HomeMy WebLinkAbout2023-11-14MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 14, 2023 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:33 p.m. on Tuesday, November 14, 2023, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Council Member Paudel recognized Assistant City Manager Wes Rhodes and Communications and Marketing Manager Matt Sanders for their assistance with the Household Hazardous Waste Collection and Shred Day event. Additionally, he advised that Republic Services hosted a tour of the landfill and their recycling facility for his constituents from Nepal on Friday, November 10, 2023. ➢ City Manager Loretta Getchell advised the City Council of the Annual Senior Center Thanksgiving Luncheon, Wednesday, November 15, 2023, 11 a.m., Euless Family Life Senior Center. ➢ Director of Finance Janina Jewell advised the City Council of a formatting error that occurred on the cycle one water bills; however, the error did not affect the total amount billed and the formatting has been corrected for viewing online bills. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ Assistant City Manager Wes Rhodes introduced Communications and Marketing Manager Matt Sanders to provide the Household Hazardous Waste Collection and Shred Day update. Communication and Marketing Manager Sanders stated that the event was held on Saturday, November 4, 2023, at the City Hall Complex with a total of 165 households participating. He reported that 3,200 pounds of E-waste was collected, and 4,600 pounds of paper was shredded. Additionally, he expressed his appreciation to City staff and the volunteers for their assistance. ➢ City Manager Getchell provided an update related to the Tarrant Appraisal District Board of Directors election process and advised that the City of Euless is allotted 25 votes to cast for one or more of the nominees by the deadline of December 14, 2023. ➢ Director of Information Services Scott Joyce presented an Information Services update including staff introductions, new software for the Planning and Development, Public Works, and Municipal Court departments, installation and implementation of time and attendance software for seasonal employees, updates on several upcoming projects, and provided a status on the fiber optic installation from the City Hall Council Minutes Page 2 of 7 November 14, 2023 Complex Building B to the Euless Family Life Center and to the Texas Star Golf Course and Conference Centre. ➢ Director of Parks and Community Services Duane Strawn announced that this year's Christmas Parade of Lights, "A Very Merry Grinchmas", is scheduled for Saturday, December 2, 2023, 6:30 p.m. He reviewed the parade route and schedule for the Mayor and City Council's participation. ➢ Director of Finance Janina Jewell presented a Financial report for the period ending September 30, 2023, and stated that sales tax collection was up less than one percent when compared to the same period in the prior year and up 10 percent year to date. Additionally, she advised that car rental tax collection was up eight percent and up four percent year to date. ➢ Deputy City Manager Barker presented a Transportation update including the Cheek- Sparger/State Highway 121 project and the implementation of the traffic signalization along Farm to Market 157 (Industrial Boulevard). CLOSED SESSION The City Council convened into closed session at 5:25 p.m. for deliberation regarding the following: Deliberate the appointment, employment, evaluation, reassignment, duties discipline, or dismissal of a public officer or employee as authorized by Section 551.074 of the Texas Government Code related to: • Municipal Court Judge Evaluation The City Council reserves the right to adjourn into Closed Session at any time during the course of this meeting to consult with its attorney regarding any of the matters listed on the agenda and TML claims, as authorized by Section 551.071 of the Texas Government Code. Mayor Martin briefly recessed the closed session at 5:46 p.m. and reconvened at 6 p.m. for additional deliberation regarding the posted items. PRESENTATION OF EMPLOYEE OF THE MONTH FOR NOVEMBER 2023 Fire Chief Chanc Bennett introduced Firefighter II/Paramedic Robert "Rob" Butler. Rob was accompanied by his wife, Kristy, son, Brody, daughter, Baylee, and members of the Euless Fire Department, Mayor Martin presented Rob with a plaque commemorating his selection as Employee of the Month for November 2023. ITEM NO.2. PRESENTATION OF EMPLOYEE SERVICE PINS Director of Public Works and Engineering Major Jones introduced Field Tech III Cy Luschen. Cy was accompanied by his