HomeMy WebLinkAbout2023-11 Euless Today2023 *November - 1 As most of you may be aware, s we said our final earthly goodbyes to a wonderful community leader who has left an i indelible mark on our hearts and our City - Mary Lib Saleh. Mayor Saleh served and advocated for the residents of the City of Euless for 25 years — four years as a Council Member and 21 years as the Mayor. She holds the title of the longest serving Mayor in the history of the City and was well known, respected, and loved by so many in the entire Dallas - Fort Worth region. As the person who stepped in to serve when she decided to step down, I am forever grateful for the guidance and mentorship she provided me as she continued to "oversee" the City she truly cherished. I will always remember her kindness, her graciousness, her vision and her passion as she chose to live life to its fullest, and I am certain that her wish for our City is that we continue to work together and dedicate our time and efforts for the betterment of not only Euless, but the entire region. May we continue the good work that has been laid out so faithfully and thoughtfully over the years. As we continue to honor Mary Lib's legacy and the foundation for a financially sound City, I am happy to say that our City budget for FY 2023-24 lowers our property tax rate from 460 to 45.750 per $100 of valuation. This is great news, especially considering the inflationary pressures our economy is experiencing. More information is included in this edition of Euless Today! T H E, C 1 T Y O F ELWSS Highlights The Euless City Council has approved a balanced budget for Fiscal Year 2023-24. The budget is based on a tax rate of 45.75¢ per $100 of taxable value which is a decrease from the current tax rate of 460. This budget provides funding to continue the day-to-day operations of the City including 24-hour police, fire and EMS service, public works, parks and recreation, library services, building inspections, code compliance and other essential City services. It also continues to provide funding for annual street maintenance, water and wastewater line replacements and replacement funding for the City's fleet and equipment. In addition to providing for basic City services, the budget provides funding for the following: • Construction of a new Fire Station # 2 at Westpark Way and SH 10 • Expansion and remodel of the Police and Courts Facility • Expansion and remodel of the Animal Shelter • Parks at Texas Star lighting upgrade • Traffic signal upgrades and other street improvements • Additional personnel including a School Resource Officer, a Public Service Officer, a Public Works Inspector, and an Animal Control Officer Property taxes are the largest revenue source for the City. Although the City's tax rate is lower than last year, individual tax bills may fluctuate based on changes in home value, as determined by the Tarrant Appraisal District (TAD). Using the average home value of $340,145 and the adopted tax rate of 45.750 per $100 of taxable valuation and applying the 20% homestead exemption, total City property taxes on the average home will be $1,245 this year. The average value of a home in Euless owned by a senior is $320,560. A senior with this home value, along with the 20% homestead exemption and the $35,000 senior exemption, would pay $1,013 in taxes this year. Euless Today is published by the City of Euless. 201 N. Tarrant County College II'I Tarrant County 1' *% Based on proposed rates at the time of publication and subject to change The City also has an over 65 tax ceiling, which means that senior citizens pay no more than they paid at age 65 even though the home value may change, excluding improvements. You, or your spouse, will qualify for the senior exemption and tax ceiling on the date you turn 65. To receive this benefit, you must check the appropriate exemption on the homestead exemption form and return it to TAD. To obtain the form you can call TAD at 817-284-0024 or visit www. tad.org. TAD applies the information on your form to all taxing entities, so you do not have to complete additional forms to receive senior benefits from the school district or county. You do not have to reapply each year. Water and wastewater rates are increasing primarily due to increased costs from Trinity River Authority to purchase water and wastewater treatment services. The residential base rate for water will increase $1 and the volume rate for water will increase 58¢ per 1000 gallons. The base rate for wastewater will increase $1 and the volume rate for wastewater will increase 46¢ per 1000 gallons. To help offset these increases, the City Council approved a 50¢ per 1000-gallon rebate from the rate stabilization fund for residential water usage up to 15,000 gallons. Property Tax Reductions HOMESTEAD EXEMPTION Euless has a 20% residential A homestead exemption. SENIOR EXEMPTION Euless has a $35,000 senior exemption III on homes for those 65 and older. DISABLED VETERAN EXEMPTION III III Disabled veterans receive an exemption based on their disability rating from the branch of the armed service. 65+ CEILING ASet the nnualproperty taxes will never go year 'resident' above the amount poid to Ciry of Euless that year, excluding improvements. SALES TAX REDUCTION 1/4 cent of sales tax is used for ' r lowering the property tax rate. Exemptions are set up with Tarrant Appraisal District 1 817-284-0024 1 www.tod.crg City property tax represents approximately 24% of a resident's overall property tax bill. The total tax bill also includes the school district, county, hospital district and the college district. Sales tax revenue is the second largest revenue source. Of the 8.25% sales tax rate, the State of Texas receives 6.250 and the City of Euless receives 2¢ for each $1 spent. The City's 2¢ portion is allocated as follows: • '/4¢ is dedicated for property tax reduction • '/4¢ is dedicated to crime control and prevention • '/2¢ is used for economic development, parks and library • 10 funds general government operations City Services You may view the annual budget on the City's website at www.eulesstx.gov, at City Hall or at the Euless Public Library. Senior Trip to George W. Bush Presidential Library Friday, November 17,10 a.m. 2943 SMU Boulevard, Dallas Take a trip to the George W. Bush Presidential Library where you can explore eight years of American history and the American Presidency. The library examines the specific time in history during which President Bush served and provides access to official photographs, videos, records and artifacts from the George W. Bush Administration. It even has fun facts about popular First Pets Barney and Miss Beazley. Lunch will be on campus at Cafe 43. Lunch prices vary and are not included in the price of the trip. The cost of the trip is $28.00, which includes transportation to the Presidential Library. Valid Senior Center membership and registration for the trip are required. Crud Day Saturday, November 4, 9 -11 a.m. Euless Municipal Complex 201 N. Ector Drive Safely dispose of hazardous waste from your home, such as paint, chemicals and oils. Space is limited so please only bring hazardous waste. The mobile collection unit can accept material from approximately 125 households. If the unit reaches its capacity before you arrive, you may deliver your materials to the Environmental Collection Center in east Fort Worth. You may also bring any small electrical appliances you would like to recycle like computers, radios, VCRs, stereos, clocks and hair dryers. Shred Day Saturday, November 4, 9 -11 a.m. Euless Municipal Complex 201 N. Ector Drive This is a drive -through disposal. You don't even have to get out of your car! Bring your discarded papers and documents for shredding and recycling. Papers may contain thin metals, such as staples, paperclips or even rubber bands. Please do not bring CDs, jump drives, three-ring binders or plastic bags. You may bring up to five boxes per vehicle of paper in standard -size boxes (15" x 12" x 10") or paper grocery bags.
