HomeMy WebLinkAbout2024-06-11MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, June 11, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, June 11, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum, and Tika Paudel. Council Member Harry Zimmer was absent from the meeting. During the Precouncil meeting: ➢ Mayor Pro Tern Price advised that he represented the City of Euless at the Royal Dinner held in honor of Her Royal Highness Queen Consort Sylvia Nagginda, the Nnaabagereka of Buganda Kingdom, Uganda, on Saturday, June 8, 2024, at the Texas Star Conference Centre. ➢ Council Member Paudel expressed his appreciation to Deputy City Manager Chris Barker for speaking with the Nepali Cultural and Spiritual Center Committee. Additionally, he recognized Assistant City Manager Wes Rhodes and Director of Parks and Community Services Duane Strawn for allowing a local volleyball club to hold their annual players' picnic at Bob Eden Park. The club was unable to use their originally scheduled location in Grapevine due to park closures caused by the recent storms. ➢ Council Member Bynum expressed his appreciation to Assistant City Manager Rhodes and Deputy City Manager Barker for their assistance to ensure that Republic Services was able to service the Trailwood subdivision following the recent storms. City Manager Loretta Getchell advised that collections will continue and residents are encouraged to leave trash and debris at the curb and it will be picked up as soon as possible. ➢ Mayor Martin advised that Tarrant County and State Representative Giovanni Capriglione, Texas House District 98, have offered their assistance with the removal of fallen trees and scattered debris following the recent severe thunderstorms. ➢ City Secretary/Chief Governance Officer Kim Sutter advised that early voting for the run-off election ends today and Election Day is Saturday, June 15, 2024. ➢ City Manager Getchell advised of the need to increase menu prices for Raven's Grille due to rising product costs. ➢ City Manager Getchell reviewed the regular agenda. Council Minutes Page 2 of 8 June 11, 2024 ➢ Police Chief Mike Brown introduced Detective Justin Coffee, Detective David Norvell, Sergeant Edgar Hurtado, Captain Brandon Zachary, and Corporal Bill Norwood with the Criminal Investigation Division. Detective Norvell presented an overview of the Crimes Against Persons Unit, including unit staffing, an investigative case update involving recent robberies of several area Cash Stores, collaborations with local Police Departments, and review of tools used to aid in investigations. ➢ Assistant Director of Planning and Economic Development Lisa Payne presented a Development update and advised that Scenthound, a dog grooming business, will be applying for a specific use permit to operate at the Shops at Vineyard Village within the 121 Gateway (TX-121) zoning district. The Planning and Zoning Commission will review the case in July, followed by consideration by the City Council in August. ➢ Director of Finance Janina Jewell presented a Financial report. She advised that car rental tax collection for rentals in April was up 38 percent when compared to the same period in the prior year and is up six percent year-to-date. ➢ City Manager Getchell presented the Transportation update. She advised that staff worked with the North Central Texas Council of Government and Tarrant County to coordinate traffic signals timings in the City and is planning a follow-up meeting to address further timing concerns. She asked that the City Council report any concerns to staff for review. CLOSED SESSION Although posted, no closed session was held. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Director of Public Works and Engineering Major Jones introduced Field Tech II Michael Prough. Michael was accompanied by his wife, Megan, friend, Kayleigh, and members of the Public Works Department. Mayor Martin presented Michael with a service pin commemorating his five years of service with the City. Director of Parks and Community Services Duane Strawn introduced Recreation Superintendent Alexander Harvey. Alexander was accompanied by his girlfriend, Adrianna, parents, Sheryl and Scott, grandmother, Pat, and members of the Parks and Community Services Department. Mayor Martin presented Alexander with a service pin commemorating his five years of service with the City. Fire Chief Chanc Bennett introduced Driver/Engineer Daniel "Danny" Flores. Danny was accompanied by his wife, Yasemin, and sons, Zane and Noah, and members of the Fire Department. Mayor Martin presented Danny with a service pin commemorating his 10 years of service with the City. Council Minutes Page 4 of 8 June 11, 2024 Fire Chief Chanc Bennett introduced Firefighter II/Paramedic Ryan Van Noy. Ryan was accompanied by members of the Fire Department. Mayor Martin presented Ryan with a service pin commemorating his 10 years of service with the City. City Manager Loretta Getchell introduced Deputy City Manager Chris Barker. Chris was accompanied by his wife, Lissa and daughter, Anna. Mayor Martin presented Chris with a service pin and clock commemorating his 25 years of service with the City. Police Chief Mike Brown introduced Police Captain Wayne Pavlik. Wayne was accompanied by his wife, Charlotte, grandchildren, Aubrey, Blake, and Wesley, and members of the Police Department. Mayor Martin presented Wayne with a service pin commemorating his 35 years of service with the City. ITEM NO. 2. PRESENTATION OF SCHOLARSHIP TO ELLA ZACHARY City Manager Loretta Getchell recognized Ella Zachary as the recipient of a scholarship awarded by an anonymous donor to a City of Euless employee's child and presented her with a one -thousand -dollar scholarship. Ella was accompanied by her parents, Susan and Brandon. ITEM NO. 3. PRESENTATION OF JULIE K. FREEMAN MEMORIAL SCHOLARSHIP TO ELLA ZACHARY AND CAITLYN GILLIAM Bob Freeman, former Deputy City Manager, recognized Ella Zachary as a recipient of a scholarship awarded in memory of Julie K. Freeman to a City of Euless employee's child and presented her with a one -thousand -dollar scholarship. Ella was accompanied by her parents, Susan and Brandon. Mr. Freeman also