HomeMy WebLinkAbout2022-09-20CITY OF EULESS CAPITAL IMPROVEMENTS ADVISORY COMMITTEE SEPETMBER 20, 2022 MINUTES A called meeting of the Capital Improvements Advisory Committee was called to order at 6:41 p.m. on September 20, 2022 for consideration of scheduled items in the Council Chambers in City Hall of the Municipal Complex, Chairman Ellis, Vice Chairman Portugal and Commission Members: Richard Barker, Curtis Brown, David Brown, and Ronald Dunckel. Commissioner Eric Owens was absent. Chairman Ellis stated there was a quorum of members of the Capital Improvements Advisory Committee present. STAFF PRESENT: Michael Warrix, Director of Planning and Economic Development Don Sheffield, Assistant Director of Planning and Economic Development Major Jones, Director of Engineering and Public Works Lisa Payne, Senior Planner Yvonne Garcia, Administrative Secretary Drew Washington, Assistant Fire Marshal VISITORS PRESENT: IN10 ITEM 1. CONSIDERED APPROVAL OF CIAO MINUTES Vice Chairman Portugal made a motion to approve the minutes for the called meeting of May 3, 2022. Committee Member Barker seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal, Committee Members: Barker, C. Brown, D. Brown, and Dunckel. Nays: None. Abstention: Committee Member: Owens Chairman Ellis declared the motion carried. (6-0-1) ITEM 2. CASE NO. 22-03-CIAC — APPROVED RESOLUTION NO. 22-03-CIAC Director of Engineering and Public Works, Major Jones gave a brief description of the case. Chapter 395 of the Texas Local Government Code mandates that impact fees be reviewed every five (5) years and either updated or continued without change. In early 2013, the consulting engineering firm Birkhoff, Hendricks & Carter, completed an Impact Fee Study. Based on that study, the City Council in April 2013 adopted Ordinance No. 1992. The City Council determined at that time that no adjustments to the Capital Capital Improvements Advisory Committee MinutesPage 1 of 2 May 3, 2022 Capital Improvements Advisory Committee MinutesPage 2 of 2 September 20, 2022 Improvement Plan, land use assumptions, or water or wastewater impact fees was necessary. Birkhoff, Hendricks & Carter completed a review of the Impact Fee Study and has concluded that no changes are required to the land use assumptions, the Capital Improvement Plan, or the water and wastewater impact fees. The amount of impact fees that is currently approved are 50% of the maximum calculated impact fees determined by the study in 2013. The determination that an update is unnecessary is the initial step in the state mandated procedures to not update the current impact fees. CIAC approval of Resolution No. 22- 03-CIAC is requested so that the remaining steps in the procedure can be accomplished in a timely manner. There were no questions or comments presented by the Committee. Committee Member D. Brown made a motion to approve Case No. 22-03-CIAC to approve a resolution to adopt the Capital Improvements Advisory Committee. Committee Member Barker seconded the motion. The vote was as follows: Ayes: Chairman Ellis, Vice Chairman Portugal, Committee Members: Barker, C. Brown, D. Brown, Dunckel and Owens. Nays: None Abstention: None Chairman Ellis declared the motion carried. (7-0-0) ITEM 3. ADJOURN There being no further business, the meeting was adjourned at 6:48 p.m. - Chairman Steve Ellis
