On behalf of the Tongan Community Youth Group in affiliation with
St. Michael Catholic Church, we would like to invite you to be one of
our guest speakers for our first annual "Youth Gathering!' function to
be held on May 8,.1992 at 9:00pm at St. Michael Church, 3713 Harwood Rd,
Bedford, Texas.
Since our youths are the leaders of tomorrow, we feel that
influences of outstanding characters such as you should be beneficial
to our youth. Of paramount to this, our community need to have more
interaction with community leaders. We are aware of your success on
this field and we will be honored and also look forward to having you
share with us some of your experiences and expertise on criminal control
and the role of the youths in the community.

PIG ROASTING COMPLAINT

Over the last three years, it has occasionally been brought to my attention
that members of the Tonganese community roast pigs in their back yards.
They apparently dig earthen pits and cook an entire pig in the pit, which
produces a great deal of smoke and odor problems for their neighbors. The
fire department has been working with the Tonganese regarding the fire
safety issues of this practice, and we have had no problems with that
aspect. We do, however, continue to receive occasional complaints from
neighbors.
On Saturday, April 25th, I was requested to visit a residence on Martin
Lane, which was next door to one of these activities. When I arrived, the
fire was out and the Tonganese family was having a backyard picnic. The
complainant advised they receive many calls from citizens who complain of
this practice and the smoke and odor it produces; however, they never want
to "officially" complain to city hall because they want to remain
anonymous. Apparently, they have some fear of the Tonganese finding out
that they have complained.
About two years ago, if you recall, I suggested the idea of locating a
particular park area for the Tonganese to practice the custom of pig
roasting, as well as for the purpose of holding their festivals. At that
time, it seemed too costly a solution to justify the few complaints
received. Perhaps we should relook at this solution and/or seek other
solutions.
I would request you consider polling the city council to see if they wish
us to pursue a deeper analysis of this problem, with the following possible
actions and directives to the department.
1. Inventory departments that receive complaints to identify the
number of complaints being received, as well as their approximate
locations (fire, police, code enforcement, health, parks and
leisure services might have separate data/info).

night, They line our streets with their cars,
ThatIs not a big issue with usj ad when they park
in front of our house and throw out their trash on
our lawn, get on our lawn and visit, When they
leave, they turn around in our driveway, leaving
skid marks and oil spots, Welve even had them to
jump the curb and get into our yard to turn around,
They drink liquor and play their music so loud it
vibrates our front windows,
'twenty-two years ago Simmons Drive was a very
busy street. Now, with cars parked on both sides
of the street, I am amazed no one has lost their
life yet, There is plenty of off -road perking
available in the park already, They1re just not
using it,
I1ve seen cars having to slam on their brakes to
keep from hitting balls that have been knocked into
-the street. Someone is going to get hurt or there
is going to be a bad car wreck dome of these days,
A small child just crossing the street or chasing
a ball is likely to end in tragedy, The city will
be vulnerable to a gross negligent law suit for
allowing such a dangerous condition to exist,

In regards to the citizen complaint received on May 11, 1992, I surveyed the
parking problem at J.A.Carr Park on Simmons Drive as we discussed on May 12,
1992, and the situation as it exists at this time is as follows:
According to the citizen complaint, park patrons are parking on both sides of
Simmons in the 400 and 500 block creating a possible hazard for pedestrians
and park patrons alike. Park patrons parking on the east side of Simmons are
creating a nuisance by loitering on private property, driving into private
drives, and leaving trash in resident's yards. Persons parking on the West
side of Simmons abutting the park are creating a traffic safety hazard by
narrowing the traffic lanes, causing people crossing the street between the
parked cars.
As I see it, the City has two options to rectify this problem:
1. Prohibit parking on both sides of Simmons in the 400 and 500 blocks,
forcing park patrons to use the existing parking lot which has a
capacity of approximately 40 parking spaces.
2. Prohibit parking on the West side of Simmons in the 400 and 500
blocks to avoid penalizing the homeowners on the East side. This
option does nothing for eliminating the nuisance problem described
above.
My recommendation is to implement option #2 which will only address the
traffic safety which is the most pressing problem at this time. If the
nuisance problem continues, then option #1 can then be considered.

SUBJECT: Parking on Simmons Drive/ Carr Par,:
On Tuesday, May 12, 1992/ I was advised by Deputy Chief
McKamie of a complaint of parking problems by people parking
on Simmons Drive who visit the city's Carr Park.
Specifically` the complaint Chief McKamie relayed was of
persons of the Tongan descent parking on Simmons Drive
visiting Carr Park on Fridays, Saturdays, and Sundays, which
allegedly causes an unsafe atmosphere. I was asked to look
into this matter tc address any parking, pedestrian,
traffic, or any other concerns from ths police department's
point of view.
A so called "normal" residential street has a width
approximately 31 feet curb -to -curb states Rod Tvle
Assistant Director of Development for the City of Euless.
However` the 400 through 500 blocks of Simmons Drive. which
fronts Carr Park, has as width of approximately 41 feet,
according to Tyler. This increased width has proven more
than sufficient in being able to accommodate the volume of
two-way traffic with vehicles parked on either side of the
roadway. Traffic accident and enforcement statistical
information indicate no trends or significant differences in
the numbers or severity of traffic accidents or citations
occurring on Simmons Drive because of additional parking nor
dces there seem to be any interference to the orderly flow
of traffic.
On oczasion there are quite a few vehicles that do park on
Simmons Drive because of insufficient oarkino soace within

statistical data gathered by the police department as well
as the input obtained by the Traffic Unit of the Patrol
Division, I cannot substantiate any basis for a complaint
nor can I recommend any changes to the present parking
situation.

luau on June 4.
It was a particular honor to be able to participate in an event
celebrating such an important time in your family's life. We would
also like to congratulate you on your children's graduation from
Trinity High School and your son's graduation from Brigham Young
University. Your pride and interest in your children's education is
to be commended. These are the attitudes that will help our country
continue to be a great nation.
The luau also marked an important step in the relationship between the
Tongan community and the larger community of Euless. That night we
were able to lay the groundwork for better understanding on everyone's
part. Those feelings of goodwill and community will be a continuing
hallmark in our dealings with one another.
Thank you again for allowing us to be a part of your graduation
celebration, and we wish you and your family continued success in our
country.

