The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 pm. On
Monday, October, 02, 2023, in the Council Chambers of the Euless City Hall building by Chairman
Jones. Other Board Members present: Magen Brown, Steve Doty, Isha Sharma. Members absent:
John Raab, Roger Sickler and Jason Reyes.
Staff members present: Director of Parks and Community Services Duane Strawn, Recreation
Manager Elizabeth Johnson, and Administrative Secretary Jodie Dunn.
Visitors present: Council Member Jeremy Tompkins and Loretta Doty.

Chairman Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Jones asked if there were any additions or corrections to the minutes from the August
07, 2023 regular meeting. Steve Doty made the motion to approve the minutes as presented and
was seconded by Magen Brown. The vote was unanimous.
I. Board Member Reports

II. Business of the Tree Board
Chairman Jones reported the following for August 151 — 3151 & September V — 301h, 2023:
a. Total man hours for August 15t — 315t, 2023 = 539
• 122 Horticulture
• 323 Forestry
• 74 Greenhouse
• 0 Special Projects
• 20 Training
➢ Trimmed trees at Senior Center, Fires Station #3, and EFLC
➢ Trimmed trees on Mid Cities Blvd
➢ Trimmed trees on West Park Way
➢ Trimmed trees at J.A. Carr Park, VOBC, West Park, and The Preserve
➢ Repaired Splash pad pump system
➢ Irrigation repair at The Preserve, Senior Center, and Trailwood
➢ Trimmed shurbs at J.A. Carr Park, the Library, and PACS
➢ Replaced boards on bridge at VOBC
➢ Mulched Midway medians
➢ Repaired greenhouse roof
➢ Installed double check and irrigation system at Mid Cities Inn Lot

Centers, PACS, J.A. Carr Park, and PD
➢ Trimmed trees on Main St., Blessing Branch, VOBC, Dog Park, PD, and Fuller
House
➢ Planted plugs at Greenhouse
➢ Planted 3 Crepe Myrtles and 2 Chinkapins at Fire Station #1
➢ Planted Maple at The Preserve

III. Parks and Communitv Services Reports
a. Recreation Report — Elizabeth Johnson
• Movie Night will be held at Glade Park on October 14, 2023 from 7pm — 9pm and
we will be playing the original Ghostbusters.
• The 2nd annual pumpkin splash will take place on October 131h, 2023 starting at
6:00 PM. This will be held at the EFLC Natatorium.
• Trunk or Treat will be changing locations this year and we will be partnering with
Glade Parks. The event will be held on October 28, 2023 from S:OOpm — 7:OOpm.
• We will be hosting our First ever Zombie Scramble Pickleball Tournament on
October 28th, 2023 at the new pickleball courts on Midway.
• The Parade of Lights is scheduled for December 2nd, 2023 starting at 6:30 PM.
• Swim with Santa is an event that will be held at the EFLC Natatorium on December
15, 2023 from 6:OOpm — 7:30 pm.
• The Senior Center has been busy with events such as, a Trip to Canton, Wreath
Making to raffle off, and a Biscuits and Gravy Breakfast.
• The Senior Center also held the HEB Senior Games on September 22, 2023. They
had events such as Chair volleyball (which was a huge hit), Bridge, Bingo and
Billiards.
• A new chain link fence was installed at the pickleball courts as well as new gates to
enter the facility.
• The fencing at the Aquatic Park is being painted to give it a fresher look.
• New furniture was purchased for the Guard Breakroom.
• The Senior Center received new furniture as well. This furniture is easy to clean.
• The ballroom at the Senior Center got a new PA System. All new speakers and you
can play music from a Bluetooth speaker. The speakers can also be slip between
the rooms.
b. Community Services Report —Duane Strawn
• Kudos to Liz and her staff for all the events that are being held and for putting
these things together.
• There is an open alternate position for the Parks and Leisure Services Board. The
deadline to apply is October 05, 2023. Please reach out to friends and family to
have them apply.
• We received 8 RF(Xs for the Parks Master Plan. The evaluation committee hopes
to have a vendor picked and put on the council agenda for the 2nd meeting in
October. This will be a big process and we will need staff and board participation.
• All members of the board should be receiving emails from NRPA.

• The PACS Admin staff will be moving to the Purchasing/Fire Administration Building
and the Athletics staff will be moving to their new location once their building is
complete.
• Programming will be moving out of the Simmons Center starting the first of the
year and programmed into the Senior center space.
• On October 13th, 2023 at 1:30 pm Ray McDonald will be inducted into the Walk of
Champions located at The Parks at Texas Star South.
• Wilshire renovation has gone through re -design and accepted and will hopefully be
complete in February 2024.
Chairman Jones thanked the staff for their reports.

VI. Input from City Council Members and Visitors
Council member Tompkins spoke to the board about how the board is essential in molding the
Parks Master Plan. Council member Tompkins let the board know that he appreciates their
service.
ADJOURNMENT
Chairman Jones gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:40 pm.
