WHEREAS, it has come to the attention of the governing
body of the City of Euless, Texas, that there is now pending
before the Texas Air Control Board, an application to permit
the construction and operation, by Texas Armada Refining Com-
pany, of a refinery modification facility to be located at
12625 Calloway Cemetary Road in the City of Fort Worth, Tarrant
County, Texas; and
WHEREAS, such proposed location is within the immediate
vacinity of a most populous area of the City of Euless, Texas;
and
WHEREAS, such refinery modification facility, by its opera-
tion, will emit certain air contaminants and noxious oders; and
WHEREAS, the prevailing winds at such location will, through-
out the majority of the year, carry such air contaminants and
noxious oders over, upon and across densely populated portions
of the City of Euless, Texas, containing numerous single and
multi- family residential properties with attendant recreational
and school facilities; and
WHEREAS, the construction and operation of other facilities
even more distant to such area of the City of Euless, Texas,
than that proposed by such application, have created profound
and continuing ill effects by the transmission of air contami-
nants and noxious oders over, upon and across the inhabitants
of the City of Euless, Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EULESS, TEXAS, in regular meeting duly convened as fol-
lows:
I.
The City of Euless, Texas, does formally oppose the per-
mitting of the construction and operation of a refinery modi-
fication facility by the Texas Armada Refining Company at 12625
Calloway Cemetery Road in the City of Fort Worth, Tarrant
County, Texas, wnich application is now pending consideration
by the Texas Air Control Board under Application Number C -8400
for the reason that same will constitute serious hazard to the
health, safety and well being of the citizenry of the City of
Euless, Texas.
II.
The City Council of the City of Euless, Texas, does herewith
request the Texas Air Control Board to reject such construction
ti
and operation permit of Texas Armada Refining Company in all
particulars and in the exercise of its statutory jurisdiction
to refuse to permit the construction and operation of such
facility in its proposed or other form.
The City Council of the City of Euless, Texas, directs
that an appropriate copy of this Resolution be transmitted to
the Texas Air Control Board Region 8 office and the state offices
of the Texas Air Control Board with a request that same be
fully considered by such Board in passing upon the application
hereinabove referenced and that the City of Euless, Texas, be
notified of the proposed agency action taken thereon.
UNANIMOUSLY ADOPTED by the City Council of Euless, Texas,
at a regularly scheduled meeting on this the 9th day of December,
1980.
