HomeMy WebLinkAbout2024-01-09MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 9, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, January 9, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Mayor Martin introduced Anirudh Mazu. Mr. Mazu is a student participating in the Youth in Government program. ➢ Mayor Martin wished everyone a Happy New Year. ➢ City Manager Loretta Getchell wished an early happy birthday to Lisa Bynum, City Attorney Wayne Olson, and Council Member Jeremy Tompkins. Additionally, she advised of the following upcoming events: • Celebration of Life for Joe Hennig, Sunday, January 14, 2024, 2 p.m., Texas Star Conference Centre; Euless Tongan Community Committee meeting, Wednesday, January 17, 2024, 6:30 to 8:30 p.m., City Hall; Town Hall Meeting, Thursday, January 18, 2024, 7 p.m., City Hall; and Euless Family Life Senior Center Open House, Friday, January 19, 2024, 9 a.m. to Noon. Additionally, City Manager Getchell advised that the golf course greens will be covered beginning Saturday, January 13, 2024, through the first of the following week due to expected freezing temperatures. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Planning and Economic Development Michael Warrix presented the Development update, including commercial and residential developments. ➢ Police Chief Mike Brown advised of the status of the relocation of staff due to the renovations of the Police and Courts facility. Chief Brown introduced Captain Brenda Alvarado who presented a Code Enforcement update. Captain Alvarado reviewed the 2023 code cases, including residential and commercial cases, statistics related to Property Maintenance Inspections (PMI), and the Police department's ability to address the homeless population and encampments. Additionally, she advised that a third -party company is working to identify properties being used as short-term rentals to assist in ensuring they are registered with the City and in compliance with the city regulations. Council Minutes Page 2 of 6 January 9, 2024 ➢ Director of Finance Janina Jewell presented a Financial update for the period ending November 2023, and stated that the car rental tax collection was up one percent when compared to the same period in the prior year and up three percent year to date. ➢ City Manager Getchell presented a Capital Projects update and stated that the water wells have been taken offline to address taste complaints. Staff has made adjustments and will be placing the water wells back online. ➢ Director of Public Works and Engineering Major Jones presented the Transportation update and advised that the Texas Department of Transportation (TxDOT) has submitted permit requests for the Cheek-Sparger/State Highway 121 intersection improvement. The project is expected to be complete within five months of starting construction. CLOSED SESSION The City Council convened into closed session at 6:05 p.m. for deliberation regarding the following: Deliberate the purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: • Cresthaven Addition Concerning personnel matters as authorized by Section 551.074 of the Texas Government Code related to: • City Manager • City Secretary The City Council reserves the right to adjourn into Closed Session at any time during the course of this meeting to consult with its attorney regarding any of the matters listed on the agenda, as authorized by Section 551.071 of the Texas Government Code. Mayor Martin recessed the closed session at 6:20 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR FOR 2023 Police Chief Mike Brown introduced Police Sergeant Scott Peterson. Scott was accompanied by his wife, Corrie, daughter, Kynleigh, and members of the Police Department. Mayor Martin presented Scott with a plaque commemorating his selection as Employee of the Year for 2023. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Brown introduced Senior Police Officer Coty Bush. Coty was accompanied by her husband and members of the Police Department. Mayor Martin presented Coty with a service pin commemorating her 20 years of service with the City. Fire Chief Chanc Bennett was not present to receive his service pin commemorating 30 years of service with the City. The presentation will be scheduled for an upcoming meeting. CONSENT AGENDA (items 3 throuph 6) Mayor Martin asked Assistant City Manager Rhodes to read each item into the record. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. APPROVED AWARD OF REQUEST FOR QUALIFICATION (RFQ) NO. 017-23 Approved award of Request for Qualifications (RFQ) No. 017-23 for professional planning and architectural services for the Euless Parks, Recreation and Open Space Master Plan to Dunaway Associates, L.P., 550 Bailey Avenue, Suite 400, Fort Worth, Texas. The estimated expenditure is $131,850. ITEM NO. 4. APPROVED AGREEMENT OF FUNDING TO SENIOR BENEFIT PROGRAMS Approved an agreement for funding Senior Benefit Programs by and between the City of Euless and Serving Our Seniors (SOS). The one-time donation will be made from budgeted contingency funds. The estimated expenditure is $10,000. ITEM NO. 5. AUTHORIZED THE PURCHASE OF PRODUCTS AND SERVICES FOR TEXAS STAR GOLF COURSE Authorized the purchase of various Toro golf irrigation supplies, equipment, replacement parts and services from Professional Turf Products, 1010 North Industrial Boulevard, Euless, Texas. The estimated expenditure is $70,000. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of December 12, 2023. REGULAR AGENDA ITEM NO. 7. APPROVED RESOLUTION NO. 24-1649 Mayor Pro Tern Price motioned to approve Resolution No 24-1649, calling a General Election for the Offices of City Council Members Place Five and Place Six and authorizing a contract with Tarrant County to furnish election services and equipment. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Council Minutes Page 5 of 6 January 9, 2024 Nays: None Mayor Martin declared the motion carried. ITEM NO. 8. APPROVED EXTENSION OF CONTRACT FOR CITY MANAGER Council Member Tompkins motioned to approve an extension of the City Manager's contract to January 31, 2026. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED EXTENSION SECRETARY OF CONTRACT FOR CITY Council Member Stinneford motioned to approve an extension of the City Secretary's contract to January 31, 2026. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 10.
