400 Texas Star Parkway, Euless, Texas.

City Manager Loretta Getchell welcomed everyone.
Deputy City Manager Chris Barker advised of the status of several park projects, including
the Blessing Branch Trail Connection improvements; renovations at The Parks at Texas
Star; new entrance, offices, and landscaped park addition at The Parks of Texas Star North
along Highland Drive; Wilshire Park renovations; Aquatic Park improvements; Carr Park
Trail Connection; Kiddie Carr Park; Pickleball Courts at Midway Park; and the marquee
sign installation and unveiling for Leon Hogg Amphitheater.
Staff responded to questions from the Council related to creek maintenance along the
Blessing Branch trail, graffiti along a walled in area along Pipeline Road, the hiring of a
Parks Director following the retirement of Ray McDonald, the Dallas Star facility, and the
need for additional practice facilty offerings.
Capital Improvements Plan
Deputy City Manager Chris Barker reviewed the Capital Improvements Plan projects,
including the dedication and grand opening on the newly reconstructed Fire Station No. 1.;
fiscal year 2019 street reconstruction project, including West Pipeline Road and the deferal
of Mills Drive; update on Mid-Cities/Cheek Sparger/State Highway 121 improvements,
status of water wells and process to bring back online; water main replacement and
wastewater line replacment; 48t" year Community Development Block Grant (CDBG)
project; Mid -City Inn asbestos and demolition update; and Fire Station No. 2 site and
station design, including elevations.

City Manager Getchell advised the Council of the funding needs for facility upgrades,
including renovations to the Police and Courts facility and Fire Station No. 2. She advised
that the projected cost to renovate the Police and Courts facility with no impact to the
property tax rate is $18 to $20 million, and she reviewed the timeline for the debt issuance.
Additionally, she advised that the funding needed to renovate the animal shelter will come
from car rental reserve funds.
Discussion ensued regarding regionalization of dispatch services.
Development Update
City Manager Getchell provided a development update related to the Watercolor
development and advised that the developer is requesting financial assistance for the
water feature and trail connection, and an item will be brought forward for Council
consideration at the next meeting.
FY 202\21-2023 Financial Update
City Manager Getchell reviewed the financial update for fiscal year 2023 and stated that
the City is in a strong financial position going into the the next budget season.
Council Member Tompkins requested that staff evaluate a plan to replace the "Euless
berm". He suggested the possibility of a monument sign that is backlit for visibility at
night.
Mayor Pro Tern Price requested that the lighting be improved in the Raven's Grille Garden
Room.
Mayor Martin expressed her appreciation to the City Council for their attendance.
