AN ORDINANCE AMENDING THE CITY OF EULESS ZONING MAP BY
CHANGING THE ZONING FROM NEIGHBORHOOD BUSINESS (C-1)
ZONING DISTRICT TO PLANNED DEVELOPMENT (PD) ZONING
DISTRICT ON CEDAR HILL ESTATES ADDITION, BLOCK 8, LOTS 20 &
21, LOCATED AT 702 SOUTH MAIN STREET AND 704 SOUTH MAIN
STREET; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
PENALTY FOR VIOLATION; PROVIDING FOR PUBLICATION IN THE
OFFICIAL NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Planning and Zoning Commission has conducted a public hearing
on October 3, 2023, in conjunction with Planned Development Case No. 23-06-PD, and
has rendered a recommendation to the City Council with respect to this case; and
WHEREAS, City Council has conducted a public hearing on October 24, 2023,
has considered the recommendation of the Planning and Zoning Commission, and has
determined that the proposed change is in the best interest of the general welfare of the
City of Euless and that any foreseeable negative impacts of the proposed use have been
mitigated through design restrictions or other set conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS:
SECTION 1.
ALLOWED USES. The City of Euless Zoning Map is amended to read so that the
zoning district classification for Cedar Hill Estates Addition, Block 8, Lots 20 and 21 is
Planned Development (PD) zoning district based on Single Family Detached Dwelling (R-
1) zoning district regulations. This Planned Development Ordinance has the following
Development Standards:
(i) the subject properties are rezoned from Neighborhood Business (C-1)
zoning district to Planned Development (PD) zoning district and are
required to comply with the Single Family Detached Dwelling (R-1)
zoning district standards, and
(ii) a new residential driveway is allowed direct access to South Main
Street (an arterial) and the driveway must be shared by both lots.
SECTION 2.
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City
Council of the City of Euless that the sections, paragraphs, sentences, clauses, and
phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph,
or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase.
SECTION 3.
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon
conviction thereof shall be fined in accordance with Chapter 1, "General Provisions,"
Section 1-12, "General Penalty," Euless Code of Ordinances. Each such violation shall be
deemed a separate offense and shall be punishable as such hereunder.
SECTION 4.
PUBLICATION CLAUSE. The caption, penalty clause, and effective date clause
of this ordinance shall be published in a newspaper of general circulation in the City of
Euless, in compliance with the provisions of Article II, Section 12, of the Euless City
Charter. Further, this ordinance may be published in pamphlet form and shall be
admissible in such form in any court, as provided by law.
SECTION 5.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after
its passage, as provided by the Euless City Charter and the laws of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FINAL READING at a regular
meeting of the Euless City Council on October 24, 2023, by a vote of _7 ayes,
0 nays, and 0 abstentions.

City of Saginaw, Texas Reroofing of
the Saginaw Police Station
RECEIPT OF PROPOSALS: Sealed
competitive proposals will be received
from Contractors for the Reroofing of
the Saginaw Police Station until No-
vember 9, 2023 at 2:00 p.m. by the
City of Saginaw at Saginaw City Hall,
333 West McLeroy Blvd., Saginaw, TX
76179. Any proposals received after
that date and time will not be consid-
ered.
Proposals shall be based on the
Project Plans and Specifications as
prepared by ROOFTECH/Roof Tech-
nical Services, Inc. Proposals must
be prepared and submitted on the
Proposal Form included in the Project
Specifications. PROJECT SCOPE OF
WORK: The project generally con-
sists of reroofing the Saginaw Police
Station along with certain MEP and
masonry modifications and other im-
provements as outlined in the project
specifications. BASIS OF AWARD: The
evaluation of the proposals will be
performed by a committee consisting
of designees of the City of Saginaw.
While cost is an important factor, the
City of Saginaw is under no obligation
to accept the lowest proposal. The
evaluation team will award points in
relation to how well the proposals ad-
dress the criteria.
Areas found deficient will receive few-
er (or no) points while those areas that
are above the requirements or stated
minimums, will receive up to the max-
imum points. In evaluating qualified
proposals, the following consider-
ations may be considered for award
recommendations:
• The purchase price. • The reputa-
tion of the vendor and of the vendor's
goods or services. • The quality of
the vendor's goods or services. • The
extent to which the goods or services
meet the district's needs. • The ven-
dor's past relationship with the City
of Saginaw. • The total long-term cost
to the district to acquire the vendor's
goods or service. • Any other relevant
factor specifically listed in the request
for bids or proposals. • Completeness
of the proposal and required forms
and attachments. • Experience and
service with other municipalities. •
The ability, capacity, and skill of the
proposer to perform the services on a
timely basis.

