HomeMy WebLinkAbout2024-03-26MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, March 26, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, March 26, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Council Member Paudel expressed his appreciation to the Police and Fire departments for their assistance with the Holi Festival of Color and explained that the attendance was larger than expected due to the cancellation of other area events. Additionally, he expressed his appreciation to Director of Parks and Community Services Duane Strawn and staff for the installation and opening of the new volleyball court. ➢ City Manager Loretta Getchell advised of several upcoming events: ® Executive Secretary Danette Thorpe's retirement reception, Thursday, March 28, 2024, 1 p.m., City Hall Council Chambers; ® City offices closed for Spring Holiday, Friday, March 29, 2024. Library and Recreation Center will also be closed Sunday, March 31, 2024; ® Parks Master Plan Input Meetings, Tuesday, April 2 and Thursday, April 4, 2024, 6:30 p.m., Euless Family life Senor Center Ballroom; ® Fire Department Badge Pinning, Friday, April 5, 2024, 3 p.m., City Hall Council Chambers; ® Kites Over Euless and Texas Trash Off event; Saturday, April 6, 2024, 10 to 12 p.m., Villages of Bear Creek Park; ® Battle of the Badges Softball tournament, Saturday, April 6, 2024, homerun derby at 10 a.m. with game to follow, Trinity High School; ® Betty Priddy funeral services, Saturday, April 6, 2024, 10:30 a.m., First United Methodist Church, Hurst, Texas; ® Classic Chevrolet South Grand Opening, Saturday, April 6, 2024,1 to 3 p.m.; ® Morrisdale Neighborhood Association Spring Fling, April 7, 2024, 4 to 6 p.m.; ® Total Eclipse at the Star event; Monday, April 8, 2024, 11 a.m. to 3 p.m., The Parks at Texas Star; ® At Home Grand Opening, Saturday, April 13, 2024; 9 a.m.; ® President's Volunteer Service Awards ceremony, Monday, April 15, 2024, 7 p.m., City Hall; and ® Volleyball courts are open at Midway Park. ➢ City Manager Loretta Getchell reviewed the regular agenda. Council Minutes Page 2 of 8 March 26, 2024 ➢ Deputy City Manager Chris Barker presented a Texas Star Golf Course update. He advised that staff is proposing to close the golf course on Tuesday's beginning April 1, 2024 through August/September for ground maintenance. Members would be permitted to play on Tuesday's after 2 p.m., and walk on golfers would be permitted if space is available. ➢ Municipal Court Manager Claudia Quintero presented a Municipal Court update including case volume statistics, new text messaging reminder software, and review of the Supreme Court of Texas mandated Court Confidentiality Policy. ➢ Director of Information Services Scott Joyce presented an Information Services update including software integrations, fiber optic installation status, future projects, and emerging technologies. ➢ Director of Planning and Economic Development Michael Warrix presented a Development update including staffing updates, new commercial developments, and new residential construction. ➢ Director of Finance Janina Jewell presented a Financial report for the period ending February 29, 2024. She advised that car rental tax collection was down seven percent over the same period in the prior year and is up one percent year-to-date. ➢ Deputy City Manager Chris Barker presented a Capital Projects update including the progress of Fire Station No. 2, Police and Court facility renovations, and Animal Shelter expansion. Director of Public Works and Engineering Major Jones presented updates on street improvements, waterline replacement projects, and sewer line replacement projects. City Manager Getchell advised of an appropriation roundtable hosted by Congresswoman Beth Van Duyne. She advised that the Northeast Tarrant County (NETCO) radio communication network was submitted for funding consideration. CLOSED SESSION Although posted, no closed session was held. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL 2024 Director of Human Resources and Risk Management Heather Moorhead introduced Human Resources Generalist 11 Lauren Dickinson. Lauren was accompanied by her Council Minutes Page 4 of 8 March 26, 2024 daughter, Abbie, mother, Sandy, brother, Brian, sister-in-law, Kayla, niece Lillie, and uncle, Clint. Mayor Martin presented Lauren with a plaque commemorating her selection as Employee of the Month for April 2024. ITEM NO. 2. PRESENTATION OF PROCLAMATION Mayor Pro Tern Price presented a proclamation to Library Director Sherry Knight proclaiming April 7 through 13, 2024, as National Library Week. Ms. Knight was accompanied by Library Board Members Katherine Flannery, Jim Hamilton, John Lentini, Rochelle Ragas, and Barney Snitz. CONSENT AGENDA (items 3 throuph 6) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 6. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED THE PURCHASE OF A SINGLE AXLE DUMP TRUCK AND A UTILITY SERVICE TRUCK Authorized the purchase of a single axle dump truck and a utility service truck from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY2024 budget. The estimated expenditure is $253,994. ITEM • 4. AUTHORIZEDOF BULK GASOLINEAND DIESEL FULES Authorized the purchase of various types of automotive and equipment fuels from US Oil/US Venture, Inc., 2700 James Street, Denton, Texas, through the Omnia Partners Purchasing Cooperative. The estimated expenditure is $330,000. ITEM NO. 5. AUTHORIZED THE PURCHASE OF PLUMBING SERVICES Authorized the purchase of plumbing services from Freer Mechanical Contractors, Inc., 1908 Samuels Avenue, Fort Worth, Texas, through an Interlocal Agreement with Tarrant County. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of March 12, 2024. REGULAR AGENDA ITEM NO. 7. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT CASE NO. 24-03-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2378 Mayor Martin opened the public hearing at 7:11 p.m. Director of Planning and Economic Development Michael Warrix presented the case to the City Council and advised that the applicant, AEF Ministries, is seeking a Specific Use Permit (SUP) for a place of worship to be located at Morrisdale Addition, Block 1-A, Lot 2A2, 4319 West Pipeline Road. The Planning and Zoning Commission held a public hearing on March 5, 2024, and voted 6-0-0 to recommend approval of the SUP with the following conditions: 1. The Specific Use Permit is tied to the business name, AEF Ministries; 2. The Specific Use Permit is tied to the business owner, Daniel Nganga Zinganga; and 3. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:13 p.m. Mayor Pro Tern Price motioned to approve Ordinance No. 2378, authorizing the issuance of a Specific Use Permit for a place of worship to be located at Morrisdale Addition, Lot 2A2, Block 1-A, 4319 West Pipeline Road, in the Community Business (C-2) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. HELD A PUBLIC HEARINGREGCASE ARDING APPROVED FIRST AND FIN READING OF ORDINANCE • Mayor Martin opened the public hearing at 7:14 p.m. Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant, Game Time, recently acquired the iT'Z Family Food and Fun business located at Euless Town Center Addition, Block 1, Lot 1 R, 1201 West Airport Freeway, Suite 400, and is seeking a new Specific Use Permit (SUP) to continue operating as an amusement and recreation services business. The Planning and Zoning Commission held a public hearing on March 5, 2024, and voted 6-0-0 to recommend approval of the SUP with the following conditions: 1. The Specific Use Permit is tied to the business name, Game Time; 2. The Specific Use Permit is tied to the business owner, GT TX, LLC; and 3. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:17 p.m. Council Member Tompkins motioned to approve Ordinance No. 2379, authorizing the issuance of a Specific Use Permit for an amusement and recreation services business to be located at Euless Town Center Addition, Block 1, Lot 1 R, 1201 West Airport Freeway, Suite 400, in the Planned Development (PD) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. Council Minutes Page 8 of 8 March 26, 2024 Additionally, Mayor Martin announced that early voting for the May 4, 2024 General Election will begin Monday, April 22,2024, and will continue through Tuesday, April 30, 2024, at the Euless Family life Senior Center.
