EULESS CITY COUNCIL
Tuesday, October 10, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, October 10, 2023, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Paudel stated that he attended the Public Safety Open Houses,
Saturday, October 7, 2023, and enjoyed visiting with the community. He also
expressed his appreciation to City staff for their assistance with the Nepalese Cultural
Center celebration and parade, Saturday, September 30, 2023.
➢ Mayor Martin advised that the Public Safety Open Houses were a great success and
expressed her appreciation to the staff and volunteers who assisted.
➢ City Manager Getchell advised of several upcoming events:
• Hurst -Bedford -Euless Chamber of Commerce Luncheon, Thursday, October
12, 2023, 11:30 a.m., Texas Star Conference Centre;
• Employee Burger Bash and Car Show, Friday, October 13, 2023, 11 a.m. to
1:30 p.m., Parks at Texas Star;
• Walk of Champions Inductee Ceremony for Ray McDonald, Friday, October
13, 2023, 1:30 p.m., Parks at Texas Star;
• Pumpkin Splash, Friday, October 13, 2023, 6 p.m., Natatorium;
• Junk in the Truck, Saturday, October 14, 2023, 8 a.m. to 1 p.m., Euless

➢ Council Member Tompkins advised that the Hurst -Euless -Bedford Independent
School District will host informational meetings regarding their upcoming bond
election at L.D. Bell High School, Wednesday, October 11, 2023, and at Trinity High
School, Thursday, October 12, 2023, with both sessions beginning at 6:30 p.m.
➢ City Manager Getchell reviewed the regular agenda.
➢ Director of Public Works and Engineering Major Jones advised that the Fuller Well
site is operational.
➢ City Manager Getchell advised that the Texas Department of Transportation (TxDOT)
was seen picking up trash last week along State Highway 121. Additionally, she
stated that Deputy City Manager Chris Barker is working to coordinate a meeting with
TxDOT to discuss the North Tarrant Express Segment 2E expansion.
➢ City Manager Getchell presented a Financial update and advised that car rental tax
collection for August 2023 was up one percent when compared to the same period in
the prior year.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update, including commercial and residential developments.
Deputy City Manager Barker advised that staff has met with a developer, who is
interested in developing the property located at the northeast corner of Pipeline Road
and FM 157. The proposed development is a "Build to Rent" (BTR) single family
housing product. Discussion ensued regarding the interest of the City Council to
rezone the property from commercial to single family residence.
➢ City Secretary/Chief Governance Officer Kim Sutter provided an update on the Board
and Commission appointment process and advised that staff will schedule interviews
for the City Council to meet with applicants for Monday, October 23, 2023.
CLOSED SESSION
The City Council convened into closed session at 6:21 p.m. for deliberation regarding the
following:
As authorized by Section 551.071, of the Texas Government Code, the City Council
reserves the right to adjourn into Closed Session at any time during the course of this
meeting to consult with its attorney regarding any of the matters listed on the agenda and
to seek legal advice related to pending or contemplated litigation or a settlement offer,
including:

PLEDGES OF ALLEGIANCE
Mayor Pro Tern Eddie Price led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
City Secretary/Chief Governance Officer Kim Sutter introduced Assistant to the City
Secretary Jeanne Flores. Jeanne was accompanied by her husband, Donnie, son,
Miguel, Administrative Secretary Yvonne Garcia, and Executive Secretary Stacy
Rodriguez -Duke. Mayor Martin presented Jeanne with a service pin commemorating her
five years of service with the City.
Police Chief Mike Brown introduced Police Sergeant Scott Peterson. Scott was
accompanied by his wife, Corrie, stepson, Brendon Smith, daughter, Kynleigh, and
members of the Police Department. Mayor Martin presented Scott with a service pin
commemorating his 30 years of service with the City.
CONSENT AGENDA (items 2 through 8)
Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 8.
Council Member Tompkins seconded the motion.

