EULESS, TX — Euless City Manager Joe Hennig announced today organizational changes
in city staff.
Loretta Getchell has been appointed Director of Fiscal and Administrative Services,
effective immediately. Her responsibilities will include Finance, Human Resources/Risk
Management/Insurance, Information Services, Purchasing, Solid Waste/Recycling and
Franchise/Special Contracts.
Getchell holds a bachelors of Business Administration from the University of North
Alabama. She is a Certified Public Accountant, a Certified Government Finance Officer and
a member of the Texas Society of CPAs. She has been Euless' Director of Finance for the
past three years. In that capacity, she was responsible for the Annual Budget, Accounting,
Court, Utility Billing and Treasury functions. In her new position, she will continue to
oversee these areas of responsibility. Before coming to Euless, Getchell was Finance
Director for the City of Watauga.
In addition, JoAnn Rogers, Library Administrator, will report to Rick Herold, Director of
Parks and Community Services. According to Hennig, moving responsibility for the library
under the Community Services umbrella "just makes sense." Parks and Community Services

includes Recreation, Leisure Services, Texas Star Golf Course and Conference Centre, the
Parks at Texas Star, Softball World, the Raven's Grille and Arbor Daze.
Also, staff at Facilities Maintenance, Fleet Maintenance and Construction Management
will report to Randy Byers, Director of Public Works. These duties will be in addition to the
Public Works and Engineering activities he oversees within the City of Euless.
Hennig announced the shift in organizational responsibilities due to Tom Cox, Director of
Administration, accepting the position of Deputy City Manager in Grand Prairie. "Tom
[Cox] served the city very well for 10 years," said Hennig. Through the years, Cox has been
responsible for various areas of the City.
Hennig also announced that although the Director of Economic Development has not yet
been filled since the departure of Andrea Baxter in September, staff is currently interviewing
prospective candidates. "This position is very high on our list of priorities. It's a very
necessary position and we hope to have someone in place before the new year," said Hennig.
