In the Fall of 1997, Mr. Al Patel requested the City of Euless participate in a drainage
project located along a tributary of Hurricane Creek south of S.H. 183, west of Wilshire
Drive, north of Wilshire Park and east of the Farr -Pacific Addition. The drainage project
was part of a proposed 27-acre multi -use development that required 1) the installation of
a large concrete box culvert and 2) the construction of a detention pond to reduce the
downstream drainage impact of the proposed development. The box culvert and pond
were estimated to cost in the $858,000 to $941,000 range, including the cost of pond
amenities such as docks and walking trails. In March 1998 the Office of Economic
Development recommended the City participate in the cost of the drainage project in an
amount between $300,000 and $400,000. This recommendation was based upon
estimated annual revenue to the City of $320,000 for a fully developed 27-acre site.
Mr. Patel's contractor has billed $899,000 to date for the box culvert and detention pond
work it has performed. Mr. Patel will realize additional costs to complete the conversion
of the detention pond to a retention pond that is adequate to hold fish.
The City has informed Mr. Patel it expects Mr. Patel to fulfill his obligation to excavate
the pond in accordance with a grading plan approved by the City without financial
assistance from the City. The contractor is expecting to begin that work before the first of
March.

A commitment has been made to the Wilshire Homeowners Association to complete the
pond with an amenities package that includes a walking trail, lighting, replacement trees,
bubbles and aerators, repaved parking areas and irrigation. Staff proposes to fulfill this
commitment in the following way.
Execute contracts for the installation of electrical and lighting, aerators and
bubblers, drainage improvements, slope stabilization, concrete trails and
sidewalks and railing and fencing. The cost of these contracts is expected to total
approximately $150,000. The proposed funding source is the Euless Development
Corporation contingency account. Please see the attached cost projection.
2. Participate in the cost of the box culvert drainage improvements in an amount up
to $250,000. The proposed funding source is the Drainage CIP's Hurricane Creek
line item, account 39-66-07-5235.
3. Install irrigation, landscape walls and sod and perform Wilshire Park parking lot
repair work with City forces. The material cost for these items is estimated at
$61,000 to be paid for out of the operating budgets of the Parks and Public Works
Departments. Please see the attached cost projection.
A final decision on this project is necessary, so we may proceed with construction
immediately upon completion of Mr. Patel's final work on the pond.
