WHEREAS, the Cities of Dallas and Fort Worth, and their agent, the D /FW
Airport Board have indicated their desire to expand D /FW Airport including
construction of two new runways; and
WHEREAS, the City of Euless heretofore adopted City Council Resolutions No.
89 -697 (2/14/89): to forward this city's position that the scope of the pro-
posed Environmental Impact process be broadened to include all proposed and
anticipated changes at Dallas /Fort Worth Airport as contemplated by the new
Airport Master Plan;
89 -717 (10/24/89): that the City Manager prepare a report to determine whether
the proposed expansion of Dallas /Fort Worth International Airport is reasonably
consistent with existing plans for the development of those areas of Euless in
immediate proximity to the Dallas /Fort Worth International Airport, or with
existing plans for the development of the City of Euless as a whole, and that
the City Manager include in the report a determination of whether the creation
of additional airport controlled compatible land use areas, as that phrase is
defined in Texas Local Government Code Subsection 241.003, would be consistent
with existing plans for development of the City of Euless;
89 -718 (10/24/89): that the City Manager prepare a report analyzing and dis-
cussing from a city and regional perspective the present status of park land,
open spaces, recreation areas, and historic sites within the City of Euless,
emphasizing the value to the citizens of Euless of all such land; identify the
effect on park land, open spaces, recreation areas, and historic sites from
existing and projected noise, traffic, air pollution, and similar environmental
impacts and shall identify economic impacts on said land;
90 -723 (3/13/90): The City of Euless requests a minimum of ninety days from
date of public release of the Draft Environmental Impact Statement in which to
submit any necessary written responses;
91 -753 (1/8/91): Adopting the response to the Draft Environmental Impact
Statement relative to runways 16/34 east and 16/34 west and expansion plans as
proposed by the Dallas /Fort Worth International Airport; and
WHEREAS, the Federal Aviation Administration prepared a Draft Environmental
Impact Statement on the proposed expansion of D /FW Airport on which the City
presented exhaustive comments; and
WHEREAS, the FAA has released its Final Environmental Impact Statement
which purports to examine the environmental impacts of the proposed expansion of
D /FW Airport and to respond to the City's comments on the Draft Environmental
Impact Statement; and
WHEREAS, the City Council, and, at its request, the City's professional
staff, its attorneys, and its special counsel have reviewed the Final Environ-
mental Impact Statement in detail with particular attention to the impacts of
the proposal on the City and on whether the proposal is reasonably consistent
with the City's land use master plan; and
WHEREAS, that review has revealed that the proposed D /FW Airport expansion,
as outlined in the Final Environmental Impact Statement, is not reasonably
consistent with the City's land use master plan; and
WHEREAS, in preparing comments on the Draft Environmental Impact Statement,
the City Council received a report from its Parks and Recreation Department
which concluded that the proposal outlined in the Draft Environmental Impact
Statement would substantially impair the value of parks and recreation areas in
the City for their intended use; and
WHEREAS, the Final Environmental Impact Statement contains no new informa-
tion to call into question the conclusions of the report by the Parks and
Recreation Department; and
WHEREAS, the proposed expansion of D /FW Airport would have a significant
adverse impact on the environment of the City, its neighborhoods, businesses,
and its quality of life; and
WHEREAS, neither the Cities of Dallas and Fort Worth, as joint owners of
the D /FW Airport, nor their agent, the D /FW Airport Board has applied for zoning
approval for any of the projects outlined in the Final Environmental Impact
Statement; and
WHEREAS, the action taken to date by the D /FW Airport has failed to comply
with the provisions of the National Environmental Policy Act; and
WHEREAS, the Texas courts have found that the City's zoning laws apply to
land owned by the Cities of Dallas and Fort Worth and the D /FW Airport Board;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS:

The City finds that the proposed expansion of D /FW Airport,
as outlined in the Final Environmental Impact Statement is
not reasonably consistent with the City's land use master
plan.
The City finds that the proposed expansion of D /FW Airport,
as outlined in the Final Environmental Impact Statement will
have a significant adverse effect on the City's environment,
and will substantially impair the value of locally signifi-
cant parks and historic sites including Villages of Bear
Creek Park, Blessing Branch Park, and Van Riet Soccer
Fields, and thereby prevent their use for their intended
purpose and normal activity.
The City Authorizes its special counsel to pursue litigation
to challenge in federal court the sufficiency of the Final
Environmental Impact Statement and the validity of any

Section 4.
federal agency decisions which are founded upon that State-
ment and accompanying documents.
The City Secretary is directed to send a copy of this
resolution to the Federal Aviation Administration and the
D /FW Airport Board.
Section 5. This resolution shall take effect from and after its final
date of passage, and it is accordingly so ordered.
ADOPTED this 28th day of January , 1992, at a regular meeting of the
City Council of the City of Euless, by a vote of 6 ayes, 0 nays, and 0
abstentions.