Thank you for your patience in awaiting a reply to your letter con-
cerning the use of J.A. Carr Park. Our city parks are a great source
of pride for our community and we want all of our citizens to enjoy
them. A special task force has been formed, consisting of the Police
and Fire Chiefs, the Director of Parks and Recreation and the Assis-
tant City Manager to help find solutions to your concerns.
The task force will soon meet with the Tonganese leaders to discuss
some possible solutions. The use and enjoyment of our parks requires
the cooperation of all our citizens. I hope that working together we
can address your concerns.
I appreciate you writing to us anytime you have input for the City
Council. It's good to know that Euless residents care about our city.

between the City of Euless and the Tongan community representatives.

discuss joint issues.
As agreed upon, we will meet in about two months to further discuss

Dear Bishop Fonua:
I enjoyed the formal dinner held May 27th for the 1993 high school
graduates, and what an impressive group of graduates they were. With
leadership from such qualified people as were represented that night,
these young people have a wonderful chance for making a positive
contribution to their future and the future of their community.
The event was so wonderful. The room was very comfortable, the
decorations and setting were elegant and festive, and the food was
excellent both in taste and presentation. Our group was most
definitely impressed and honored by your hospitality to us. Also,
please thank the ladies for the beautiful lei.
You should be very proud of members of your Tongan community in the
Euless 2nd Ward who represent outstanding principles to teach and give
guidance to their youth and to help one another in having a good
quality of life in their community. I look forward to our next
meeting with your group to talk about future activities and projects
with the city and the Tongan community.
Once again, thank you so much for your hospitality. The goodwill it creates
will do much good toward bettering our city for all of us.

Dear Tom Hart:
We, the Tongan Leaders have successfully met, which was the third
time within the last two [2] Months, to discussed and formed the
committee which we have promoted to you in our previous meeting,
we have called these brethren into action, to focuss on the needs
and Welfare of our Tongan community. We have formed an executive
committee out of 8 [Religious Leaders] and they have voted for a
Committee Chair Person or President to conduct the affairs of the
community,and Bishop Tony A. Fonua was honored with the majority
of the votes, and the second to him which is the the Vice Chair -
Person was Amelia Sivi Finau which we were both present at the
meeting we had with your people at the City hall, we have also
formed outside the Exec/Committee,Secretaries, Clerks, and a
Treasury Committee on whom they will organized the records keeping
stewardship and Finance purposes of this Community.
Mr. Hart, out of the Executive Committee, we have formed eight
[8] extra little committees, which are as follows: 1. Educational
Committee, 2. Public Relation, 3. Service Committee, 4.Cultural
Comm, 5.Activity Comm, 6. Comm/Development Comm, 7. Human Relation
Comm, 8. Employment Comm, and all these Committees one of the
members of the Executive Committee is a Chair -Person to each little
Committee ,which their responsibilities is to meet with each
committee and bring their needs to the Exec/Committee to be
approved, and then proceed with their various Activities.
Mr. Hart, we feel that we are fortunate enough to have this great
opportunity to establish our Tongan Society, here in this Great
City of Euless, and raised our Children with confidence, knowing
our basics and our Standards,Freedom and Cultures to live and abide
by the Rules and Regulations of our Society. We do love this Great
City, and love to work and affiliated with such great people as you
are, it is here,where we built our Tomorrow,and it is here, where
we laid our Foundations for a greater futures.
We are now looking forward to Meet with You at your convenient,

The City of Euless has been honored to have been selected as a location for a visit by Tongan Princess
Tuita and her husband, Tongan Ambassador Tuita. The Tongan community will celebrate their visit with
several different functions, and we have been requested to participate in three of the events.
Princess Tuita will arrive at DFW Airport on Thursday, October 21, 1993, and will proceed by escorted
motorcade to the Midway Recreation Center at 1:00 p.m. We will be participating in the formal welcome.
You are encouraged to be present to observe the Mayor's welcome to the Princess and the Ambassador.
Friday, October 22, at 11:30 p.m. to approximately 1:30 p.m., in the large conference room in Building A,
the City will host a luncheor to honor the Princess and Ambassador. This will be a simple affair limited
to our council and staff and their spouses. Please try to attend this important luncheon to honor the
Princess.
The Tongan community has asked the city officials to be their guests for a traditional Tongan celebration
on Saturday, October 23, at 1:00 p.m. at the Midway Recreation Center. We have also been asked to
invite other citizens of the H-E-B area to join us in this celebration. We plan to extend the invitation to the
Hurst and Bedford councils, H-E-B ISD Board, and the H-E-B Chamber of Commerce Board and their
guests. The Tongans expect a large group and are honored that we will be participating in their
celebration.
This will be a busy„time for the staff, especially the recreation staff, but a very worthwhile effort to
strengthen the bond with the Tongan community.
I look forward to seeing you at these events. Please communicate your plans to Susan Crim, City
Secretary, or Cathy DiMaggio, Assistant to the City Secretary, at 685-1434 by October 18.
