HomeMy WebLinkAbout94-856 06-14-1994RESOLUTION NO. 94 -856 A RESOLUTION AUTHORIZING PARTICIPATION IN THE OZONE ADVISORY PROGRAM OF THE NORTH TEXAS CLEAN AIR COALITION. WHEREAS, the Counties of Collin, Dallas, Denton and Tarrant have been designated nonattainment for the pollutant ozone by the Clean Air Act Amendments of 1990 for excessively exceeding the National Ambient Air Quality Standard for ozone and must attain the standard set setforth by 1996; and, WHEREAS, the City of Euless recognizes that clean air is vital to the economic growth and health of the City and region; and, WHEREAS, the North Texas Clean Air Coalition has initiated an Ozone Advisory Program aimed at reducing the frequency and severity of exceedences of the federal ozone standard in the four - county nonattainment area; and, WHEREAS, the North Central Texas Council of Governments has requested public sector leadership in the Ozone Advisory Program; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: Section 1 That the City of Euless is authorized to participate in the Ozone Advisory Program and, as such, may voluntarily execute those related activities listed in Attachment 1 to this Resolution. Section 2 That the Citizens of Euless are encouraged to participate in the Ozone Advisory Program by executing those related activities listed in Attachment 2 to this Resolution. Section 3 That this resolution shall be in effect immediately upon its adoption. Attachment 1 Ozone Advisory Activities Endorsed by the City of Euless 1. Ride transit or car pal, adjusting commute times for this activity as necessary. Carpal matching services can be provided to increase convenient commute options. 2. Bicycle or walk to work. Encourage building management to provided bicycle devices on the property for locking bicycles and encourage employers to permit casual attire. Where possible, provide locker and shower facilities. 3. Depending upon agency policies, delay arrival times until 10 a.m. making up lost hours in same work week, work at nearby satellite locations, or work at home communicating by phone or computer. 4. Limit your driving. Bring your lunch to work, rideshare to essential meetings and delay nonessential errands until the following day. Avoid excessive idling in bank and fast food drive- through lines. 5. Preestablish car pal matching options for agency committee members and notify them of an Ozone Advisory. 6. Schedule summertime meetings in the afternoon. During an Ozone Advisory, reschedule small, noncritical, morning meetings when possible. 7. Avoid refueling your vehicle during an Ozone Advisory. If you must, do so in the late afternoon or evening, especially for public sector fleet vehicles. Choose service stations with modern fuel nozzles (i.e. Stage II equipment). 8. Do not mow your lawn during an Ozone Advisory. Encourage building management and /or city services to delay lawn maintenance until after 10 a.m. Convert landscapes to low- maintenance plantings. 9. Drive your most fuel efficient vehicle when possible. When ridesharing, leave unused vehicles in a garage to reduce evaporative emissions. 10. Avoid the use of solvents, solvent -based paints, degreasers, or lighter fluid. 11. Roadway construction lane closures should be delayed until after 10 a.m. when possible. 12. Appoint a coordinator to notify employees of an Ozone Advisory and to monitor agency program effectiveness. 13. Avoid recreational motor boats, trail bikes, and small engine uses. Attachment 2 10 Top Steps to "Clear the Air" 1. Limit your driving. Try not to drive before 10 a.m., and for short trips think about riding your bicycle or walking. On Ozone Alert days car pool or ride the bus. Reduced fares and free bus rides may be available on these days. 2. Minimize cold starts by combining trips. Most vehicle emissions occur in the first few minutes of engine operation. 3. Avoid jack rabbit acceleration. It uses more fuel than your car engine can efficiently burn. 4. Avoid excessive idling. Drive during off -peak hours to avoid congested traffic. Avoid highway construction projects and lines at drive - through windows. 5. Drive your lowest emission vehicle. Usually your newest or most fuel - efficient car. 6. Refuel carefully and in the evening when it's cooler. Avoid spilling gasoline, don't top off the tank and check to make sure your gas cap seals properly. 7. Maintain your vehicle according to the manufacturer's engine tuneup and emission control standards. Get a summer tuneup. 8. Keep your car in the garage when it's not in use. This reduces the day -night temperature swings that can cause gasoline vapors to escape from your tank into the atmosphere. 9. Don't mow your lawn or use gas - powered lawn equipment in the morning on Ozone Alert Days. And keep your equipment in top running condition. Lawn - care machines produce more pollution than you might think... one hour of operation equals about 50 miles of car driving. 10. Limit your chores on Ozone Alert days. Try not to use solvent -based paints, degreasers or lighter fluids. APPROVED AND ADOPTED at a regular meeting of the City Council of the City of Euless, Texas, on the 14th day of June, 1994, by a vote of 7 ayes, 0 nays and 0 abstentions.
