HomeMy WebLinkAbout89-718 10-24-1989RESOLUTION NO. 89-718 WHEREAS, the City of Euless has expressed the concerns of its citizens over the proposed plans for the expansion of Dallas/Fort Worth International Airport; WHEREAS, the Dallas/Fort Worth International Airport Board and the Federal Aviation Administration have initiated an environmental review to assess the impacts of the proposed airport expansion; WAS, the City of Euless has experienced tremendous residential, commercial, and industrial growth since the initial planning and construction of the Dallas/Fort Worth International Airport, which growth has occurred both because of, and independently of, the airport; 1t1 S, the City of Euless is directly affected by commercial, industrial, residential, and airport- related growth; WHEREAS, the City of Euless desires to use its limited funds to preserve and enhance the quality of life for citizens of Euless in the most efficient and effective manner; WHEREAS, accessible and attractive park land, open spaces, recreation areas, and historic sites are essential to preserve and enhance the quality of life for the citizens of Euless; WHEREAS, unchecked growth threatens the viability of park land, open spaces, recreation areas, and historic sites and, therefore, the quality of life for the citizens of Euless; WHEREAS, the City of Euless desires the advice of its citizens on the best ways to protect park land, open spaces, recreation areas, and historic sites; and MS, THEREFORE, BE IT RESOLVED BY THE C1'iY COUNCIL. OF THE CCTV OF ffiIIFS.S, TEXAS, 'MT: Section 1. Within 60 days of the date of this resolution, the City Manager shall prepare a report for the City Council analyzing and discussing from a city and regional perspective: (a) The present status of park land, open spaces, recreation areas, and historic sites within the City of Euless, emphasizing the value to the citizens of Euless of all such land; Resolution No. 89 -718, Page One of Three (b) Threats to the accessibility, attractiveness or integrity of existing park land, open spaces, recreation areas, and historic sites within the City of Euless from industrial, commercial, residential or airport- related growth in or near the City of Euless; (c) Additions to existing park land, open spaces, recreation areas, and historic sites within the City of Euless which would improve the quality of life of its citizens; (d) The local and regional significance of each parcel of park land, open space, recreation area, and historic site to the citizens of Euless and to the citizens of the region, identifying the uses of each parcel, the projected future uses of the parcel, and the uniqueness of each parcel to the users of the parcel; (e) The extent to which the value of each parcel of park land, open space, recreation area, and historic site of local or regional significance would be affected directly or indirectly by proposed major changes in nearby land -uses, including the proposed expansion of the Dallas/Fort Worth International Airport; (f) Whether and haw any adverse effects of such proposed major changes in nearby land- uses, including the proposed expansion of the Dallas/Fort Worth International Airport on park land, open spaces, recreation areas, and historic sites can be mitigated. Section 2. In preparing his report, the City Manager shall identify the effect on park land, open spaces, recreation areas, and historic sites from existing and projected noise, traffic, air pollution, and similar environmental impacts; and shall identify economic impacts on park land, open spaces, recreation areas, and historic sites from increased population density, changes in the city's land use and neighborhoods, and similar causes. Section 3. The City Manager shall consult with parks and recreation boards or similar entities of cities near Euless to address the issues referenced in Section 1 from a regional perspective. The City Council shall consider the report submitted by the City Manager in its budget process and in consideration of any future master plan, comprehensive zoning, or zoning change request.
