It gives me great pleasure to nominate Mr. Lou Baum for the Lewis Hine
Award. Mr. Baum is such a caring person who always goes the extra mile
for anyone who needs help and is an exemplary leader in the city of
Euless. Mr. Baum meets your criteria for the Lewis Hine Award in his
concern for children (the McGruff House), his concern for the safety of
citizens (Mobilized the Citizens on Patrol in his neighborhood), and his
concern for educating citizens for safety (Citizens Police Academy Alumni
President).
Mr. Baum gives so much of his time and talent for others and our city that
he was selected as the Volunteer of the Year for the city of Euless in
1999. He was also recognized by the Tarrant County Police Association.
Actually, the award could be given to Mr. and Mrs. Lou Baum for it takes a
dedicated couple to achieve all they have done for others. Mrs. Baum
performs all the secretarial duties for the World Life Federation and
supports all the activities that Lou Baum is involved with. Mrs. Baum
suffers from multiple sclerosis, and each year finds her losing more
strength and stamina. But to know her is to wonder at her beautiful
attitude and loving spirit.
Mr. and Mrs. Lou Baum are perfect candidates for the Lewis Hine Award.

Lewis Hine was a master photographer who told the horror stories of child labor
in the early 20th century through his haunting pictures of children at work. Now
picture this, a beautiful baby girl is born, but there's something wrong with her,
she may be dying. A wise doctor tells her mother and father, "I honestly don't
know what's wrong with Catherine." He suggests she be tested for a rare
disease and sends them to a specialist in Dallas, Texas. They take their baby to
Dallas and Mr. Baum is called away on an emergency, his father has passed
away. He receives a phone call from Catherine's doctor saying he needs to get
a sample of her urine to Denver, Colorado, where there is a machine that may be
able to diagnose her disease. Time is of essence and the doctor doesn't have
the contacts to get the sample there immediately. "What can you do Mr. Baum?"
"I don't know, I don't know, who can I call, who do I know?" Mr. Baum called the
president of American Airlines, Robert Crandall, who listened to his passionate
plea, and took action. Within eighteen hours the sample was tested and
Catherine was diagnosed with a disease that only about 35 people in the world
have. The doctor was able to treat the disease and save Catherine's life.
When Catherine was three years old she required a special formula shipped from
West Germany to survive. The United States issued orders for all imports from

the formula company to be halted due to bacteria found in some of the products.
The bacteria was not in the formula that Catherine needed, and she needed it to
live. Once again the Baums where asking themselves, where do we go for help,
who do we call? Their doctor directed them to the National Organization of Rare
Diseases in Washington D.C., who said they would need a decree from
President Reagan. Imagine this if you will, Mr. Baum places a call to the White
House to speak with President Reagan, and within hours the decree is signed
and Catherine's formula is on the way from West Germany.
Mr. Baum calls Washington and asks to speak with President Reagan to thank
him personally, and the phone call is put through. Their conversation involved
questions from the president on what can be done to help people who are in the
Baum's situation. President Reagan then asks Mr. Baum to serve and assist the
National Commission on Orphan Diseases. This is the beginning of Lou and
Vicki Baum's journey to help sick children and their families acquire the
information and medical assistance they need, when doctors don't have the
answers.
While Mr. Baum served on the National Commission on Orphan Diseases it
impacted decisions on medical research and advancement of health care,
medical treatment, professional education needs, public education, health

insurance coverage. He served with members from the National Institutes of
Health, the FDA, Department of Health and Mental Hygiene, schools of medicine
and private hospitals all over the United States. He was appointed in 1990 by
the Secretary of Health to serve on the National Consortium on Rare Diseases
(CORD) in Washington D.C. The Consortium helped all people with rare
diseases, created and disseminated the First Rare Disease Information Directory
and Guidelines for Rare Diseases for the Free World.
With this background, the Baums still saw a need for a centralized system to
coordinate the distribution of existing information about rare diseases, support
groups, and treatment centers for patients, physicians, and families of these
children. In 1991, they organized THE WORLD LIFE FOUNDATION, with Mr.
Baum serving as Chairman of the Board and President and his wife, Vicki, as
Vice -President. The information the foundation makes available on a 24-hour
basis to physicians, researchers, patients, and their families, is critical to the
progress in improving clinical care and in understanding rare diseases in
children. Since 1991, they have helped over 600 families, who asked the same
questions as when Catherine was born, "Who can help us?"
In 1992 federal and state agencies recognized the WLF as a tax exempt, publicly
supported organization. All services are free. They have a world-wide

telecommunications network supported by MCl/WorldCom, which pays for all in-
coming calls. The Baums pay for all outgoing calls themselves. The WLF not
only circulates information, but also assists in ground/air transportation needs to
treatment centers. They are now working on sending ten children with a rare
disease to Richmond, Virginia, to see a specialist for research and treatment.
Mr. Baum is also currently working with Texas House of Representative Todd
Smith in an effort to get a law passed requiring a test on newborns that would
determine if they are born with a rare disease.
When you hear the name Lou Baum in the City of Euless, you think leadership
and innovation. He is a leader in the Euless Police Department Neighborhood
Watch Council, and through his efforts, the Euless Police Department was
recognized as a National Award Winner in 1998 for their outstanding contribution
to the National Night Out Program. He organized a "McGruff Safe House
Program" in his neighborhood that provides identifiable shelters for children
should they need help for any reason. Mr. Baum helped organize the Euless
Citizen Police Academy Alumni Association. Last year Mr. Baum received the
City of Euless 1999 Volunteer of the Year Award and was recognized as an
Advocate Award Finalist from the Tarrant County Crime Prevention Resource
Center. After his term as president of the Academy Alumni Association expires

this year, he plans to dedicate more time and effort to THE WORLD LIFE
FOUNDATION.
Mr. and Mrs. Baum are rare individuals who saw a need and knew that they had
been called to fill it. Mr. Baum is an outstanding candidate for the Lewis Hine
Award for his service to children throughout the world. We recommend him with
the highest respect and admiration you can have for a human being.
