RESOLUTION IN SUPPORT OF THE STATE REINBURSING LOCAL UNITS OF
GOVERNMENT FOR ALL COSTS INCURRED IN IMPLEMENTING
STATE - IMPOSED MANDATES
WHEREAS, Texas local its have suffered serious loss of revenue
heretofore enjoyed from federal, state and local sources; and
WHEREAS, ad valorem taxes have become a greater burden upon local
taxpayers, and local government does not have access to many fees and
certain other charges available to other taxing entities to meet
expenses, in consequence of which local governments are finding it
increasingly difficult to provide adequate services to its residents;
and
SFAS, local governments are under mandate to shoulder more and more
programs and services previously provided by state and federal
government; and
WHEREAS, additional revenue is absolutely essential in order for local
governments to continue an adequate level of services and to pay for
the many other burdens thrust upon them.
NOW, THEREECRE, BE IT RESOLVED, by the City Council of the City of
Euless, Texas, that Euless endorses and fully supports the House bill
by Representative Morales which is designed to alleviate the financial
burdens upon Texas local governments by providing additional funding
necessary for the providing of necessary activities and services under
the constitutions and statutes of the State of Texas and the United
States of America; which funding must be derived from sources other
than ad valorem taxes.
APPROVED AND ADOPTED on this 24th day of October, 1989.