recognized Caitlyn Gilliam as a recipient of a scholarship awarded in memory of Julie K. Freeman to a City of Euless employee's child and present her with a one -thousand -dollar scholarship. Caitlyn was accompanied by her parents, Lyn and Chris, and her grandmother, Debby. CONSENT AGENDA (items 4 throuph 8) Mayor Martin asked Deputy City Manager Barker to read each item into the record. Council Minutes Page 5 of 8 June 11, 2024 ytmyiIL1 Cox, lA AUTHORIZED THE PURCHASE OF NETWORK HARDWARE AND SOFTWARE Authorized the purchase of replacement networking hardware from Computer Discount Warehouse (CDW-G), 5908 Headquarters Drive, Suite 400, Plano, Texas, through multiple State of Texas and cooperative purchasing contracts as approved in the FY 2024 budget. The estimated expenditure is $200,000. ITEM NO. 5. AUTHORIZED THE PURCHASE OF DATA CABLING SUPPLIES AND SERVICES Authorized the purchase of structured data cabling supplies and services from Cingl Telecommunications, LLC, 4322 North Belt Line Road, Irving, Texas, through the City of Hurst contract (RFP 23-005) as approved in the FY 2024 budget. The estimated expenditure is $50,000. ITEM NO. 6. AUTHORIZED THE PURCHASE OF A POLICE PATROL VEHICLE Authorized the purchase of one mid -size police patrol vehicle from Sam Pack's Five Star Ford, 1635 South Interstate 35E, Carrollton, Texas, through the Texas Smart Buy Contract. The estimated expenditure is $51,625. ITEM NO. 7. AWARDED BID NO. 007-24 Approved award of Bid No. 007-24 for material testing to ECS Southwest, 3033 Kellway Drive, Suite 110, Carrollton, Texas, as primary service provider and Team Services, 4087 Shilling Way, Dallas, Texas, as secondary service provider. The estimated expenditure is $250,000. ITEM NO. 8. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of May 28, 2024. REGULAR AGENDA ITEM NO. 9. AWARDED COMPETITIVE SEALED PROPOSAL Deputy City Manager Barker advised that the City of Euless recently issued a Request for Competitive Sealed Proposals (RFCSP) for the construction of the Euless Police Department and Courts addition and alterations located at 1102 West Euless Boulevard. The RFCSP included all materials, services, and labor necessary for the complete construction of an approximately 26,000 square foot addition to, and 41,710 square foot of renovation/alteration of, the existing police station and court, including associated site work as identified and detailed in the construction plans designed by the City's architectural firm, Oxley Williams Tharp (OWT). Council Minutes Page 6 of 8 June 11, 2024 As part of the RFCSP, the City declared its intent to award the construction project in accordance with Subchapter D of Chapter 2269, Texas Government Code -Competitive Sealed Proposal Method. The City received and opened proposals from four different offerors on May 16, 2024, and has determined Modern Contractors Inc., 4149 Bedford Road, Bedford, Texas, to be the best value proposal. City staff worked with Modern Contractors Inc. to negotiate a satisfactory contract. The results of that process are that the bid of $17,197,000 has been modified by an increase of $1,275,000 to a recommended contract award amount of $18,472,000. These modifications resulted from the recommended acceptance of RFCSP Alternate Bid Item numbers 1 through 5. Those Items are as follows: • Alternate No. 1-Second Floor Addition Shell $350,000 • Alternate No. 2-Second Floor Addition Finish Out $295,000 • Alternate No. 3-R/R Existing Covered Parking $130,000 • Alternate No. 4-Re-Roof Existing Building $700,000 • Alternate No. 5-Unoccupied Building Reduction ($200.000) Total: $1,275,000 Anil Jacob, President, Modern Contractors Inc., was present to address any questions regarding the item. Council Member Bynum motioned to approve Request for Competitive Sealed Proposal (RFCSP) No. 003-24 for the construction of the Euless Police Department and Courts addition and alterations in the amount of $18,472,000, authorize an owner controlled contingency not to exceed $1,729,000, and authorize the City Manager to enter into a construction contract with Modern Contractors Inc. Mayor Pro Tern Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. APPROVED SITE PLAN NO. 23-12-SP Assistant Director of Planning and Economic Development Lisa Payne presented the item to the City Council and advised that the applicant, Bassam Al Noubani, is seeking approval for a 4,016 square foot retail shell building on a 0.326-acre lot located at Farmingdale Center Addition, Block A, Lot 2R, 608 North Main Street, in the Community Business (C-2) zoning district. Ms. Payne reviewed the site access, parking, landscaping, lighting, building materials, and elevations. The Planning and Zoning commission considered the site plan at their regular meeting on May 21, 2024, and voted 6-0-0 to recommend approval. Council Minutes Page 7 of 8 June 11, 2024 In response to Council Member Tompkins' question, Ms. Payne stated that the City has the authority to require a business owner to replace any landscaping if it dies. Council Member Paudel motioned to approve Site Plan No. 23-12-SP for a 4,016 square foot retail shell building to be located at Farmingdale Center Addition, Block A, Lot 2R, 608 North Main Street in the Community Business (C-2) zoning district. Council Member Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Price, Council Members Stinneford, Tompkins, Bynum, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 11. Groves Survey, Abstract 599, Tract 3C1, 3030 South Pipeline Road, in the Texas Highway 10 Multi -Use (TX-10) zoning district. Ms. Payne reviewed the site access, parking, landscaping, lighting, building materials, and elevations. The Planning and Zoning cornmission considered the,site plan at their regular meeting on May 21, 2024, and voted 6-0-0 to recommend approval. Council Member Tompkins motioned to approve Site Plan No. 24-01-SP for a 3,200 square foot building to house an automotive repair business to be located at John A. PUBLIC COMMENTS Alex Jacob, Vice President, Modern Contractors Inc., expressed his appreciation to the Council for their confidence and support of Modern Contractors, Inc. when contracting with the City for services.
