EULESS CITY COUNCIL
Tuesday, October 24, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, October 24, 2023, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Harry Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin expressed her appreciation to those who reached out to her and offered
their condolences and support in the loss of her sister, Heli Powell.
➢ City Secretary/Chief Governance Officer Kim Sutter advised that early voting for the
November election is underway with 141 voters casting ballots at the Euless Family
Life Senior Center location, and 3,619 ballots countywide.
➢ Council Member Tompkins advised that he attended the Employee Burger Bash and
recognized Director of Fleet and Facilities Kyle McAdams for coordinating the valve
cover car racing event. Additionally, he advised that several members of the Council
attended the Tongan Family Day held Saturday, October 14, 2023.
➢ Mayor Pro Tern Price advised that 6Stones held their Community Powered
Revitalization (CPR) event October 20 and 21, 2023, which included eight houses
within Euless.
➢ City Manager Loretta Getchell advised of several upcoming events:
• Halloween Trunk or Treat, Saturday, October 28, 2023, 5 to 7:00 p.m., Glade
Parks;
• Larry Atkinson retirement reception, Tuesday, October 31, 2023, 3:30 p.m.,
Euless Public Works facility;
• Northeast Leadership Forum Annual Heart of North Texas Conference,
Wednesday, November 1, 2023, 8:00 a.m. to 1:00 p.m., City of Hurst
Conference Center; and
• Household Hazardous Waste Collection (Crud Day) and Shred Day, Saturday,
November 4, 2023, 9 to 11:00 a.m., City Hall Complex.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Municipal Court Manager Claudia Quintero presented a Municipal Court update
including the courtroom audio/visual system upgrade, new software, new online
services, and the juror portal. She also reviewed case volumes and advised that case
volume is down from the prior year. Additionally, Ms. Quintero expressed
appreciation to the Council for the funding of the new resources and to Director of
Finance Janina Jewell and Director of Information Services Scott Joyce for their
support during the software conversion.

➢ Director of Public Works and Engineering Major Jones presented the Capital Projects
and Transportation updates, including current water and wastewater projects and
street improvements. Additionally, he reviewed the traffic signal timing study that was
conducted on Industrial Boulevard (FM 157), and stated studies are underway for
Midway Drive and Harwood Road.
Deputy City Manager Chris Barker advised that he has requested a meeting with the
Texas Department of Transportation (TxDOT) concerning transportation issues
including the safety and striping along Mid Cities Boulevard.
CLOSED SESSION
Although posted, no closed session was held.

INVOCATION
Council Member Harry Zimmer gave the Invocation.
PLEDGES OF ALLEGIANCE
Council Member Perry Bynum led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF PROCLAMATION
Mayor Pro Tern Price presented a proclamation proclaiming the week of November 6,
2023, as Municipal Court Week to Municipal Court Manager Claudia Quintero. Ms.
Quintero was accompanied by members of the Municipal Court staff.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 4.
Council Member Tompkins seconded the motion.

Mayor Martin declared the motion carried.
ITEM NO. 2. AUTHORIZED THE PURCHASE OF DATA PROTECTION AND
BACKUP SOLUTION
Authorized the purchase of data protection, remediation, and an immutable backup
solution from Computer Discount Warehouse (CDW-G), 5908 Headquarters Drive, Suite
400, Plano, Texas, through The Interlocal Purchasing System (TIPS) as approved in the
FY2024 budget. The estimated expenditure is $137,360.
ITEM NO. 3. APPROVED AWARD OF BID NO. 015-23
Approved award of Bid No. 015-23 for the FY2023 Water Rehabilitation Project located
at Midway Park 1st Addition, Oakwood Terrace, and South Main Street, and authorized
the City Manager to enter into a contract with A & B Construction, LLC, 3001 Sale Street,
Suite 117, Dallas, Texas. The estimated expenditure is $4,274,223.30 and includes an
owner -controlled contingency of two percent of the contractual amount.

