A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EULESS, TEXAS, IN SUPPORT OF THE CONCEPT OF THE
"TEXAS FIRST" PROGRAM PROPOSED BY SOUTHWESTERN
BELL TELEPHONE COMPANY.
WHEREAS, Southwestern Bell Telephone Company is the local exchange service
provider for the residents of the City of Euless, Texas; and
WHEREAS, Southwestern Bell, through its "Texas First" plan will pr'' -;( se to the
Texas Public Utility Commission, as an alternative to possible reductions in tariffs
and/or its authorized rate of return, a freeze upon local business and residential
rates for a period of five (5) years, with the dedication of a certain percentage of
authorized profits above a proposed level to capital expenditures upgrading the
equipment and facilities of Southwestern Bell Telephone Company providing such
local exchange service to the citizens of Euless, Texas, to assure the most modern
digital technology and state of the art for such local exchange service so as to
enhance the quality and capabilites thereof; and
WHEREAS, it is understood that, absent such plan, a much more extended period
of time would be required for the upgrade of such system, thus resulting in a lesser
quality of service and delayed enhancement of telecommunications capabilities to
the existing and future businesses and citizens of the City of Euless, Texas.
NOW, THEREFORE, be it resolved by the City Council of the City of Euless,
Texas, that the Euless City Council endorses in concept Southwestern Bell Telephone
Company's "Texas First" plan and does commend same to the Texas Public Utilities
Commission for favorable consideration with such safeguards and under such
conditions that would assure the implementation thereof in a manner consistent
herewith.
