EULESS CITY COUNCIL
Tuesday, April 9, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:32 p.m. on Tuesday, April 9, 2024, in the Precouncil Conference Room at City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern
Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry
Zimmer, and Tika Paudel.
During the Precouncil meeting:
➢ Council Member Tompkins advised that a Battle of the Badges softball tournament
benefitting Trinity High School girls' softball was held Saturday, April 6, 2024. He
stated that he attended the Total Eclipse at the Star event held Monday, April 8, 2024,
and that the event was well attended, including a couple from Calgary, Canada, who
flew in specifically to attend this event.
➢ Council Member Paudel expressed his appreciation to Mayor Martin for her
attendance at the Nepali Cultural and Spiritual Center's DFW Spiritual Festival
opening ceremony held Tuesday, April 9, 2024, and expressed appreciation to the
Euless Police Department for their assistance and to City staff for attending. He also
congratulated the new Police Officers and Fireman who recently took the oath of
office.
➢ Mayor Martin advised that she visited with the Chairman of the Tarrant County
Mayor's Council to request support for a change in legislation related to closing the
loophole that allows housing finance corporations outside of a City's jurisdictional
boundary, such as the Cameron County Housing Financing Corporation, from
designating property as tax-exempt. She advised that Euless City staff will speak at
the next Tarrant County Mayor's Council meeting to request support of the proposed
legislation.
➢ Mayor Martin announced that she attended the Grand Opening of Classic Chevrolet
on Saturday, April 6, 2024, and advised that the facility is beautiful. Additionally, she
reported that she, Assistant City Manager Wes Rhodes, Fire Chief Chanc Bennet,
Police Chief Mike Brown, and Fire Marshal Drew Washington were honored guests
at an event at the Gurdwara Sikh Sangat Temple, Sunday, April 7, 2024. Mayor
Martin expressed her appreciation to Mayor Pro Tem Price for representing the City
at the Youth in Government graduation held Monday, April 8, 2024, in her absence.
➢ Mayor Pro Tern Price advised he and Council Members Zimmer and Paudel attended
the Interfaith Iftar dinner hosted by State Representative Salman Bhojani on April 7,
2024.

➢ City Manager Loretta Getchell advised of several upcoming events:
• President's Volunteer Service Awards Ceremony, Monday, April 15, 2024, 7
to 8:30 p.m., City Hall Council Chambers;
• Euless Tongan Community Committee (ETCC) meeting, Wednesday, April
17, 2024, 6:30 to 8:30 p.m., City Hall Precouncil Conference Room;
• Hurst -Euless -Bedford Chamber of Commerce Golf Tournament, Thursday,
April 18, 2024, 8 a.m. to 3 p.m., Texas Star Golf Course;
• 6 Stones CPR Blitz, April 19 and 20, 2024,
• Trinity GAP (Girls Awareness Program) Club Walk-a-Thon, Saturday, April
20, 2024,. 10 a.m. to Noon, Trinity High School; and
• ETCC and City of Euless host the Tongan Prime Minister and Ambassador to
the United States, Monday April 22, 2024, 6:30 to 8:30 p.m., Texas Star
Conference Centre. Island Resiliency Conference in Dallas the following
day.
➢ City Manager Getchell reviewed the regular agenda.
Director of Public Works and Engineering Major Jones introduced Kenneth S. Tramm,
PhD, PE, PG, CHMM, Modern Geosciences, who presented a request for support of
a Municipal Setting Designation (MSD) for a site located in Grand Prairie, which will
be presented for City Council consideration at the April 23, 2024 meeting.
Mr. Tramm advised that the request is related to an approximately 7.5-acre project to
be located at 1201 and 1205 Avenue H East and 1152 Great Southwest Parkway,
located at the western edge of Grand Prairie. He reviewed the details of the MSD
and advised that the site development for the property will remain light
industrial/warehouse.
➢ Assistant City Manager Wes Rhodes introduced Robert Medigovich, Municipal
Accounts Manager, Community Waste Disposal (CWD).
Mr. Medigovich presented the CWD annual recycling report, which included statistics
related to residential recycling options, customer service inquiries, driver incidents
during 2023, and community partnerships.
Council Member Bynum inquired about CDW's process for disposing of batteries.
Mr. Medigovich advised that if batteries are collected, they are taken back to their
facility and provided to a suitable end user.
➢ Director of Parks and Community Services Duane Strawn advised that the Parks
Department staff partnered with the Mary Lib Saleh Euless Public Library staff to plan
and host the Total Eclipse at the Star event held on Monday, April 8, 2024, and the
event was well attended and successful.

