HomeMy WebLinkAbout2024-02-24 Work SessionCITY OF EULESS CITY COUNCIL MID -WINTER WORKSESSION FEBRUARY 24, 2024 TEXAS STAR CONFERENCE CENTER EULESS,TEXAS Mayor Martin called the worksession to order at 8:34 a.m. at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas. Those present included: Mayor Linda Martin Mayor Pro Tern Eddie Price Council Member Tim Stinneford Council Member Jeremy Tompkins Council Member Perry Bynum Council Member Harry Zimmer Council Member Tika Paudel City Manager Loretta Getchell Deputy City Manager Chris Barker Assistant City Manager Wes Rhodes Director of Finance Janina Jewell City Secretary Kim Sutter Director of Parks and Leisure Services Duane Strawn (a.m. only) Absent: None Mayor Linda Martin welcomed everyone in attendance. City Manager Loretta Getchell reviewed the agenda. Director of Parks and Leisure Services Duane Strawn presented a Parks update, including Wilshire Park, Parks at Texas Star North, addition of pickleball courts and the construction status of the volleyball courts at Midway Park, a request by the Stars Center, and the process and timeline to update the Park Master Plan. Mr. Strawn responded to questions from the City Council related to the trees, lighting, and the playground at Wilshire Park. Additionally, he advised the City Council that staff would like to evaluate the possibility of relocating the Arbor Day festival from Midway Park to the Glade Parks development. Director of Parks and Leisure Services Duane Strawn reminded the City Council of the Total Eclipse at the Star event scheduled for April 8, 2024, to commemorate the solar eclipse that will be viewable in the area at approximately 12:22 p.m. with totality occurring at 1:40 p.m. through 1:43 p.m. Capital Improvements Plan Deputy City Manager Chris Barker presented a Capital Improvement Plan update and provided a status update for current projects, including Fire Station No. 2, West Pipeline Road improvements, Mid Cities/Cheek Sparger/State Highway 121 improvements, Water and Wastewater line replacements, and the Police and Court facility renovations. Council Mid -Winter Worksession Minutes Page 2 of 2 February 24, 2024 Additionally, he also reviewed the upcoming Capital Improvement Projects, which include the Heritage Avenue improvements, the remodel and expansion of the animal shelter, and the redevelopment of the Cresthaven area. Financial Update City Manager Getchell reviewed the financial update for fiscal year 2023 and reviewed the fiscal year 2024-2025 budget considerations as listed below: - Aerial Ladders Truck - NETCAST Radio Platform Upgrade - FLOCK Camera Funding - Hotel Occupancy Tax -Reward Cards - Glade Parks Tax Increment Reinvestment Zone - Stars Center Debt Payoff/Renewal/Facility Improvements Development Update Deputy City Manager Barker provided a development update related to the Founders Parc development, Heritage Gardens at Midway, Positive Recovery, and a proposed Build to Rent development. CLOSED SESSION — Deliberation authorized by the Texas Government Code: The City Council convened into closed session at 1:56 p.m. for deliberation regarding the following: The purchase, exchange, lease or value of real property as authorized by Section 551.072 of the Texas Government Code related to: ® 331 and 411 North Main Street Concerning personnel matters as authorized by Section 551.074 of the Texas Government Code related to: ® Planning and Zoning Commission Mayor Martin recessed closed session at 2:09 p.m. Mayor Martin expressed her appreciation to the City Council for their attendance.
