EULESS CITY COUNCIL
Tuesday, December 12, 2023
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, December 12, 2023, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Harry
Zimmer, and Tika Paudel. Council Member Perry Bynum was absent from the meeting.
During the Precouncil meeting:
➢ Mayor Martin expressed her appreciation to Council Member Paudel for his
assistance with the Salvation Army Mayoral Challenge and for holding a Ring the Bell
event at the Nepali Cultural and Spiritual Center with over $1,200 in donations raised.
Additionally, she expressed her appreciation to the Parks and Community Services
Department for organizing the Parade of Lights event as it was a huge success.
➢ Council Member Paudel recognized and expressed his appreciation to Mayor Martin
for all she does, specifically with the time spent collecting donations for this year's
Salvation Army Mayoral Challenge.
➢ Council Member Tompkins stated that he attended the Heritage Park Christmas event
and the Parade of Lights, and both events were very organized and well attended.
➢ Deputy City Manager Barker reviewed the regular agenda.
➢ Police Chief Mike Brown presented a Police Department update including the
relocation of personnel due to the renovations of the Police and Courts facility.
Additionally, he advised that the City has held discussions with the City of Grapevine
related to school resource officers in the Grapevine-Colleyville Independent School
District elementary schools. A proposed Interlocal Agreement will be presented to
the City Council for consideration at a future meeting.
Crime Scene Technician Ashley Dudley continued with the Police Department update
and presented statistics related to tracking, mapping and trends of criminal activity in
the city and crash report statistics. Additionally, she advised of property and retail
theft arrests and deterrent efforts and plans to automate the comprehensive mapping
system to improve efficiencies in mapping the data.
➢ Fire Chief Chanc Bennett presented a Fire Department update including total number
of runs, staff updates, on -going training, Class 1 Insurance Services Office (ISO)
rating, Northeast Fire Department Association (NEFDA) statistics, construction
progress of the new Fire Station No. 2, and the Fire Marshal Office activities for the
fourth quarter of 2023.
➢ Director of Public Works and Engineering Major Jones presented an Animal Services
update including staff changes, the renovation and design of the new animal shelter,

the rebranding from Euless Animal Control to Euless Animal Services, 2024 volunteer
training program, and adoption statistics. He recognized the contributions of the
Trinity GAP Club and Euless Shelter Cats in assisting with the care and adoption of
the animals.
➢ Mayor Martin addressed the City Council regarding a request from the local Serving
Our Seniors (SOS) organization. She advised that SOS is requesting a financial
contribution from 11 area cities to assist in funding their efforts. She advised that an
agreement will be presented for consideration at an upcoming meeting.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
October 2023, and stated that sales tax collection was down 17 percent when
compared to the same period in the prior year and up 1.5 percent year to date.
Additionally, she advised that car rental tax collection was up four percent and up four
percent year to date.
➢ Deputy City Manager Barker presented a Capital Projects and Transportation update
and advised that he and Mayor Martin are meeting with the Texas Department of
Transportation (TxDOT) to address safety concerns along State Highway 183.
➢ City Secretary and Chief Governance Officer Kim Sutter advised of several upcoming
events:
• 6Stones Dashing for Hope, Friday, December 15, 2023, 9 a.m., L.D. Bell High
School training facility;
• Fire Department Badge Pinning Ceremony, Friday, December 15, 2023, 3
p.m., City Hall;
• Euless Tongan Committee Annual Christmas Pohiva, Sunday, December 17,
2023, 7 to 9 p.m., Latter Day Saints Hurst Stake Center;
• City Offices will be closed Monday, December 25 and Tuesday, December 26,
2023 in observance of the Christmas Holiday; and
• City Offices will be closed Monday, January 1, 2024, in observance of the New
Year.
CLOSED SESSION
The City Council convened into closed session at 6:33 p.m. for deliberation regarding the
following:
Concerning personnel matters as authorized by Section 551.074 of the Texas
Government Code related to:
• Planning and Zoning Commission
The City Council reserves the right to adjourn into Closed Session at any time during the
course of this meeting to consult with its attorney regarding any of the matters listed on
the agenda, as authorized by Section 551.071 of the Texas Government Code.
Mayor Martin recessed the closed session at 6:48 p.m.

