EULESS CITY COUNCIL
Tuesday, March 12, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, March 12, 2024, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, and Tika Paudel.
Council Member Perry Bynum arrived at 6 p.m. Council Member Harry Zimmer was not
present due to a scheduled absence.
During the Precouncil meeting:
➢ Council Member Stinneford advised of the passing of long-time City volunteer Betty
Priddy.
➢ Mayor Martin advised that the Police Department conducted a swearing in ceremony,
Monday, March 11, 2024, for two new police officers.
➢ City Secretary/Chief Governance Officer Kim Sutter provided an update on the
addition of a speaker timing system for use in the Council Chambers.
➢ Mayor Martin welcomed City Attorney Cara Leahy White who will serve as legal
counsel in the absence of City Attorney Wayne Olson.
➢ Director of Human Resources and Risk Management Heather Moorhead introduced
Robin White who has joined the City as the Human Resources Manager and will focus
on benefits, leave, and retirement.
➢ City Manager Loretta Getchell advised of the following events:
• Assistant City Manager Wes Rhodes' birthday next week;
• City Employee Wellness Fair, Wednesday, March 20, 2024, 11 a.m. to 1:30
p.m., Texas Star Conference Centre;
• Opening of Volleyball courts at Midway Park, Friday, March 22, 2024;
• Fire Department Badge Pinning, Friday, April 5, 2024, 3 p.m.;
• Gun and Hoses Softball tournament, Saturday, April 6, 2024, homerun derby at
10 a.m. with game to follow, Trinity High School;
• Parks Master Plan Public Input Hearings, Tuesday, April 2 and Thursday, April
4, 2024, 6:30 p.m., Euless Family Life Senior Center Ballroom;
• Executive Secretary Danette Thorpe's retirement reception, Thursday, March
28, 2024, 1 p.m., City Hall Council Chambers; and
• Animal Shelter Advisory Board meeting, Wednesday, March 13, 2024, 11:30
a.m., Public Works Building.

➢ City Manager Getchell reviewed the regular agenda.
Matthew Jalbert, Executive Manager, Northern Region, Trinity River Authority (TRA),
Christine Epps, Chief Financial Officer, TRA, addressed the City Council regarding
Item #3 on the regular agenda.
City Manager Getchell reminded the City Council that a worksession is scheduled for
Thursday, May 9, 2024, 5:30 p.m. to continue the discussion with the Trinity River
Authority (TRA) regarding the financing of future capital improvements.
➢ Director of Public Works and Engineering Major Jones presented a Public Works
update, including staff updates, the addition of new equipment, and project status
updates.
Mayor Martin expressed her appreciation to the Public Work staff for quickly
responding to a repair needed on Mid -Cities Boulevard.
➢ Director of Finance Janina Jewell presented a Financial report. She advised that
sales tax collection for January 2024 was down 22.6 percent due to an adjustment by
the Comptroller's office; however, excluding the adjustment, sales tax collection is still
down 6.6 percent and down 1.95 percent year-to-date when compared to the prior
year. Additionally, she reported that car rental tax collection was down seven percent
over the same period in the prior year and is up one percent year-to-date.
➢ City Manager Getchell advised that Board and Commission appointments will be
placed on an upcoming agenda for consideration.
CLOSED SESSION
The City Council convened into closed session at 6:04 p.m. for deliberation regarding the
following:
Concerning personnel matters as authorized by Section 551.074 of the Texas
Government Code related to:
• Planning and Zoning Commission
The City Council reserves the right to adjourn into Closed Session at any time during the
course of this meeting to consult with its attorney regarding any of the matters listed on
the agenda, as authorized by Section 551.071 of the Texas Government Code.
Mayor Martin recessed the closed session at 6:13 p.m.

ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Chanc Bennett introduced Firefighter/Paramedic Trevor McKenzie. Trevor was
accompanied by his wife, Shelby, daughter, Addy, son Gaige, parents, Kristin and Scott,
and members of the Fire Department. Mayor Martin presented Trevor with a service pin
commemorating his five years of service with the City.
Police Chief Mike Brown introduced Senior Police Officer Titus Varghese. Titus was
accompanied by members of the Police Department. Mayor Martin presented Titus with
a service pin commemorating his 10 years of service with the City.
Police Chief Brown introduced Senior Police Corporal Brian "Tim" Banigan, Jr. Tim was
accompanied by members of the Police Department. Mayor Martin presented Tim with a
service pin commemorating his 10 years of service with the City.
Police Chief Brown introduced Senior Police Officer Cale Smith. Cale was accompanied
by wife, Andrea, daughter, Hope, and members of the Police Department. Mayor Martin
presented Cale with a service pin commemorating his 20 years of service with the City.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2
through 4.
Council Member Tompkins seconded the motion.

ITEM NO. 2. APPROVED RENEWAL OF BID NO. 006-23
Approved renewal of Bid No. 006-23 for asphalt street repairs, overlays, materials and
street maintenance services to:
• Austin Bridge and Road, 6330 Commerce Drive, Suite 150, Irving, Texas;
• Reynolds Asphalt, 8713 Airport Freeway, Suite 100, North Richland Hills, Texas;
and
• Viking Construction, 2592 Shell Road, Georgetown, Texas.
Contracts are awarded to all companies as primary and secondary suppliers based on
pricing of product categories. The original bid was awarded for an initial term of one year

with an option for three, one-year renewals. This request represents the first renewal.
The estimated expenditure is $700,000.
ITEM NO. 3. APPROVED RESOLUTION NO. 24-1651
Approved Resolution No. 24-1651, approving the Trinity River Authority Resolution
authorizing the issuance, sale, and delivery of Trinity River Authority of Texas (Tarrant
County Water Project) Revenue Bonds.