A Public Hearing is scheduled before
the River Oaks City Council on Tues-
day, November 28, 2023 at 6:00 P.M.

AN ORDINANCE OF THE CITY OF
RIVER OAKS AMENDING CHAPTER
13 "UTILITIES" OF THE RIVER OAKS
CODE OF ORDINANCES (2006) AS
AMENDED SPECIFICALLY SEC-
TION 13.12.012, "STORMWATER
UTILITY FEE"; REVISING MONTHLY
STORMWATER UTILITY FEES FOR
THE PURPOSE OF FUNDING THE
STORMWATER UTILITY SYSTEM AS
AUTHORIZED BY LAW; AND PROVID-
ING AN EFFECTIVE DATE.
WHEREAS, the City Council adopted
Ordinance No. 913-2012, the Storm
Water Utility Ordinance that was
codified into the River Oaks Code of
Ordinances as Article 3.12 "Storm
Water Utility System" creating a storm
water (drainage) utility system for the
purpose of providing storm water ser-
vice for real property in the proposed
service area upon payment of storm
water charges (except real property
that is exempt from such charges),
and offering storm water service on
nondiscriminatory, reasonable and
equitable terms; and
WHEREAS, On August 22, 2023 fol-
lowing a legal public hearing, the
Stomr Water Task Force recommend-
ed storm water fees to be increased
from $6.00 to $7.00 on residential
properties and from $0.00266 to
$0.00310 per square foot of impervi-
ous area for non-residential proper-
ties.
WHEREAS, the City Council, after
careful consideration, deems it nec-
essary to increase storm water utility
rates, which the City Council finds is
nondiscriminatory, reasonable and
equitable.
NOW, THEREFORE, BE FT ORDAINED
BY THE CRY COUNCIL OF THE CITY
OF RIVER OAKS, TEXAS:
SECTION I.
APPLICABILITY OF STORMWATER
UTILITY FEES
Storm Water utility fees will be levied
against all benefitted properties in
the established service areas except
real property that is exempted in Arti-
cle 13.12 "Stormwater Utility System"
shall be imposed and issued with utili-
ty billing statements issued commenc-
ing with the January 1, 2024 monthly
billing cycle. The City Council hereby
with the adoption of this ordinance
establishes the storm water utility fees
as set forth in Chapter 13 "Utilities" of
the River Oaks Code of Ordinances
(2006) as amended, specifically in
Section 13.12.012 "Storm Water Utility
Fees" to read as follows:
"Section 13.12.012 Stormwater Utility
Fee. Storm Water utility fees provid-
ed for in Chapter 13 "Utilities", Article
13.12 "Storm Water Utility System" of
the City of River Oaks Code of Ordi-
nances (2006) as amended are calcu-
lated based on the total storm water
runoff potential for improved parcels
for each customer class within the
City measured as impervious area in
square feet (SF). The total storm water
runoff potential shall be divided into
the two
(2) customer classes of residential
and non-residential based on the
relative amount of impervious area in
each class.
(a) Residential Property Fees. Stomm
water utility fees for residential prop-
erty, as defined in Article 13.12, shall
be calculated for each dwelling unit at
the following flat rate per dwelling unit:
(1) Residential Property: Fee = $ 7.00
per dwelling unit per month
(2) Non-residential Property Fees.
Storm water utility fees for non-resi-
dential property, shall be calculated
for each improved parcel based upon
the storm water runoff potential on
each parcel measured as impervious
area in square feet (SF) at the follow-
ing rate:
(1) Non -Residential Property: Fee =
Allocated Impervious Area on the Par-
cel(s)
in square feet (SF) X $0.00310/SF/
month."
SECTION II. EFFECTIVE DATE
This Ordinance shall be in full force
and effect commencing with the Janu-
ary 1, 2024 monthly billing cycle from
and after its passage, and it is so or-
dained.
