WHEREAS, DFW Airport has requested an agreement for mutual aid law enforcement
services; and
WHEREAS, Article 999b of the Texas Revised Civil Statues authorizes joint airport,
cities and counties to cooperate in the investigation of criminal activity, in
enforcement of the laws of the State of Texas, and to provide additional law en-
forcement officers to protect health, life, and property against riot, unlawful assembly
accompanied by use of force and violence, threat of concealed explosives, and during
times of natural disaster or man -made calamity; and
WHEREAS, under the law and the agreements contemplated, the decision to send law
enforcement personnel to another jurisdiction in response to a request for help from
that jurisdiction would lie solely within the discretion of the responding jurisdiction's
chief law enforcement officer; and
WHEREAS, once in the other jurisdiction, the officers would be under command of the
chief law enforcement officer of that jurisdiction until the responding entity, in its
discretion, elects to withdraw; and
WHEREAS, while in the other jurisdiction, officers would have all the powers of a
regular officer thereof and be entitled to the same wage, salary, pension, and other
benefits as if performing duties in his or her normal jurisdiction; and
WHEREAS, as proposed, all contracting parties would agree to waive their rights to
request reimbursement from the other agencies for mutual aid services performed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EULESS, TARRANT COUNTY, TEXAS, THAT the City Manager or Mayor of the City
of Euless is hereby authorized to enter into such agreement with DFW Airport for
provision of mutual aid law enforcement services.