ITEM NO. 1. ANNOUNCED EMPLOYEE OF THE MONTH FOR JANUARY 2024
Mayor Martin announced Public Works Crew Leader Glen Boyett as the January 2024
Employee of the Month.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS

Director of Public Works and Engineering Major Jones introduced Field Tech III Michael
"Brandon" McAdams. Brandon was accompanied by his fiance, Kara, and members of
the Public Works and Engineering Department. Mayor Martin presented Brandon with a
service pin commemorating his 10 years of service with the City.
Assistant Fire Chief Mark Williams introduced Firefighter II/Paramedic Ashley Watson.
Ashley was accompanied by her daughter, Autumn, mother, Debbie, father, Jerry,
grandmother, Carol, and members of the Fire Department. Mayor Martin presented
Ashley with a service pin commemorating her 15 years of service with the City.
Director of Human Resources and Risk Management Heather Moorhead introduced Risk
Manager Connie Scott. Connie was accompanied by her boyfriend, Mark, brother, Mike,
friend Sara, and members of the Human Resources and Risk Management Department.
Mayor Martin presented Connie with a service pin commemorating her 15 years of service
with the City.
Police Chief Mike Brown introduced Senior Police Officer Randall "Bryan" Gardner. Bryan
was accompanied by members of the Police Department. Mayor Martin presented Bryan
with a service pin and clock commemorating his 25 years of service with the City.
ITEM NO. 3. ACKNOWLEDGEMENT OF CERTIFICATE OF ACHIEVEMENT
FOR EXCELLENCE IN FINANCIAL REPORTING AWARD
Director of Finance Janina Jewell announced that the Government Finance Officers
Association (GFOA) has awarded the City of Euless the Certificate of Recognition for
Excellence in Financial Reporting. Ms. Jewell presented the certificate to Mayor Martin
and advised that this is the 36t" consecutive year the City of Euless has received this
honor.
Ms. Jewell recognized the entire Finance Department, including Diana Ayala and Ross
Fairclo who were present, for their efforts to achieve this recognition.

Mayor Martin asked Assistant City Manager Wes Rhodes to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 12.

ITEM NO. 4. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract with Humphrey and Associates, Inc., 1501 Luna Road,
Dallas, Texas, for routine electrical and emergency repair services through the BuyBoard
Purchasing Cooperative. The estimated expenditure is $180,000.
ITEM NO. 5. APPROVED A JOB ORDER CONTRACT
Approved a Job Order Contract with GFC Contracting, 3816 Binz-Engleman Road, San
Antonio, Texas, for general construction and maintenance services through the BuyBoard
Purchasing Cooperative. The estimated expenditure is $450,000.
ITEM NO. 6. AUTHORIZED THE PURCHASE OF GOLF COURSE BEVERAGE
CARTS
Authorized the purchase of beverage carts and inserts from Professional Turf Products
L.P., 1010 North Industrial Boulevard, Euless, Texas, through the BuyBoard Purchasing
Cooperative as approved in the FY2024 budget. The estimated expenditure is $60,140.
ITEM NO. 7. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN INTERLOCAL AGREEMENT
(Secretary's Note: this item is a companion item to Agenda Items #8 and #17)
Authorized the City Manager to negotiate and execute an Interlocal Agreement between
the cities of Euless, Bedford, and Hurst for combined jail services. The agreement will
become effective January 1, 2024, and the initial term is for five years with provisions to
renew for two -successive five-year terms.
ITEM NO. 8. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN INTERLOCAL AGREEMENT
(Secretary's Note: this item is a companion item to Agenda Items #7 and #17)
Authorized the City Manager to enter into an Interlocal Agreement for the transfer of jailers
between the cities of Euless and Hurst.
ITEM NO. 9. AUTHORIZED THE PURCHASE OF THREE HIGH WATER
DETECTION AND WARNING SYSTEMS
Authorized the purchase of three high water detection and warning systems for use at
Bear Creek Parkway, Kynette Drive, and Marlene Drive from Paradigm Traffic Systems,
2201 East Division Street, Arlington, Texas, through the BuyBoard Purchasing
Cooperative. The estimated expenditure is $84,000.
ITEM NO. 10. AWARDED REQUEST FOR PROPOSAL NO. 016-23

Awarded Request for Proposal (RFP) No. 016-23 for city -owned fiber optic cable and
installation services and authorized the City Manager to execute an agreement with Excell
Communications, 2510 Cockrell Avenue, Dallas, Texas. The estimated expenditure is
$379,282 with an owner -controlled contingency for $37,928.
ITEM NO. 11. AUTHORIZED CITY MANAGER TO EXECUTE A SUPPLEMENT
TO THE INTERLOCAL AGREEMENT
Authorized the City Manager to execute a supplement to the Interlocal Agreement with
the cities of Hurst, Euless, Bedford, and Grapevine for the funding of the Northeast
Tarrant County Area SWAT Team. The estimated expenditure is $19,000.