wife, Mackenzie, daughter, Harper, parents, Michael and Staci, and his nephew, Calynn. Mayor Martin presented Cy with a service pin commemorating his five years of service with the City. Amanda was accompanied by Library Board members Katherine Flannery, Jim Hamilton, Rochelle Ragas, and Barney Snitz, and members of the Library Department. Mayor Martin presented Amanda with a service pin commemorating her five years of service with the City. Director of Parks and Community Services Duane Strawn introduced Recreation Assistant Shelli Walsh. Shelli was accompanied by Parks and Leisure Services Board member Steve Doty, Historical Preservation Committee member Michele Burger, and members of the Parks and Community Services Department. Mayor Martin presented Shelli with a service pin commemorating her five years of service with the City. Police Chief Mike Brown introduced Police Sergeant Edgar Hurtado. Edgar was accompanied by members of the Police Department. Mayor Martin presented Edgar with a service pin and clock commemorating his 25 years of service with the City. CONSENT AGENDA (items 3 through 8) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 8. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED THE PURCHASE OF FACILITY MAINTENANCE VAN Authorized the purchase of one one -ton van chassis with a Knapheide service box from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $67,265. ITEM NO.4. AUTHORIZED THE PURCHASE OF AQUATIC MAINTENANCE EQUIPMENT Authorized the purchase of various pool pumps for the Euless Family Life Aquatic Park from Odessa Pumps & Equipment, Inc., 7950 Interstate 20 East, Odessa, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY 2024 budget. AUTHORIZED THE PURCHASE OF PLAYGROUND EQUIPMENT Authorized the purchase and installation of playground equipment for Wilshire Park from Child's Play, Inc., 10661 Shady Trail, Dallas, Texas, through the BuyBoard Purchasing Cooperative as approved in the Wilshire Park Renovation Capital Improvement Project. The estimated expenditure is $111,285. ITEM NO. 6. AUTHORIZED THE PURCHASE AND INSTALLATION OF MULTI- PURPOSE COURT COMPONENTS Authorized the purchase and installation of multi -purpose court components for Midway Park from Lea Park & Play, Inc., 1105 Hampshire Lane, Richardson, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $65,332.50. ITEM NO. 7. AUTHORIZED AN ANNUAL SOFTWARE SUBSCRIPTION Authorized an annual subscription for INCODE Court Case Software with Tyler Technologies, 5101 Tennyson Parkway, Plano, Texas. This request represents the second annual payment of a three-year contractual agreement. The estimated expenditure is $72,759. ITEM NO. 8. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of October 24, 2023. REGULAR AGENDA ITEM NO. 9. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO. 23-08-CC Director of Planning and Economic Development Michael Warrix presented the item to the City Council and advised that the applicant, Tiseo Paving Company, is requesting a Temporary Use Permit to allow the operation of a temporary concrete batch plant to be located approximately 1,470 feet east of the intersection of Bear Creek Parkway and East Airport Freeway to provide concrete material for street paving and related improvements associated with the Watercolor development. The applicant is planning to have the plant operational on January 8, 2024, with hours of operation Monday through Friday, 7 a.m. to 6 p.m. Mr. Warrix reviewed site layout, site access, and security of the site. Justin Barsotta, representing Tiseo Paving Company, was present to address any questions regarding the case. In response to a question from Council Member Stinneford, Mr. Warrix advised that the applicant is expecting to close the plant within 90 days. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2368 Mayor Pro Tern Price motioned to approve the first and final reading of Ordinance No. 2368, appointing Lacy Britten to serve as the Judge of the Municipal Court in the City of Euless for a two-year term, expiring December 31, 2025. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 11. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT JUDGE Council Member Tompkins motioned to approve the extension of the contract for Municipal Court Judge Lacy Britten for a one-year term to expire December 31, 2024. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 12. PUBLIC COMMENTS BJ Hazel, 320 Kesler Drive, Euless, addressed the City Council in regards to the Tarrant Appraisal District (TAD) Board of Directors nominations and requested the City Council consider casting Euless' votes in support of Gary Losada.
