HomeMy WebLinkAbout2023-09-26MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 26, 2023 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, September 26, 2023, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Mayor Martin welcomed Dean Roggia who served as the legal counsel in the absence of City Attorney Wayne Olson. Additionally, she highlighted some of the activities that occurred throughout the City: • Euless Library Foundation (ELF) Murder in the Stacks fundraising event, Friday, September 22, 2023, and recognized Mayor Pro Tern Price for his participation; • Hurst -Euless -Bedford Senior Games at the Euless Senior Center, Friday, September 22, 2023. Mayor Martin recognized Recreation Assistant Shelli Walsh and Senior Center Supervisor Sonja Howard for organizing the event; • Hurst -Euless -Bedford Chamber of Commerce Annual Anniversary Celebration, Saturday, September 23, 2023, attended by Mayor Pro Tern Price, his wife, Kay Price, Council Member Paudel, and his wife, Indira Neupane; Euless Citizens Police Academy Alumni Association (ECPAAA) BBQ fundraiser dinner, Saturday, September 23, 2023. She recognized Gary Landers and the cooking team for an excellent meal; and State Representative Giovanni Capriglione provided a legislative update to the City Council and staff on Monday, September 25, 2023. ➢ Council Member Stinneford expressed his appreciation to Senior Center Supervisor Sonja Howard for assisting with the set up and clean up for the ECPAAA BBQ, and to Executive Secretary Stacy Rodriguez -Duke and Assistant to the City Secretary Jeanne Flores for their assistance with the auction. ➢ Council Member Tompkins stated that he attended the City of Euless Employee Quarter Century and Retiree Dinner, Friday, September 15, 2023, and recognized Director of Human Resources and Risk Management Heather Moorhead and her staff for organizing the event. He also advised that he and his wife, Lori Tompkins, attended the Mary Lib Saleh Euless Library's mum making event and had a great time assisting the kids. ➢ Council Member Paudel expressed his appreciation to Assistant City Manager Wes Rhodes for his assistance with Oncor in relation to the Nepalese Cultural Center. Council Minutes Page 2 of 6 September 26, 2023 ➢ Council Member Stinneford inquired about the street work on Mid Cities Boulevard and the ability to drive on the surface so quickly. Public Works and Engineering Director Major Jones advised that TxDOT (Texas Department of Transportation) utilizes a curing agent that allows the product to cure quickly. City Manager Loretta Getchell and Deputy City Manager Chris Barker added that TxDOT has been notified regarding clean up along State Highway 183. ➢ Council Member Bynum provided information on the Hurst Euless Bedford Independent School District bond proposal and distributed an informational flyer to the City Council. ➢ City Secretary Kim Sutter reviewed the January and February 2024 calendar. ➢ City Manager Getchell wished Communication Manager Matt Sanders a happy birthday and Council Member Harry Zimmer an early happy birthday. Additionally, she advised of the following upcoming events: • Trinity GAP (Girls Awareness Program) Adoption Event and Bazaar, Saturday, September 30, 2023, 11 a.m. to 2 p.m., Parks at Texas Star; • Police Chief Forum, Saturday, September 30, 2023, 9 a.m. to 2 p.m., Euless Family Life Senior Center; • Nepalese Cultural Center celebration and parade, Saturday, September 30, 2023, celebration is from 9 a.m. to 1 p.m. followed by parade at 1 p.m., Royal Parkway will be closed for parade; • National Night Out, Tuesday, October 3, 2023, 6 to 9 p.m.; • Trinity High School homecoming parade, Wednesday, October 4, 2023; • Celebration of Life for Peggy Vandiver, Thursday, October 5, 2023, 11 a.m., Cross City Church; • Public Safety Open Houses, Saturday, October 7, 2023, 10 a.m. to 2 p.m., Police and Courts Building and Fire Station No. 3; and • Tarrant Appraisal District (TAD) Board nomination deadline, Sunday, October 15, 2023. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ As part of the Capital Projects update, Police Chief Mike Brown expressed his appreciation to the City Council for their support for the renovations of the Police and Courts facility. Additionally, Assistant Police Chief Gary Landers expressed his appreciation to the City Council and introduced Police Sergeant Scott Peterson. Sergeant Peterson presented the proposed renovation of the police and courts facility expansion project. He shared the philosophy for designing the space and presented renderings of the additional square footage, the remodel of existing floor space, and the exterior elevations. Plans and renderings of the project will be available for public view at the Public Safety Open House, Saturday, October 7, 2023. Council Minutes Page 3 of 6 September 26, 2023 City Manager Getchell shared the plans to relocate personnel during the renovations. She advised that the Property Room and Jail Services will remain at their current location as well as the Municipal Court. ➢ Fire Chief Chanc Bennett presented a Fire Department update including annual dollar loss, total response times, total number of runs, new personnel, on -going training, progress of site demolition for the construction of new Fire Station No. 2, and the Fire Marshal Office activities for the second quarter of 2023. ➢ Director of Fleet and Facilities Kyle McAdams presented the Fleet and Facility update including personnel, facility maintenance, vehicle maintenance, and current projects coordinated and overseen by the department. Additionally, he presented a short video highlighting and demonstrating the services provided by the Fleet and Facilities staff during a typical work day. ➢ Director of Finance Janina Jewell presented a Financial report for the period ending August 31, 2021 CLOSED SESSION The City Council convened into closed session at 6:20 p.m. for deliberation regarding the following: Deliberate the purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Midway Park Addition Mayor Martin recessed the closed session at 6:38 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PRESENTATION OF EMPLOYEE OF THE MONTH FOR OCTOBER 2023 Division Chief/Fire Marshal Drew Washington introduced Fire Inspector II Zachary Hall. Zachary was accompanied by his mother, Kate, father, Greg, and members of the Fire Department. Mayor Martin presented Zachary with a plaque commemorating his selection as Employee of the Month for October 2023. ITEM NO. 2. PRESENTATION OF PROCLAMATION Mayor Martin presented a proclamation proclaiming September 2023 as PTA (Parent Teacher Association) Membership Month. Heather Peery, President, Hurst Euless Bedford Independent School District (HEBISD) Council of PTAs, Crystal Sadler, Vice President, HEBISD Council of PTAs, and Conrad Streeter, HEBISD Deputy Superintendent of Educational Operations, received the proclamation and expressed their appreciation to the Mayor and City Council. CONSENT AGENDA (items 3 throu_gh 9) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 9. Council Member Tompkins seconded the motion. ITEM NO. 3. AUTHORIZED THE PURCHASE OF NETWORK HARDWARE AND SOFTWARE Authorized the purchase of replacement network hardware and software from Computer Discount Warehouse (CDW-G), 5908 Headquarters Drive, Suite 400, Plano, Texas, as approved in the FY2024 budget. The estimated annual expenditure is $200,000. ITEM NO. 4. AUTHORIZED THE PURCHASE OF COMPACT TRAC- EXCAVATOR Authorized the purchase of a compact trac-excavator from Zimmerer Kubota & Equipment, Inc., 5165 Mark IV Parkway, Fort Worth, Texas, through the Sourcewell Cooperative Purchasing Program as approved in the FY2024 budget. The estimated expenditure is $54,968. ITEM NO. 5. AUTHORIZED THE PURCHASE OF THREE PICKUP TRUCKS Authorized the purchase of one three-quarter ton extended cab pickup, one three-quarter ton standard cab pickup, and one half -ton pickup from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY2024 budget. The estimated expenditure is $137,322. ITEM NO. 6. AUTHORIZED THE PURCHASE OF PUBLIC SAFETY SUPPLIES Authorized the purchase of public safety supplies through Casco Industries, Inc., 1517 West North Carrier Parkway, Suite 118, Grand Prairie, Texas. The estimated expenditure is $180,000. ITEM NO. 7. AUTHORIZED THE PURCHASE OF OFFICE SUPPLIES Authorized the purchase of office supplies from ODP Business Solutions, 6600 North Military Trail, Boca Raton, Florida, for a one-year period through the Omnia Partners Purchasing Cooperative. The estimated annual expenditure is $60,000. ITEM NO. 8. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract with Payne Mechanical Services, 2345 Dalworth Street, Suite 108, Grand Prairie, Texas, and Logical Solutions, Inc., 407 International Parkway, Suite 406, Richardson, Texas, through the Interlocal Purchasing System (TIPS) Program for HVAC services. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of September 12, 2023. REGULAR AGENDA ITEM NO. 10. PUBLIC COMMENTS BJ Hazel, 320 Kesler Drive, Euless, addressed the City Council in regards to the Tarrant Appraisal District (TAD) Board nomination process. Daniel J. Bennett, 408 Pemberton Street, White Settlement, addressed the City Council in regards to the TAD Board nomination process. ITEM NO. 11. REPORTS Citv Manaqer No report given.
