HomeMy WebLinkAbout87-656 09-22-1987RESOLUTION NO. 87 -656 RESOLUTION ADOPTING REGIONAL POSITION ON AIR QUALITY' WHEREAS, the City of Euless is located within Tarrant County, Texas; and Dallas and Tarrant Counties continue to be nonattainment for the federal air quality standard for ozone; and WHEREAS, the Texas Air Control Board in 1985 submitted State Implementation Plan (SIP) revisions to EPA for Dallas and Tarrant Counties that did not include sufficient Volatile Organic Compound (VOC) controls to demonstrate attainment of the standard; and WHEREAS, on July 14, 1987, the EPA proposed disapproval of the SIP revision, which would bring economic sanctions consisting of a construction ban on new or modified major sources of VOC; and WHEREAS, NCTCOG has served as facilitator of local government involvement in this important issue, including co- sponsorship of a public meeting with the TACB and numerous meetings with interested and affected local governments; and WHEREAS, the TACB intends to develop a SIP revision to be submitted to the EPA by December 31, 1987; and NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TARRANT COUNTY, TEXAS: SECTION 1 That it support the North Central Texas Council of Governments in its plans to * Adopt the attached Regional Policy Position on Clean Air. * Recognize the need for and encourage the Texas Air Control Board to undertake a SIP revision to demonstrate attainment of the ozone standard by not later than 1992. The Texas Air Control Board draft will undergo public review and be submitted to EPA by December 31, 1987. * Request an extension until December 31, 1987 of the comment period on EPA's proposed disapproval of the Dallas and Tarrant County SIP revisions pursuant to the July 14, 1987 Federal Register notice. This would allow for submittal of the SIP revision within the comment period. * Request assistance of the North Texas Congressional delegation to ensure that economic sanctions would not be imposed. If necessary, this could require a one -year extension of the deadlines in the Clean Air Act. * Recognize that the TACB will be required to undertake development of another SIP revision (called a post -87 SIP revision) using an areawide approach when new EPA guidance becomes available. * Believe that legal action should be pursued only as a last resort if economic sanctions will still be imposed. SECTION 2 That this resolution shall be sent to the North Central Texas Council of Governments for them to consider its submission to the USEPA in response to their July 14, 1987 Federal Register notice. ADOPTED at a regular meeting of the City Council of the City of Euless, Tarrant County, Texas, on Tuesday, September 22, 1987, by a vote of 5 ayes, 0 nays, and 0 abstentions. APPROVED: Harold D.
