AN ORDINANCE AUTHORIZING THE ISSUANCE OF A SPECIFIC USE
PERMIT FOR A PLACE OF WORSHIP IN THE COMMUNITY BUSINESS
(C-2) ZONING DISTRICT LOCATED AT JAMES M. MATSON SURVEY,
ABSTRACT 1080, TRACT 3C, 2302 WEST PIPELINE ROAD;
PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING A PENALTY
FOR VIOLATION; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Planning and Zoning Commission has conducted a public hearing
on February 6, 2024, in conjunction with Specific Use Permit Case No. 22-19-SUP, and
has rendered a recommendation to the City Council with respect to this case; and
WHEREAS, City Council has conducted a public hearing on February 27, 2024,
has considered the recommendation of the Planning and Zoning Commission, and has
determined that the proposed change is in the best interest of the general welfare of the
City of Euless and that any foreseeable negative impacts of the proposed use have been
mitigated through design restrictions or other set conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
ALLOWED USES. A place of worship and conditions as specifically described on
the Specific Use Form (attached hereto and made a part hereof) shall be permitted at
James M. Matson Survey, Abstract 1080, Tract 3C, 2302 West Pipeline Road.
SECTION 2.
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City
Council of the City of Euless that the sections, paragraphs, sentences, clauses, and
phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph,
or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase.
SECTION 3.
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon
conviction thereof shall be fined in accordance with Chapter 1, "General Provisions,"
Section 1-12, "General Penalty," Euless Code of Ordinances. Each such violation shall be
deemed a separate offense and shall be punishable as such hereunder.
SECTION 4.
PUBLICATION CLAUSE. The caption, penalty clause, and effective date clause
of this ordinance shall be published in a newspaper of general circulation in the City of
Euless, in compliance with the provisions of Article II, Section 12, of the Euless City
Charter. Further, this ordinance may be published in pamphlet form and shall be
admissible in such form in any court, as provided by law.
SECTION 5.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after
its passage, as provided by the Euless City Charter and the laws of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FINAL READING at a regular
meeting of the Euless City Council on February 27, 2024, by a vote of 7 ayes,
0 nays, and 0 abstentions.

Difficult to beat speed, cost of traveling by car
The Columbian, Vancouver,
Wash/TNS
It is an interesting
exercise — and an
informative one. And
as four Columbian
staff members compare
various modes of travel by
"racing" from downtown
Vancouver to the heart of
Seattle, the results are
predictable.
Our reporters found that
— compared with airplane,
bus and train — auto trav-
el is the fastest and cheap-
est way to traverse the 168
miles from Esther Short
Park to the Space Needle.
It also is relatively low in
carbon emissions — at
least if you are driving a
hybrid Toyota Prius, as
reporter William Seekamp
did.
Of course, there are
other factors involved, and
the details can be found in
an article from Saturday's
edition of The Columbian.
But the overriding lesson
is that there is good rea-
son the United States has
invested significantly
more time and money in
infrastructure for automo-
biles than it has in modes
of mass transit.
The results: Making the
trip by car took three
hours and cost $30.25 in
gas and parking fees. At
the other end of the spec-
trum, a bus ride followed
by a ride share from the
terminus to the Space
Needle took the longest —
4 hours, 41 minutes; a
plane ride, with parking at
Portland International
Airport and transit from
Seattle -Tacoma Interna-
tional Airport, was the
most expensive at
$263.60.
In case you are wonder-
ing, an Uber ride from
Esther Short Park to the
Space Needle would have
cost $364.98 as of Mon-
day morning. And, accord-
ing to Google, riding a
bike would require ap-
proximately 18 hours —
ANOTHER CAVEAT IS THAT EMBARKING ON AN EARLY
WEDNESDAY MORNING IS THE IDEAL TIME FOR A CAR TRIP
TO SEATTLE. AT MANY TIMES OF DAY, DRIVERS CAN
EXPECT TO ENCOUNTER TRAFFIC CONGESTION THROUGH
OLYMPIA AND FOR THE FINAL 30 MILES OF THE TRIP FROM
TACOMA TO SEATTLE. IT IS NOT UNCOMMON FOR A DRIVE
FROM VANCOUVER TO SEATTLE TO TAKE 31/2 HOURS OR
LONGER.
assuming you are fit
enough to make the trip.
We're guessing most trav-
elers would rule out those
options.
But there are some
caveats. One is that going
by bus, train or plane
allows travelers to gaze
mindlessly out the window
or complete work on their
laptop or take a nap.
We would not recom-
mend those activities if
you are behind the wheel
of a car.

($2,000.00) for each offense. Each
day that a violation is permitted to ex-
ist shall constitute a separate offense.
SECTION 10. RIBLICA110N CLAUSE.
The City Secretary of the City of Lake
Worm is hereby directed to publish in
the official newspaper of the City of
Lake Worth, the caption, the penalty
clause, publication clause, and et-
iedfve date clause of this ordinance

SECTION 11. EFFECTIVE DATE This
