HomeMy WebLinkAbout2024-05-14MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 14, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Pro Tern Eddie Price at 4:30 p.m. on Tuesday, May 14, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, and Harry Zimmer. Mayor Linda Martin was absent from the meeting. Council Member Tika Paudel was not present due to a scheduled absence. During the Precouncil meeting: ➢ Council Member Tompkins advised that he attended the Concert in the Park featuring "Lover' Taylor Swift Tribute Band, on Friday, May 10, 2024, and the concert was well attended. Additionally, he expressed his appreciation to the City staff who participated in the HEB Reads! Kickoff event held on Saturday, May 11, 2024, at Pennington Field. ➢ Council Member Bynum advised that he along with Council Member Zimmer attended the 6Stones Hungry for Hope fundraising luncheon today and enjoyed hearing from the guest speaker, Mike Singletary. ➢ City Manager Loretta Getchell advised of several upcoming events: • Senior Police Officer David M. Chaney retirement reception, Friday, May 17, 2024, 1:30 p.m., Municipal Courtroom; • Euless Citizen Fire Academy Alumni Association Steak Dinner fundraiser, Saturday, May 18, 2024, 4:30 to 7:30 p.m., Euless Family Life Senior Center; • Administrative Secretary I Tammy Renteria retirement reception, Friday, May 24, 2024, 2 p.m., City Hall Council Chambers; • Euless Employee Family Day at the Aquatic Park, Friday, May 24, 2024, 3 to 7 p.m., Euless Family Life Aquatic Park; • Senior Police Officer Robert Powell retirement reception, Friday, May 31, 2024, 1:30 p.m., Municipal Courtroom; and • City offices closed Monday, May 27, 2024, in observance of the Memorial Day Holiday. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Parks and Community Services Duane Strawn recognized Parks and Community Services staff and the responsibility they were tasked with in planning and executing the events. Assistant Director of Parks and Community Services Liz Johnson presented an Arbor Daze recap, including the Paul Bunyan Lumberjack show, the community art project, Council Minutes Page 2 of 9 May 14, 2024 the concessionaires, and Dunaway Associates, L.P. presence to encourage participation in the Parks and Open Space Master Plan. Additionally, she highlighted the positive feedback posted on social media and the success of the drone show. ➢ Assistant Director of Parks and Community Services Johnson presented a Parks and Community Services update. She highlighted the recent Concert in the Park held on Friday, May 10, 2024, at Glade Parks featuring "Lover" Taylor Swift Tribute Band, Wilshire Park renovations, Parks at Texas Star lighting upgrades, and advised that the Euless Employee Family Day at the Aquatic Park will be held Friday, May 24, 2024. City Manager Getchell provided an update on the temporary closure of the Euless Family Life Center. She advised that an electrical line had been compromised, resulting in a loss of power for the building and once necessary repairs are completed, the facility will open to the public. ➢ Director of Finance Janina Jewell presented a Financial report. She advised that sales tax collection for March 2024 was down 7.7 percent and up 2.4 percent year- to-date, and car rental tax collection was up 10 percent over the same period in the prior year and is up two percent year-to-date. ➢ Library Director Sherry Knight presented a HEB Reads! update and recognized the Euless Police, Fire, and Parks and Community Services staff for their support to ensure a successful event. Approximately 3,500 people attended the event, where each guest received a complimentary book sponsored by the Hurst -Euless -Bedford Rotary Club, the Hurst -Euless -Bedford Independent School District's retired employees, and the Peppa Pig Theme Park. Assistant Library Director Angela Jones presented a Library update, including the following services and events planned for the summer: • HEB Reads! Summer Reading Challenge; • Think Tank STEM & SWIM Tuesdays; • Weekly preschool classes; • Weekly elementary and teen activities; • Volunteer opportunities for 7th through 12th grade students; • Summer family programs and activities; and • End of Summer Bash, Saturday, August 2, 2024, 7 to 9 p.m., Euless Family Life Center Aquatic Park. ➢ Police Chief Mike Brown announced that in recognition of Peace Officers Memorial Day, a brief ceremony will be held at the 9/11 Memorial, Wednesday, May 15, 2024, 3 p.m. ➢ City Manager Getchell presented a Capital Projects update including the Police and Court facility renovations and the Parks and Texas Star signage. Council Minutes Page 3 of 9 May 14, 2024 CLOSED SESSION The City Council convened into closed session at 6:15 p.m. for deliberation regarding