ITEM NO. 2. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ARCHITECTURAL SERVICES CONTRACT
Authorized the City Manager to negotiate and execute an Architectural Services Contract
with Oxley Williams Tharp (OWT) Architects, 509 Pecan Street, Fort Worth, Texas, for
the design and construction of the Animal Services facility. The estimated expenditure is
$405,000.
ITEM NO. 3. APPROVED A CONTRACT FOR ROOFING SYSTEM REPAIRS
AND MAINTENANCE
Approved a contract with Simon Roofing and Sheet Metal Corporation, dba SR Products,
1380 East Highland Road, Macedonia, Ohio, for roofing system repairs and maintenance
through The Interlocal Purchasing System (TIPS). The estimated expenditure is
$105,000, and actual expenditures are made on an as needed basis.

ITEM NO. 4. AUTHORIZED THE PURCHASE OF CONSTRUCTION MATERIAL
TESTING
Authorized the purchase of construction material testing services from CMJ Engineering,
7636 Pebble Drive, Fort Worth, Texas, through the Tarrant County Request For
Qualifications (RFQ) No. 2022-098, for the testing of various construction materials to
include but not limited to pier borings, soil compaction, concrete mix design, structural
steel, and welding for a one-year period with the option to renew for three additional one-
year periods. Actual expenditures will be made on an as needed basis.
ITEM NO. 5. AUTHORIZED THE PURCHASE OF PRINT AND MULTIMEDIA
LIBRARY MATERIALS
Authorized the purchase of library print and multimedia materials from Ingram Library
Services, Inc., 1 Ingram Boulevard, La Vergne Tennessee, through the State of Texas
CO-OP Program. The estimated expenditure is $191,000.
ITEM NO. 6. AUTHORIZED THE PURCHASE OF DIGITAL LIBRARY
MATERIALS
Authorized the purchase of digital library materials (e-books and e-audiobooks) from
Bibliotheca, Inc., 403 Hayward Avenue North, Oakdale, Minnesota, for the Cloud Library
platform. The estimated expenditure is $75,000.
ITEM NO. 7. AUTHORIZED THE PURCHASE OF DIGITAL LIBRARY
MATERIALS
Authorized the purchase of digital library materials (e-books, e-audiobooks, video, and
music) from Midwest Tape, Inc., 1417 Timberwolf Drive, Holland, Ohio, for the Hoopla
digital circulation platform. The estimated expenditure is $60,000.

REGULAR AGENDA
ITEM NO. 9. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
23-06-CC
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, Families Feeding Families - Mid Cities -
DFW, is requesting a Temporary Use Permit for a one -day event to provide Thanksgiving
meals, community and health resources, non-perishable food items, and donated clothing
to families in need. The event will be held on the grounds of the Calvary Pentecostal
Church located at 204 North Ector Drive. Mr. Warrix reviewed the site layout, site access,

and parking arrangements and advised that the event will be held Wednesday, November
22, 2023, between the hours of 11 a.m. and 2 p.m.
Ronald DeLorge, Managing Director, Families Feeding Families - Mid Cities - DFW, was
present to address any questions regarding the item.
Council Member Bynum motioned to approve Temporary Use Permit No. 23-06-CC for
the Families Feeding Families - Mid Cities - DFW event to be held on Wednesday,
November 22, 2023, at the Calvary Pentecostal Church, 204 North Ector Drive.
Mayor Pro Tern Price seconded the motion.

ITEM NO. 10. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO.
23-07-CC
Director of Planning and Economic Development Warrix presented the item to the City
Council and advised that the Airport Freeway Church of Christ, 210 Airport Freeway, is
seeking a Temporary Use Permit to host a "Pumpkin Patch" fundraiser event on the
church grounds. Mr. Warrix reviewed the site layout, site access, and parking
arrangements, and advised that the event will be held from October 15 through October
31, 2023, Monday through Saturday, 11:30 a.m. to 7:30 p.m. and Sunday, Noon to 5 p.m.
Council Member Paudel motioned to approve Temporary Use Permit No. 23-07-CC for a
fundraiser event on the grounds of Airport Freeway Church of Christ, 210 Airport
Freeway, beginning on October 15, 2023 and concluding on October 31, 2023.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 11. APPROVED SITE PLAN NO. 23-07-SP
Director of Planning and Economic Development Warrix present the item to the City
Council and advised that the applicant, Main Street Tea LLC, is seeking approval for a
commercial development for a HTeaO tea shop with drive-thru service to be located on
0.648 acres in the Euless Gardens, Block 3, Lot 1 R, 316 North Main Street. Mr. Warrix
reviewed the access to the site, parking, landscaping, lighting, building materials, and

