CALL TO ORDER A meeting of the Crime Control and Prevention District (CCPD) Board was called to order by President Ron Shields on Thursday, June 15, 2023, at 5:00 p.m. in the Mayor's Conference Room in City Hall, 201 North Ector Drive, Euless. Board members present: Citizen Member Ron Shields, President Citizen Member Rusty Brown, Vice President City Council Member Perry Bynum Mayor Pro Tern Eddie Price Citizen Member Mike Pruitt Council Member Jeremy Tompkins City Council Member Harry Zimmer Director of Finance Janina Jewell, Treasurer City Secretary Kim Sutter, Secretary Additional staff present: City Manager Loretta Getchell Deputy City Manager Chris Barker Assistant City Manager Wes Rhodes Police Chief Mike Brown Assistant Chief of Police Gary Landers Emergency Management Coordinator Suzanne Hendrickson ITEM 2. ELECTION OF OFFICERS Upon motion by Council Member Tompkins and second by Citizen Member Brown, Ron Shields was appointed to serve as the President. The motion carried by a unanimous vote. Upon motion by Citizen Member Pruitt and second by Council Member Tompkins, Rusty Brown was appointed to serve as Vice President of the Board. The motion carried by a unanimous vote. ITEM 3. APPROVED MINUTES OF JUNE 16, 2022 MEETING Upon motion by Council Member Zimmer and second by Citizen Member Pruitt, the minutes of the June 16, 2022, were approved by a unanimous vote. ITEM 4. ACCEPTED ANNUAL AUDIT FOR EULESS CRIME CONTROL AND PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30, 2022 CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 15. 2023 PAGE 2 Director of Finance Janina Jewell referred to the Annual Comprehensive Financial Report for Fiscal Year Ending September 30, 2022, for the City of Euless, which had been previously distributed. She advised that the external auditors, Weaver, L.L.P., conducted the audit and issued an Unmodified Opinion, which is the highest level of assurance that can be provided. Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the fiscal year: Revenues General sales tax and interest earnings $3 588,678 Total Expenditures Salary/benefits for 19 Officers and crime $3,036,400 prevention supplies and equipment Ending Fund Balance $2,536,425 Ms. Jewell advised that the ending fund balance exceeded the FY 2022 projected fund balance by $971,942 for the year, due mainly to stronger than expected sales tax collections. Upon motion by Citizen Member Brown and second by Council Member Tompkins, the audit for the Euless Crime Control and Prevention District budget for Fiscal Year 2022 was accepted by unanimous vote. ITEM 5. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR 2023-2024 President Shields opened the public hearing at 5:06 p.m. to receive input on the proposed Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2023-2024. Finance Director Jewell presented a summary of the current year's budget and reviewed the projected revenues and expenditures for Fiscal Year 2024. Finance Director Jewell presented the proposed Fiscal Year 2023-2024 budget. Beginning Fund Balance $2,086,840 Revenues Sales Tax, contractual receipts, and Interest earnings $3,532,168 Expenditures Salaries and benefits $2,904,552 (includes 20 positions) Operational expenses $341 732 CRIME CONTROL AND PREVENTION DISTRICT MINUTES JUNE 15, 2023 Capital Expenses (Radios) Total Expenditures Excess Revenue over Expenditures Ending Fund Balance Proposed use of Excess Reserves for Supplemental and Capital Estimated Ending Fund Balance (9-30-2024) Required Reserves (60 days) Excess Reserves PAGE 3, $150,045 $3,396,329 $500 $2,222,679 $1,414,450 $807,729 $558,383 $249,346 Police Chief Mike Brown reviewed and addressed questions related to the proposed capital and supplemental requests for fiscal year 2023-2024, which includes funding for the following: Supplemental Requests - Alternate Emergency Operation Center $500 Capital Requests - Cybersecurity Data Protection Program $142,000 - Alternate Emergency Operation Center $22,450 - Funding for Police Facility Remodel $1,250,000 Total $1,414,450 President Shields asked for any comments from the audience. There being no one requesting to speak, President Shields closed the public hearing at 5:31 p.m. ITEM 6. APPROVED EULESS CRIME CONTROL AND PREVENTION DISTRICT BUDGET FOR FISCAL YEAR 2023-2024 Upon motion by Citizen Member Pruitt and second by Citizen Member Brown, the Crime Control and Prevention District Budget for Fiscal Year 2023-2024 was approved as presented by unanimous vote. ITEM 7.
