Parks and Leisure Services Board
December, 04, 2023
CALL TO ORDER
The regular meeting of the Parks and Leisure Services Board was called to order at 7:00 PM. On
Monday, December, 04, 2023, in the Travis Room at the Texas Star Conference Centre by
Chairman Jones. Other Board Members present: Steve Doty, John Raab, and Jason Reyes.
Members absent: Roger Sickler, Magen Brown and Isha Sharma.
Staff members present: Director of Parks and Community Services Duane Strawn, Assistant
Director of Parks and Community Service Elizabeth Johnson, Parks Manager Ryan Turner, Parks
Superintendent Randy Leach, Parks at Texas Star Manager Chris Thames, and Administrative
Secretary Jodie Dunn.
Visitors present: None present.
INVOCATION
Chairman Jones gave the invocation.
APPROVAL OF MINUTES
Chairman Jones asked if there were any additions or corrections to the minutes from the October
02, 2023 regular meeting. Steve Doty made the motion to approve the minutes as presented and
was seconded by John Raab. The vote was unanimous.

II. Business of the Tree Board
Tree Board Chairman Jason Reyes reported the following for October 111 — 31s' &
November 1st — 301h, 2023:

Sprayed all areas with pre -emergent
➢
Trimmed shrubs at South Euless Park and EFLAP
➢
Water fountain repair at J.A. Carr

Rye seeded Dog Park
➢
Trimmed trees around Bird watching station
➢
Replaced grill at J.A. Carr
➢
Installed dog waste station at Blessing Branch
➢
Trimmed Main St. Medians
➢
Repaired irrigation on Harwood medians
➢
Installed replacement playground part at Bob Eden
➢
Mulched McCormick, Reflection, and Harwood beds
➢
Prepped and planted color beds throughout city
b. Total man hours for November 1st — 30th = 2023

➢ Installed 250 yards of mulch in playgrounds due to flood
➢ Formed and poured concrete at EFLAP for life guard shack entrance ramp
➢ Removed several large dead branches at Bob Eden trail
➢ Removed 2 dead trees and debris from J.A. Carr park
➢ Fixed 2 irrigation main line leaks due to contractors
➢ Installed new metal post for pickle ball court light timer
➢ Installed Christmas tree, reindeer and sleigh at City Hall
➢ Installed a 4ft by 60ft decomposed granite walking trail at PD to new patrol
building
➢ Removed trees and brush for hard court volleyball at Midway
➢ Removed Euless berm shrubs to clean up for new sign
➢ Installed 250 fences at PATS North for winter softball
➢ Finished planting color change throughout City

III. Parks and Communitv Services Reports
a. Community Services Report— Duane Strawn
• Thank you to Jodie Dunn for putting in work to get the Park Board Holiday dinner
together.
• There were 8 applications submitted for the Master Plan RFQ. Dunaway was
processed and picked by the committee.
• All Park Board members were asked for their participation in the Master Plan when
that time comes.
• Benjamin Ding completed an Eagle Scout project. This project included re -painting
Bob Eden sign, added dirt to help with erosion and stained the split rail.
• Comments
Chairman Jones thanked the staff for their reports.
IV. Other New Business
• Tree City USA Application was just submitted. This will be the 38th year in a row.
The Parks staff is currently working on the Growth Award.
V. Input from Citv Council Members and Visitors
• No City Council Members or Visitors were present.
ADJOURNMENT
Chairman Jones gave the benediction. There being no further business to conduct, the meeting
was adjourned at 7:21 PM.