REGULAR AGENDA
ITEM NO. 5. APPROVED SITE PLAN NO. 23-04-SP
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, Landstar Group, LLC, is seeking approval
for the construction of two 3,750 square -foot, one-story commercial buildings on 0.69
acres located at St. Michael's Subdivision, Block A, Lot 8, 2760 West Euless Boulevard,
in the Texas Highway 10 Multi -Use (TX-10) zoning district. Mr. Warrix reviewed the
access to the site, parking, landscaping, lighting, building materials, and elevations. The
Planning and Zoning Commission considered the Site Plan at their regular meeting on
October 3, 2023, and voted 6-0-0 to recommend approval.
Council Member Paudel motioned to approve Site Plan No. 23-04-SP for the construction
of two 3,750 square -foot, one-story commercial buildings on 0.69 acres in the St.
Michael's Subdivision, Block A, Lot 8, 2760 West Euless Boulevard.
Mayor Pro Tern Price seconded the motion.

ITEM NO. 6. HELD A PUBLIC HEARING REGARDING PLANNED
DEVELOPMENT 23-06-PD AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2366
Mayor Martin opened the public hearing at 7:10 p.m
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant, Mina Iskander, is seeking to rezone Cedar Hill
Estates Addition, Block 8, Lots 20 and 21, 702 and 704 South Main Street, from
Neighborhood Business (C-1) zoning district to Planned Development (PD) zoning
district. The zoning change will allow the applicant to develop the two lots into two single-
family residences with a shared driveway. The Planning and Zoning Commission held a
public hearing on October 3, 2023, and recommended approval by a vote of 6-0-0.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:14 p.m.
Mina Iskander, the applicant, was present to address any questions regarding the case

In response to a question from Council Member Tompkins, Mr. Warrix advised that a
gated driveway would not be permissible.
Council Member Zimmer motioned to approve Ordinance No. 2366, changing the zoning
from Neighborhood Business (C-1) to Planned Development (PD) for the development of
two single-family residences with a shared driveway in the Cedar Hill Estates Addition,
Block 8, Lots 20 and 21, 702 and 704 South Main Street.
Council Member Paudel seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 7. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
23-11-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2367
Mayor Martin opened the public hearing at 7:15 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant, Diesel Doctor, is seeking a Specific Use Permit
(SUP) for a general automotive repair business to be located at John A. Groves Survey,
Abstract 599, Tract 3C1, 3030 South Pipeline Road West. The Planning and Zoning
Commission held a public hearing on October 3, 2023, and voted 6-0-0 to recommend
approval of the Specific Use Permit with the following conditions:
1. The Specific Use Permit is tied to the business name, Diesel Doctor;
2. The Specific Use Permit is tied to the business owner, Damir Guilmanov;
3. There shall be no outdoor service or repair to any vehicle;
4. There shall be no outdoor storage of vehicles, car parts, or merchandise, to include
the fire lane;
5. There shall be no on -site major mechanical or auto body work performed on any
vehicle; and
6. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:19 p.m.
In response to questions and concerns from Council Members Tompkins and Zimmer,
Mr. Damir Guilmanove, representing Diesel Doctor, advised that this location will not store

any vehicles, as all vehicles awaiting repairs will be housed at an off -property location.
He also stated that during the site plan process, an eight -foot fence will be requested for
the perimeter of the property to provide security and delineate the property lines. He
further stated that this diesel repair shop's focus is vehicle computer repairs and not
mechanical repairs, therefore, all work will be performed inside the building bays.
Council Member Tompkins motioned to approve Ordinance No. 2367, authorizing the
issuance of a Specific Use Permit for a general automotive repair business to be located
at John A. Groves Survey, Abstract 599, Tract 3C1, 3030 South Pipeline Road West in
the Texas Highway 10 Multi -Use (TX-10) zoning district with the conditions presented and
recommended by the Planning and Zoning Commission.
Mayor Pro Tern Price seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

ITEM NO. 9. REQUEST BY GARY M. LOSADA TO ADDRESS CITY COUNCIL
Gary M. Losada, 802 Dove Creek Trail, Southlake, Texas, advised that he requested to
address the City Council regarding the Tarrant Appraisal District Board nominations and
requested their support for his appointment. Additionally, Mr. Losada responded to
questions from the City Council.

Mayor Martin advised that early voting has begun for the November 7, 2023 Constitutional
Joint Elections, including the Hurst -Euless -Bedford Independent School District Bond
Election and continues through Friday, November 3, 2023. The Euless Family Life Senior
Center serves as a polling location.
