HomeMy WebLinkAbout2024-05-28MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, May 28, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, May 28, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, Harry Zimmer, and Tika Paudel. During the Precouncil meeting: ➢ Council Member Paudel expressed his appreciation to Police Chief Mike Brown for addressing a recent parking issue. ➢ Planning and Economic Development Director Michael Warrix introduced David Pendley who joined the City of Euless as the Building Official. Mr. Pendley previously served as the Chief Building Official for the City of North Richland Hills for 22 years. ➢ Deputy City Manager Chris Barker provided a storm update. He reported that staff from Code Compliance and Planning and Development have been surveying the damage, while Parks and Community Services and Public Works staff are removing fallen trees from roadways and public property. GIS Manager Nick Merritt has prepared a map to report and track damages, and the City has communicated with the residents regarding the status of trash and recycling pick up. Additionally, Fire Station's No. 1 and No. 3, along with the Euless Family Life Center, lost power and operated on generator power until electricity was restored. ➢ Deputy City Manager Barker reviewed the regular agenda. ➢ Assistant City Manager Wes Rhodes introduced Jeri Harwell, Municipal Services Manager, Republic Services. Ms. Harwell presented the 2023 annual report and reviewed the contractual services with the City. Additionally, she presented statistical information related to residential, commercial, and industrial tonnage, landfill usage by residents, community involvement, and reviewed other services offered to the residents. ➢ Police Chief Mike Brown introduced Captain Brenda Alvarado who presented a Code Enforcement update. Council Minutes Page 2 of 7 May 28, 2024 Captain Alvarado reviewed code cases, including residential and commercial cases, statistics related to Property Maintenance Inspections (PMI), Health Inspections, the Police department's ability to address the homeless population and encampments, and regulation of Rooming and Boarding properties. ➢ Director of Planning and Economic Development Warrix presented a Development update, including commercial and residential construction. ➢ Director of Finance Janina Jewell presented a Financial report for the period ending April 30, 2024. She advised that sales tax collection for March was down 6.2 percent and down 3.2 percent year-to-date, and car rental tax collection for rentals in March is up 10 percent over the same period in the prior year and is up two percent year-to- date. ➢ Deputy City Manager Barker presented a Capital Projects update and advised of the progress of the West Pipeline Road reconstruction project and the status of the Police and Court building addition and renovation project. ➢ Deputy City Manager Barker reminded the City Council of the retirement reception for Senior Police Officer Robert Powell, Friday, May 31, 2024,1:30 p.m., Municipal Courtroom, and wished Mayor Martin an early happy birthday. CLOSED SESSION Although posted, no closed session was held. Mayor Martin recessed the precouncil meeting at 6:38 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION OF CERTIFICATE OF ELECTION City Secretary/Chief Governance Officer Kim Sutter administered the Oath of Office to Tika Paudel, elected Council, Place 6. Mayor Martin presented Council Member Paudel with a Certificate of Election. ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JUNE 2024 Director of Finance Janina Jewell introduced Office Technician Kristine Ryan. Kristine was accompanied by her daughters, Sydney and Madison, members of the Finance department, and members of the Human Resources and Risk Management department. Mayor Martin presented Kristine with a plaque commemorating her selection as Employee of the Month for June 2024. ITEM NO. 3. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION AWARD Director of Finance Jewell announced that the City of Euless has been awarded the Certificate of Recognition for Budget Preparation from the Government Finance Officers Council Minutes Page 4 of 7 May 28, 2024 Association. The award is presented to those who have been instrumental in their government unit achieving a Distinguished Budget Presentation Award, and recognizes that the budget document is understandable to the community, acts as a planning document, and as a guide into the new budget year for staff. This is the 331d consecutive year the city has received the award. Ms. Jewell recognized the entire Finance Department, including Financial Services Manager Ross Fairclo, Budget/Treasury Manager Diana Ayala, and Office Technician Kristine Ryan who were present, for their assistance in the budget preparation process. Appreciation was also expressed to the Department Heads, City Manager's office, and the City Council for their guidance and assistance in preparing the City budget. CONSENT AGENDA (items 4 through 13) Mayor Martin asked Assistant City Manager Wes Rhodes to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 4 through 13. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 4. AUTHORIZED THE PURCHASE OF A FIRE STATION ALERTING SYSTEM FOR FIRE STATION NO. 2 Authorized the purchase of a fire station alerting system for Fire Station No. 2 from US Digital Designs, Inc., 1835 East Sixth Street, Suite #27, Tempe, Arizona, through the HGAC Cooperative Purchasing Program as approved in the Fire Station No. 2 Capital Improvements Program (CIP) budget. The estimated expenditure is $133,821.01. ITEM NO. 5. AUTHORIZED THE PURCHASE OF TWO HYBRID TRUCKS Authorized the purchase of two hybrid trucks from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative Program as approved in FY2023. APPROVED AWARD OF BID NO. 006-24 Approved award of Bid No. 006-24 for the construction of the Parks at Texas Star North archway entry sign to Mello Signs, 990 Haltom Road, Fort Worth, Texas. The estimated expenditure is $148,232. ITEM NO. 7. AUTHORIZED THE PURCHASE OF POLICE VEHICLE EQUIPMENT Authorized the purchase of police vehicle equipment from GT Distributors, Inc., 1124 New Meister Lane, Suite 100, Pflugerville, Texas, through the BuyBoard Purchasing Cooperative Program. The estimated expenditure is $64,883. ITEM NO. 8. APPROVED A CONTRACT FOR ROOFING PRODUCTS, SERVICES, AND JOB ORDER CONTRACTING Approved a contract with Garland/DBS, Inc., 3800 East 916t Street, Cleveland, Ohio, for roofing products, services, and job order contracting through Region 4 Educational Service Center/OMNIA Partners contract. The contract expires October 31, 2026, with the option for two one-year renewals. The budgeted expenditure is $135,000, and actual expenditures are made on an as needed basis. ITEM NO. 9. APPROVED A CONTRACT FOR ROOFING SYSTEM PRODUCTS AND SERVICES Approved a contract with Simon Roofing and Sheet Metal (SR Products), 1380 East Highland Road, Macedonia, Ohio, for roofing system, products, and services through the Interlocal Purchasing System (TIPS). The contract is for a two-year term with the option for three one-year renewals. The budgeted expenditure is $135,000, and actual expenditures are made on an as needed basis. ITEM NO. 10. APPROVED A CONTRACT FOR ROOFING SYSTEM PRODUCTS AND SERVICES Approved a contract with Castro Roofing of Texas, LLC., Dallas, Texas for roofing system repairs, products, and services through The Interlocal Purchasing System (TIPS). The contract is for a two-year term with the option for three one-year renewals. The budgeted expenditure is $135,000, and actual expenditures are made on an as needed basis. ITEM NO. 11. AUTHORIZED THE PURCHASE AND INSTALLATION OF PLAYGROUND EQUIPMENT Authorized the purchase and installation of playground equipment for Trailwood Park from Kraftsman Commercial Playgrounds and Water Parks, 19535 Haude Road, Spring, Texas, through the BuyBoard Purchasing Cooperative Program. ACCEPTED THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE SEMI-ANNUAL REPORT Accepted the Capital Improvements Advisory Committee (CIAC) Semi -Annual Report for the period of October 1, 2023 through March 31, 2024. ITEM NO. 13. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of May 14, 2024. REGULAR AGENDA ITEM NO. 14. APPROVED REQUEST FOR A TEMPORARY USE PERMIT NO. 24-02-CC Director of Planning and Economic Development Michael Warrix presented the case to the City Council and advised that the applicant, St. John the Baptist Greek Orthodox Church, is seeking a Temporary Use Permit for a garage sale to be held on the church grounds. Mr. Warrix reviewed the layout, signage, and parking arrangements. Additionally, he advised that the event will be held from Friday, July 26, 2024, through Saturday, July 27, 2024, 8 a.m. to 3 p.m., with set-up scheduled for Thursday, July 25, 2024, and tear -down on Sunday, July 28, 2024. Christy Andromalos, representing St. John the Baptist Greek Orthodox Church, was present to address any questions regarding the case. Mayor Pro Tern Price motioned to approve Temporary Use Permit No. 24-02-CC for a garage sale to be held on the grounds of the St. John the Baptist Greek Orthodox Church, Alexander -Cullum Addition, Lot 6R and 7, 303 Cullum Drive, beginning on Friday, July 26, 2024 through Saturday, July 27, 2024. Council Member Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 15. APPROVED BOARD AND COMMISSION APPOINTMENTS City Secretary/Chief Governance Officer Kim Sutter presented the item to the City Council and stated that with Council Member Harry Zimmer's decision to not seek re-election, the Council Minutes Page 7 of 7 May 28, 2024 City Council is advised to consider appointing a Council Member to complete the unexpired term. Council Member Tompkins motioned to appoint Mayor Linda Martin to the Crime Control and Prevention District Board with an expiring term of September 1, 2024. Council Member Zimmer seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, Zimmer, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 16.