REGULAR AGENDA
ITEM NO. 5. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 24-
01-CC
Assistant Director of Planning and Economic Development Lisa Payne presented the item
to the City Council and advised that the applicant, Nepali Cultural and Spiritual Center
(NCSC), is seeking a Temporary Use Permit for a Nawah Special Event to be held on the
NCSC grounds. Ms. Payne reviewed the event layout, tent layout, signage, security, and
parking arrangements. Additionally, she advised that the event will be held from April 9
through April 17, 2024, 7:00 a.m. to 9:30 p.m., with daily sermons, live spiritual music,
and prayer. Attendance is expected to range between 100 and 500 people daily.
Deepak Silwal, representing Nepali Cultural and Spiritual Center, addressed the City
Council and advised that changes to the tent sizes and placement were made in the event
of inclement weather.
Council Member Paudel motioned to approve Temporary Use Permit No. 24-01-CC for a
Nawah Special Event to be held on the grounds of the Nepali Cultural and Spiritual
Center, 1212 Royal Parkway, beginning on April 9, 2024, and concluding on April 17,
2024.
Council Member Stinneford seconded the motion.

ITEM NO. 6. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
CASE NO. 23-13-SUP AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2376
Mayor Martin opened the public hearing at 7:23 p.m.
Assistant Director of Planning and Economic Development Payne presented the case to
the City Council and advised that the applicant, RBA Architects, is seeking a Specific Use
Permit (SUP) for a hotel to be located at A. Barnard Survey, Abstract 107, Tract 1 C. The
Planning and Zoning Commission held a public hearing on February 20, 2024, and voted
5-0-0 to recommend approval of the SUP with the following conditions:
1. The Specific Use Permit is tied to the business name, Atwell Suites;
2. The Specific Use Permit is tied to the business owner, Watercolor Hotels, LP;
3. The hotel will be inspected by the City of Euless based on applicable provisions of
the City of Euless Property Maintenance Code and International Building Code.
Information about hotel inspection standards is provided to the owner and
operator; and
4. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Assistant Director of Planning and Economic Development Payne advised that staff
recommends approval of conditions numbers 1, 2 and 4, with modifications to condition
number 3 and the addition of a condition (inserted as number 4 and renumbered) as listed
below:
3. The hotel will be maintained in accordance with the City of Euless Property
Maintenance Code and inspected by the City of Euless based on applicable
provisions of the Property Maintenance Code and International Building Code.
Information about hotel inspection standards is provided to the owner and
operator;
4. The rooms will have no cooktop, and there will be no weekly or monthly rates, and
5. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:28 p.m.
In response to a question from Council Member Bynum, Ms. Payne advised that adequate
parking spaces will be ,required and approved through the site plan approval process.
Matthew Thomas, Project Engineer, Thomas Site Development Engineering Inc., advised
the City Council that they are planning to move forward into the site plan process as soon
as possible.

Council Member Tompkins motioned to approve Ordinance No. 2376, authorizing the
issuance of a Specific Use Permit for a hotel to be located at A. Barnard Survey, Abstract
107, Tract 1 C, in the Watercolor Planned Development (PD) zoning district as presented
and recommended by the Planning and Zoning commission with the modifications to the
conditions as presented by staff.
Council Member Bynum seconded the motion.

ITEM NO. 7. HELD A PUBLIC HEARING FOR SPECIFIC USE PERMIT CASE
NO. 24-01-SUP AND APPROVED FIRST AND FINAL READING
OF ORDINANCE NO. 2377
Mayor Martin opened the public hearing at 7:30 p.m.
Assistant Director of Planning and Economic Development Payne presented the case to
the City Council and advised that the applicant, Good New Message Church, is seeking
a Specific Use Permit (SUP) for a place of worship to be located at Morrisdale Addition,
Block 1-A, Lot 1, 4323 West Pipeline Road. The Planning and Zoning Commission held
a public hearing on February 20, 2024, and voted 5-0-0 to recommend approval of the
SUP with the following conditions:
1. The Specific Use Permit is tied to the church name, Good New Message Church;
2. The Specific Use Permit is tied to the church owner, Lukeba Eduardo; and
3. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Lukeba Eduardo, representing Good New Message Church, was present to address any
questions regarding the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:33 p.m.
Council Member Stinneford motioned to approve Ordinance No. 2377, authorizing the
issuance of a Specific Use Permit for a place of worship to be located at Morrisdale
Addition, Block 1-A, Lot 1, 4323 West Pipeline Road, in the Community Business (C-2)
zoning district with the conditions presented and recommended by the Planning and
Zoning Commission.

Mayor Martin welcomed City Attorney Cara Leahy White, who served as legal counsel in
the absence of City Attorney Wayne Olson.
Additionally, Mayor Martin announced that early voting for the May 4, 2024 General
Election will begin Monday, April 22,2024, and will continue through Tuesday, April 30,
2024, at the Euless Family life Senior Center. She announced the candidates in the order
they will appear on the ballot.