Approved City Council minutes of the precouncil and regular meeting of November 28,
2023.

ITEM NO. 13. APPROVED SITE PLAN NO. 23-10-SP
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, Classic Design Group, is seeking
approval to construct a one-story, 12,162 square foot church building (The Redeemed
Christian Church of God) on a vacant 2.21-acre lot located at Kitty House Survey, Abstract
678, Tracts 2A3A and 2C, 2400 West Euless Boulevard, in the Texas Highway 10 Multi -
Use (TX-10) zoning district. Mr. Warrix reviewed the site access, parking, pedestrian
paths, landscaping, lighting, building materials, and elevations. The Planning and Zoning
Commission considered the site plan at their regular meeting on November 21, 2023, and
voted 7-0-0 to recommend approval.
Oscar Galan, owner and applicant, Classic Design Group, was present to address any
questions regarding the item.
Council Member Tompkins motioned to approve Site Plan No. 23-10-SP for a one-story,
12,162 square foot church building to be located at Kitty House Survey, Abstract 578,
Tracts 2A3A and 2C, 2400 West Euless Boulevard.
Council Member Paudel seconded the motion.

Director of Planning and Economic Development Warrix presented the item to the City
Council and advised that the applicant, Kimley-Horn, is seeking approval to construct a
2,691 square foot drive-thru restaurant (Raising Cane's) on a 1.49-acre lot located at First
National Addition, Tract A, Lot 3, 521 South Industrial Boulevard in the Texas Highway
10 Multi -Use (TX-10) zoning district. Mr. Warrix reviewed the access to the site, parking,
landscaping, lighting, building materials, and elevations. The Planning and Zoning
Commission considered the Site Plan at their regular meeting on November 21, 2023,
and voted 6-0-1 to recommend approval.
Mallory Martin, representing Kimley-Horn, was present to address any questions
regarding the item.
Council Member Stinneford motioned to approve Site Plan No. 23-11-SP to construct a
2,691 square foot drive-thru restaurant to be located at First National Addition, Tract A,
Lot 3, 521 South Industrial Boulevard.
Mayor Pro Tern Price seconded the motion.

29,566 square feet of building additions to the Euless Police and Courts Building located
at Fountain Center Addition, Lot 2, 1102 West Euless Boulevard in the Texas Highway
10 Multi -Use (TX-10) zoning district. Mr. Warrix reviewed the access to the site, parking,
landscaping, lighting, building materials, and elevations. The Planning and Zoning
Commission considered the Site Plan at their regular meeting on December 5, 2023, and
voted 7-0-0 to recommend approval.
Mayor Pro Tern Price motioned to approve Site Plan No. 23-13-SP to construct 29,566
square feet of building additions to the Euless Police and Courts Building located at
Fountain Center Addition, Lot 2, 1102 West Euless Boulevard.
Council Member Paudel seconded the motion.

APPROVED THE REVISED CITY OF EULESS AMERICANS WITH
DISABILITY ACT (ADA) TRANSITION PLAN
Risk Manager Connie Scott presented the item to the City Council and advised that the
update to the Americans with Disabilities Act (ADA) Transition Plan identifies items that
have been completed during the past year and reflects changes and additional items that
have been identified.
Council Member Paudel motioned to approve the revised City of Euless American with
Disabilities Act (ADA) Transition Plan.
Council Member Stinneford seconded the motion.

ITEM NO. 17. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2370
(Secretary's Note: this item is a companion item to Agenda Items #7 and #8)
Director of Finance Janina Jewell presented the item to the City Council and advised that
the amendment to the budget would provide for the salaries and benefits for four
additional jailers, including one lead, and provisions for a back-up jail facility.
Council Member Zimmer motioned to approve Ordinance No. 2370, amending the official
Operating Budget for fiscal year beginning October 1, 2023 and ending September 30,
2024.
Mayor Pro Tern Price seconded the motion.

ITEM NO. 19. PUBLIC COMMENTS
Lee Ann Folau, 800 Henslee Drive, addressed the City Council regarding her concerns
related to glass on the city streets and the use of Access Euless to report concerns within
the City.
Mayor Martin advised Ms. Folau that city staff is happy to meet with her after the meeting
to address her concerns.
Reverend Nicholas S. Marziani, 602 Creekside Drive, addressed the City Council
regarding his concerns related to security for the parking lots of City owned properties.