the following: The City Council reserves the right to adjourn into Closed Session at any time during the course of this meeting to consult with its attorney regarding any of the matters listed on the agenda, and to seek legal advice related to the Cameron County Housing Finance Corporation as authorized by Section 551.071 of the Texas Government Code. PLEDGES OF ALLEGIANCE Council Member Perry Bynum led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Mike Brown introduced Senior Police Officer Eric Fieilo. Eric was accompanied by his family and members of the Police Department. Mayor Pro Tern Price presented Eric with a service pin commemorating his 10 years of service with the City. Police Chief Brown introduced Lead Public Service Officer Kevin Daniel. Kevin was accompanied by his wife, Robin, and members of the Police Department. Mayor Pro Tern Price presented Kevin with a service pin commemorating his 30 years of service with the City. ITEM NO. 2. PRESENTATION OF PROCLAMATION Council Member Stinneford, presented a proclamation to Police Chief Mike Brown proclaiming May 12 through 18, 2024, as National Police Week. Chief Brown was accompanied by members of the Police Department. ITEM NO. 3. PRESENTATION OF PROCLAMATION Council Member Tompkins, presented a proclamation to Director of Public Works and Engineering Major Jones proclaiming May 19 through 25, 2024, as National Public Works Week. Mr. Jones was accompanied by members of the Public Works staff. CONSENT AGENDA (items 4 through 13) Mayor Pro Tern Price asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 4 through 13. Council Member Tompkins seconded the motion. AUTHORIZED PURCHASE OF EMERGENCY MEDICAL SUPPLIES Authorized the purchase of emergency medical supplies from Bound Tree Medical, LLC, 3221 East Arkansas Lane #145, Arlington, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $70,000. ITEM NO. 5. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract with GFC Contracting, 3816 Binz-Engleman Road, San Antonio, Texas, for restroom renovations at the Texas Star Conference Centre through the BuyBoard Purchasing Cooperative. The estimated expenditure is $213,835. ITEM NO. 6. APPROVED AWARD OF BID NO. 018-23 Approved award of Bid No. 018-23 for the FY 2023 Sanitary Sewer Rehabilitation Project to Douglas Dailey Construction, LLC, 2005 Bluff Springs Road, Farris, Texas, for the replacement of sanitary sewer mains located in Cedar Hill Estates South and the Trailwood Addition and authorized the City Manager to enter into a contract with Douglas Dailey Construction, LLC. The estimated expenditure is $3,606,129, and includes a seven percent owner -controlled contingency of $235,915. ITEM NO. 7. APPROVED AWARD OF BID NO. 002-24 Approved award of Bid No. 002-24 for the annual contract for concrete repairs as follows: • CAM-CRETE Contracting, Inc., 1118 Cashew Drive, Venus, Texas, as primary for flat work and tertiary for ADA ramps and curb repairs; • Tex -Pro Construction LLC., 2666 Quinn Street, Fort Worth, Texas, as secondary for flat work, ADA ramps, and curb repairs; • TJ Concrete, 3325 Panola Avenue, Fort Worth, Texas, as primary for ADA ramps and curb repairs and quaternary for flat work; and • Westhill Construction, 402 North Border Street, Cleburne, Texas, as tertiary for flat work and quaternary for ADA ramps and curb repairs. The contract award is for a period of one year with an option for four additional one-year renewals. The estimated expenditure is $500,000. ITEM NO. 8. APPROVED AWARD OF BID NO. 004-24 Approved award of Bid No. 004-24 for the purchase of ready -mix concrete from Cow Town Concrete, 3401 Bethlehem Avenue, Fort Worth, Texas. The contract award is for a period of one year with an option for three additional one-year renewals. The estimated expenditure is $150,000. Council Minutes Page 6 of 9 May 14, 2024 ITEM NO. 9. AUTHORIZED THE RENEWAL OF CONTRACT WITH KMP SERVICES, INC. DBA VINE GROUP, GRAPEVINE, TEXAS Authorized the renewal of contract with KMP Services, Inc. DBA Vine Group, Grapevine, Texas, for temporary hospitality support staff through an Interlocal Agreement with the City of Grand Prairie. This agreement will provide temporary staffing services on an as needed basis for the Texas Star Golf Course and Conference Centre. This request represents the third of four renewal options as granted in the original contract and will be valid through December 2024. The estimated expenditure is $292,900. ITEM NO. 10. AUTHORIZED THE PURCHASE OF MICROSOFT SOFTWARE LICENSES Authorized the purchase of Microsoft software licenses with the Microsoft Corporation through SHI Government Solutions, 3828 Pecana Trail, Austin, Texas, through the Texas Department of Information Resources (DIR) contract. This is the second annual payment