elevations. The Planning and Zoning Commission considered the Site Plan at their
regular meeting on September 19, 2023, and voted 7-0-0 to recommend approval.
In response to a question from Council Member Stinneford, Patrick Emerson,
representing Main Street Tea LLC, advised that the building is projected to be complete
in six months.
Mayor Pro Tern Price motioned to approve Site Plan 23-07-SP, for a commercial
development on 0.648 acres in the Euless Gardens, Block 3, Lot 1 R, 316 North Main
Street.
Council Member Bynum seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 12. APPROVED SITE PLAN NO. 23-08-SP
Director of Planning and Economic Development Warrix present the item to the City
Council and advised that the applicant, Centerpoint Services, is seeking approval for an
office/warehouse development on 1.17 acres in the Airport Business Park, Block 2, Lot
6, 1800 South Pipeline Road West. Mr. Warrix reviewed the access to the site, parking,
landscaping, lighting, building materials, and elevations. The Planning and Zoning
Commission considered the Site Plan at their regular meeting on September 19, 2023,
and voted 7-0-0 to recommend approval.
Ben Loibl, representing Centerpoint Services, was present to address any questions
regarding the item.
In response to a question from Council Member Paudel, Mr. Warrix advised that there will
be no semi -truck and trailer traffic.
Council Member Tompkins motioned to approve Site Plan 23-08-SP, for an
office/warehouse development on 1.17 acres in the Airport Business Park, Block 2, Lot
6, 1800 South Pipeline Road.
Council Member Bynum seconded the motion.

ITEM NO. 13. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE
NO. 23-09-SUP AND APPROVED FIRST AND FINAL READING
OF ORDINANCE NO. 2365
Mayor Martin opened the public hearing at 7:23 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant, Krishama Pranami Investment Group Inc., is
seeking a Specific Use Permit (SUP) for a place of worship to be located at Brooking
Press Addition, Block A, Lot 1, 2831 West Euless Boulevard. The Planning and Zoning
Commission held a public hearing on September 19, 2023, and staff recommends
approval of the SUP with the following conditions:
1. The Specific Use Permit is tied to the business name, DFW Shree Krishna
Pranami Hindu Samaj (DFW SKPHS);
2. The Specific Use Permit is tied to the business owner, Krishama Investment
Group, Inc; and
3. The Specific Use Permit may be revoked if one or more of the conditions
imposed by this permit has not been met or has been violated.
Chandra Prasai, representing Krishama Pranami Investment Group Inc., was present to
address any questions regarding the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:27 p.m.
Council Member Paudel motioned to approve Ordinance No. 2365, authorizing the
issuance of a Specific Use Permit for a place of worship to be located at Brooking Press
Addition, Block A, Lot 1, 2831 West Euless Boulevard, in the Light Industrial (L-1) zoning
district with the conditions presented and recommended by staff.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 14. PUBLIC COMMENTS
Mike Utzman, 316 Calvary Drive, Euless, express his appreciation to first responders
related to an emergency medical call. Additionally, he addressed City Council regarding
the enforcement of the high grass and weeds ordinance.

REPORTS
Mayor Martin announced that early voting for the November 7, 2023 Constitutional Joint
Elections, which include the Hurst -Euless -Bedford Independent School District's Bond
Propositions begins Monday, October 23, 2023 and continues through Friday, November
3, 2023, at the Euless Family Life Senior Center.
