WHEREAS, the City of Euless and the Hurst - Euless- Bedford Independent School District
have resolved to conduct joint elections pursuant to the provisions of the Texas Election
Code, and
WHEREAS, the laws of the State of Texas and the Charter of the City of Euless, provide
that on May 6, 1995, there shall be elected the following officials for the City:
Council Member, Place One, for a three -year term
Council Member, Place Three, for a three -year term
and the following members of the School District Board of Trustees:
Trustee Member, Place Three
Trustee Member, Place Four
Trustee Member, Place Five
WHEREAS, the City of Euless is conducting a special election on May 6, 1995, to adopt
or reject the following ballot propositions to amend the existing Charter of the City of
Euless:
PROPOSITION NO. 1
Article IV of the City of Euless Charter shall be amended to provide that the
minimum number of signatures required on a petition for initiative, referendum or
recall shall be equal in number to three percent (3 %) of the number of registered
voters who resided in the City of Euless at the time of the last regular municipal
election of the City of Euless.

PROPOSITION NO. 2
Article XI, Section 3 of the City of Euless Charter, pertaining to the publication of
ordinances granting, amending, renewing or extending franchises for public
utilities, shall be amended to conform the provisions thereof to State law.

PROPOSITION NO. 3
Article III, Section 3 of the City of Euless Charter shall be amended to make the
residency language of the candidate's application consistent with the qualifications
for public office set forth in Article II, Section 2 of the Charter, by clarifying that a
candidate must have been a resident of the City of Euless for at least one year
preceding the date of election.

PROPOSITION NO. 4
Article II of the City of Euless Charter shall be amended to correct grammatical
errors therein.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EULESS, TEXAS, THAT:
SECTION 1
Early voting by personal appearance for the City Council, the Hurst - Euless- Bedford
Independent School District Board of Trustees, and the proposed charter amendments
will be conducted at the City of Euless Midway Recreation Center, 300 West Midway
Drive, Euless, Texas, between the hours of 8:00 a.m. and 5:00 p.m., Monday through
Friday, beginning April 17, 1995, and ending May 2, 1995, and Saturday, April 22, 1995,
between the hours of 9:00 a.m. through 5:00 p.m. Applications for ballots by mail for the
Euless City Council Election and Special Charter Election shall be mailed to Susan Crim,
City Secretary, at the City of Euless Administration Building, 201 North Ector Drive,
Euless, Texas, 76039, to be received no later than 5:00 p.m., April 28, 1995.
Applications for ballots by mail for the School Trustee Election shall be mailed to Elo E.
Nohavitza, Early Voting Clerk, at HEB ISD Administration Building, 1849 Central Drive,
Bedford, Texas, 76022, to be received no later than 5:00 p.m., April 28, 1995.
SECTION 2
Voting on Election Day, May 6, 1995, shall be conducted at two polling places, Bear
Creek Elementary School, 401 Bear Creek Drive, Euless, Texas, and the City of Euless
Midway Park Recreation Center, 300 West Midway Drive, Euless, Texas, between the
hours of 7:00 a.m. and 7:00 p.m. Registered voters living in County Precincts 3036,
3160, 3183, 3247, 3329, 3335, 3336, 3391, 3414, 3432, 3511, and the portion of precinct
3457 that is within the City of Euless limits and within the Hurst - Euless- Bedford
Independent School District and precincts 2442, 3388, 3455 and 3456 that are not within
the City of Euless, but are within the Hurst - Euless- Bedford Independent School District

will vote at Midway Recreation Center, 300 West Midway Drive, Euless, Texas.
Registered voters living in County Precincts 3216, 3389 and the portions of 3322, 3390
and 3457 that are in the City of Euless limits and within the Grapevine - Colleyville
Independent School District will vote at Bear Creek Elementary School, 401 Bear Creek
Drive, Euless, Texas.
SECTION 3
The following named persons are hereby appointed officers for said elections:
Midway Park Recreation Center: Election Judge Barbara Girouard
Alternate Judge Mary Smith
Bear Creek Elementary School: Election Judge Kim Collins
Alternate Judge Martha Burleson
Early Voting Ballot Board: Judge Martha Burleson
The Presiding Election Judge for each precinct shall appoint not Tess than two nor more
than ten qualified election clerks to serve and assist in conducting said election; provided,
that if the Presiding Judge actually serves as expected, the Alternate Presiding Judge
shall serve as one of the clerks. The Early Voting Ballot Board Judge shall appoint two
other members to the Early Voting Ballot Board. All appointments shall be in accordance
with the terms and provisions of the Texas Election Code. Election judges and clerks
shall be compensated for services rendered at a precinct polling place at an hourly rate
of $6 per hour.
ADOPTED at a regular meeting of the Euless City Council on the 28th day of March,
1995, by a vote of 7 ayes, 0 nays, and o abstentions.
