HomeMy WebLinkAbout84-577 10-23-1984RESOLUTION NO. 84 -577 WHEREAS, the need for the expeditious completion of the extension of State Highway 360, from S.H. 183 to S.H. 121 along the western boundary of the DFW International Airport in Tarrant County (hereinafter "the Project ") has been clearly demonstrated; WHEREAS, the Project has a very high cost efficiency because of the significant amount of right -of -way which has and will be donated at no cost to the state and because of the Project's high volume of projected vehicular utilization; WHEREAS, the project is of great significance to the North Texas region as a whole and enjoys the support of countless groups, organizations, governmental entities, major employers, landowners, and interested citizens from the Tarrant - Dallas County areas; WHEREAS, the area immediately surrounding the DFW International Airport has experienced rapid and continuous growth which is not expected to abate in the foreseeable future; WHEREAS, numerous employees, workers, and delivery vehicles must drive an excessive distance to reach their destination; WHEREAS, the mid- cities area is currently without a complete north -south vehicular traffic artery to smoothly and efficiently move traffic in those directions; WHEREAS, the DFW International Airport suffers needlessly from through- traffic con- gestion because of inadequate north /south facilities immediately west of the Airport; WHEREAS, vehicular traffic in and around DFW Airport will never flow smoothly and efficiently until all of the planned highway links around the airport are in place; WHEREAS, the Project has been a part of the plan of the State Department of Highways and Public Transportation for many years; WHEREAS, continued appropriate business development and relocation will help provide jobs and increase the tax base for the benefit of all citizens; WHEREAS, the delays in the approval and funding of the Project will result in significant and unnecessaryincreased costs to the taxpayers; WHEREAS, the early completion of the Project will greatly relieve the vehicular congestion ih and around the DFW International Airport; WHEREAS, the early completion of this section of State Highway 360 will help in attracting appropriate business and industry to this area resulting in new jobs which will benefit the entire State of Texas; WHEREAS, the Texas Highway Commission has taken notice of and recognized the need for the Project by allocating approximately 7.3 million dollars for the remaining right -of -way purchases; and WHEREAS, the Texas Highway Commission is in the process of reviewing all highway projects throughout Texas and is developing a new ten -year construction plan for the Texas highway system. NOW, THEREFORE, BE IT RESOLVED by the City Council of Euless, Tarrant County, Texas: THAT THE CITY COUNCIL OF EULESS hereby endorses the northern extension of State Highway 360 from State Highway 183 to State Highway 121; THAT THE CITY; COUNCIL OF EULESS urges the Texas Highway Commission to rank the Project at or near the top of its list of needed highway projects in its new ten -year construction plan; THAT THE CITY COUNCIL OF EULESS urges the Texas Highway Department to move as expeditiously as possible, and not later than May, 1985, with the letting of bids for the completion of the S.H. 183 /S.H. 360 interchange and American Way /S.H. 183 overpass; THAT THE CITY COUNCIL OF EULESS urges the Texas Highway Commission to adopt and expedite as quickly as possible a two -phase construction program for S.H. 360 north as follows: PHASE 1: The completion of all dirt work, construction of all structures from S.H. 183 north to S. H. 121, and the construction of frontage roads north from S.H. 183, to Glade Road, including the temporary connection at S.H. 183, an estimated cost of 29 million dollars; and PHASE 2: The completion of the frontage roads north from Glade Road to S.H. 121 and the construction of the main lanes for S.H. 360 north from S.H. 183 to S.H. 121 at an estimated cost of 16 million dollars; THAT THE CITY COUNCIL OF EULESS encourages the Mayor and other representatives of the City to call this position to the attention of the Highway Commission at its meeting in Austin on October 26, 1984, at which time the S.H. 360 north project will be considered; and THAT THE CITY COUNCIL OF EULESS directs that copies of this Resolution and request for support to be immediately forwarded to the Governor, Lt. Governor, Speaker of the House, and other appropriate public officials. PRESENTED AND PASSED this 23rd day of October, 1984, by a vote of 4 Ayes and 0 Nays by the City Council of Euless, Tarrant County, Texas.