City Manager Getchell recognized and expressed her appreciation to the City staff for
planning and hosting the event.
Assistant Director of Parks and Community Services Liz Johnson presented the Arbor
Daze update including a video recapping last year's event. She reviewed the revised
layout for the 2024 event and advised of new events and experiences for this year's
festival, including the addition of a drone show.
➢ Assistant Fire Chief Mark Williams presented a Fire Department update, including
total number of runs, new personnel, on -going training, structure fire update (905
West Ash Lane), construction progress of Fire Station No. 2, and Fire Marshal
activities for the first quarter of 2024.
➢ Director of Finance Janina Jewell presented a Financial report. She advised that car
rental tax collection was up one percent over the same period in the prior year and up
one percent year-to-date.
➢ Director of Public Works and Engineering Major Jones presented a Capital Project
update, including the water conservation plan review. Additionally, he advised that
the traffic signal timing plan for Mid Cities Boulevard and Harwood Road will begin
this month and is projected to be completed before the end of the school year. Glade
Road is also being reviewed and has a goal to be completed before the end of the
school year.
➢ Deputy City Manager Barker presented a Transportation update, including the
restriping of Highway 10, and advised he will be contacting the Texas Department of
Transportation (TxDOT) concerning the asphalt conditions along the State Highway
121 frontage roads.
CLOSED SESSION
Although posted, no closed session was held.
Mayor Martin recessed the precouncil meeting at 6:31 p.m.

Council Member Tim Stinneford led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Public Works and Engineering Major Jones introduced Field Tech III Tony
"Hayden" Steed. Hayden was accompanied by his son, Levi. Mayor Martin presented
Hayden with a service pin commemorating his five years of service with the City.
Assistant Police Chief Gary Landers introduced Senior Police Officer Vance Knowles.
Vance was accompanied by his family and members of the Police Department. Mayor
Martin presented Vance with a service pin commemorating his five years of service with
the City.
Library Director Sherry Knight introduced Senior Librarian Kelsea Ciavaglia. Kelsea was
accompanied by her husband, David, Library Board member, Barney,S.nitz, and members
of the Library staff. Mayor Martin presented Kelsea with a service pin commemorating
her five years of service with the City.
Fire Chief Chanc Bennett introduced Fire Captain/Paramedic Michael Hanks. Michael
was accompanied by his wife, Nicole, sons, Cason and Easton, daughter, McKenna,

grandparents, Sonny and Betty, mother, Margie, sister, Sarah, brother-in-law, Ryan,
uncle, Marney, aunt, Denise, and members of the Fire Department. Mayor Martin
presented Michael with a service pin commemorating his 20 years of service with the City.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Stinneford presented a proclamation proclaiming April 14 through 20,
2024, as Public Safety Telecommunicator Week. Euless Communication staff present to
receive proclamation were: Kym Pitman, Beverly Williams, and Bianca Ruiz.
ITEM NO. 3. PRESENTATION OF PROCLAMATION
Council Member Tompkins presented a proclamation to Director of Parks and Community
Services Duane Strawn proclaiming April 27, 2024, as Arbor Day. Mr. Strawn was
accompanied by Recreation Superintendent Alex Harvey.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
through 6.
Council Member Tompkins seconded the motion.

Tompkins, Bynum, Zimmer, and Paudel

Mayor Martin declared the motion carried.
ITEM NO. 4. APPROVED RESOLUTION NO 24-1654
Approved Resolution No. 24-1654, authorizing the City Manager to enter into a Multiple -
Use Agreement with the Texas Department of Transportation (TxDOT) for the installation
and operation of automated license place recognition cameras in TxDOT right of way.
ITEM NO. 5. APPROVED RENEWAL OF A JOB ORDER CONTRACT
Approved the renewal of a Job Order Contract with Payne Mechanical Services, 4116
South Carrier Parkway, Suite 280 PMB794, Grand Prairie, Texas, for HVAC system
comprehensive maintenance through The Interlocal Purchasing System (TIPS) Program.
The original TIPS contract was for a two-year term with the option to renew for three
additional one-year terms, and this renewal will be the second of those renewals. The
estimated expenditure is $85,000.

Mayor Martin announced that early voting for the May 4, 2024 General Election will begin
Monday, April 22, 2024, and will continue through Tuesday, April 30, 2024, at the Euless
Family Life Senior Center. She announced the candidates in the order they will appear
on the ballot.