of the three-year agreement. The estimated expenditure is $80,925.66. ITEM NO. 11. AUTHORIZED CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF EULESS AND FRONT-LINE MOBILE HEALTH Authorized the City Manager to execute a Professional Services Agreement between the City of Euless and Front -Line Mobile Health for health assessment services through the Interlocal Agreement with the City of Arlington, Texas. The initial term of the contract is May 14, 2024 through November 30, 2024, with the option of two one-year renewals. The estimated expenditure is $95,000. ITEM NO. 12. RATIFIED CITY MANAGER ACTION TO PROCEED WITH EMERGENCY REPAIRS RELATED TO THE CITY'S SANITARY SEWER DISTRIBUTION SYSTEM Ratified City Manager action to proceed with emergency repairs related to the City's sanitary sewer distribution system on Main Street from Alexander Lane to Huitt Lane. In accordance with Chapter 252.022 of the Texas Local Government Code, the repair is the result of unforeseen damage to public equipment, and the procurement is necessary to preserve the public health and protect the safety of the City's residents. Excel 4 Construction, Post Office Box 4739, Fort Worth, Texas, performed the work and the estimated expenditure is $101,585.46. ITEM NO. 13. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of April 23, 2024. Council Minutes Page 7 of 9 May 14, 2024 REGULAR AGENDA ITEM NO. 14. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT CASE NO. 24-05-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2382 Mayor Pro Tern Price opened the public hearing at 7:26 p.m. Director of Planning and Economic Development Michael Warrix presented the case to the City Council and advised that the applicant, OES Equipment, LLC, is seeking a Specific Use Permit (SUP) for a warehouse to be located at AL -KO Southwest Addition, Block A, Lot 1, 2300 State Highway 121. The Planning and Zoning Commission held a public hearing on April 16, 2024, and voted 7-0-0 to recommend approval of the SUP with the following conditions: 1. The Specific Use Permit is tied to the business name, OES Equipment; 2. The Specific Use Permit is tied to the business owner, OES Equipment, LLC; 3. Vehicles, equipment, and all other storage that is located in the rear yard must not extend over the height of the north and south fencing; and 4. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Trey Fricke, property owner, and Patrick McCown, Central Regional Leader, OES Equipment, LLC, were present to address any questions regarding the case. Mayor Pro Tern Price asked to hear from any proponents followed by opponents of the case. There being none, Mayor Pro Tern Price closed the public hearing at 7:30 p.m. In response to questions from Council Member Tompkins, Mr. McCown advised that the new concrete area at the front of the property will serve as extra parking space, not for storing products. Additionally, Mr. Fricke noted that concrete will also be added to the east side of the building for easier access to the docking bays. Council Member Bynum motioned to approve Ordinance No. 2382, authorizing the issuance of a Specific Use Permit for a warehouse to be located at AL -KO Southwest Addition, Block A, Lot 1, 2300 State Highway 121, in the 121 Gateway (TX-121) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Stinneford seconded the motion. CANVASSED THE RESULTS OF THE MAY 4, 2024 GENERAL ELECTION AND APPROVED RESOLUTION NO. 24-1658, CALLING FOR A RUNOFF ELECTION FOR PLACE FIVE OF THE EULESS CITY COUNCIL TO BE HELD ON JUNE 15, 2024 City Secretary/Chief Governance Officer Kim Sutter presented the results of the May 4, 2024 City Council General Election: TOTAL PERCENTAGE Place 5 Annabel Jones Eads 639 44.01 % Julius Handley IV 131 9.02% Joseph A. Robinson 498 34.30% Uzoma J. Duru Jr. 184 12.67% Undervotes 183 Place 6 Tika Paudel 1,145 100% Undervotes 490 TOTAL BALLOTS CAST: 1635 (4.69% voter turnout) Council Member Stinneford motioned to canvass the results of the May 4, 2024 General Election and approve Resolution No. 24-1658, calling a runoff election for Place Five of the Euless City Council to be held on June 15, 2024. Council Member Zimmer seconded the motion. Ayes: Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, and Zimmer Nays: None Mayor Pro Tern Price declared the motion carried. ITEM NO. 16. RECOGNITION OF COUNCIL MEMBER HARRY ZIMMER Mayor Pro Tern Price presented Council Member Harry Zimmer with a certificate and a memento in recognition of his dedicated service and countless volunteer hours. Council Member Zimmer was accompanied by his children, Tracy K. Brown and Travis Zimmer. Members of the City Council and City Manager Loretta Getchell expressed their appreciation and gratitude to Council Member Zimmer for his years of service.
