HomeMy WebLinkAbout95-897 TABLEDRESOLUTION NO. 95 -897 RESOLUTION IN SUPPORT OF MAINTAINING NAVAL AIR STATION FORT WORTH JOINT RESERVE BASE WHEREAS, The establishment of joint, master reserve and guard bases complements and enhances the U.S Department of Defense's ability to implement its joint military operations strategy, a strategy designed to allow the U.S. to respond to a crisis anywhere in the world rapidly and effectively; and, WHEREAS, The 1993 Defense Base Closure and Realignment Commission agreed with the Department of Defense to Convert the former Carswell Air Force Base in Fort Worth, Texas into a multi- service reserve force base; and, WHEREAS, The 1993 decision was based, in part, on the ready availability of Carswell and its support facilities, the reduced cost of operating a multi- service military forces at a single former military facility and the superior recruiting opportunities offered to the services by being located in the vast Fort Worth/Dallas Metropolitan area; and, WHEREAS, Naval Air Station Fort Worth Joint Reserve Base is occupied by the Naval and Marine Corps Reserves, the U.S. Air Force Reserve and the Texas Air National Guard, an arrangement which provides significant operational savings to the Defense Department as well as to the State of Texas while increasing the quality of training and the readiness of these troops; and, WHEREAS, A proposal to realign the U.S. Air Force 301st Tactical Fighter Wing (TFW) to another location and retain the remaining services at the Carswell Air Reserve Station will increase the Defense Department's overall operating expenses, while reducing the effectiveness of the Air Force reserve unit's training and its recruiting ability; and, WHEREAS, The realignment of the Carswell Air Reserve Station's reserve elements would have an adverse affect on the operating effectiveness of all Naval Air Station Fort Worth military units and would greatly diminish or destroy the concept of joint reserve operations; and, WHEREAS, The Fort Worth /Dallas area has strongly supported base closure and realignment efforts the past five years, putting national interests ahead of local benefits when Carswell Air Force Base was selected for closure, and, through the tireless efforts of the citizens of Fort Worth /Dallas, invested significant community dollars and time into redeveloping Carswell into a model joint military base. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: The 1995 Defense Base Closure and Realignment Commission to recognize the valuable role that the Naval Air Station Fort Worth Joint Reserve Base plays in the defense of our nation and the readiness of its reserve forces by maintaining, at a minimum, the current deployment of units at the facility; and, BE IT FURTHER RESOLVED, The City of Euless urges the Defense Base Closure and Realignment Commission to remove Naval Air Station Fort Worth and the U.S. Air Force Reserve's 301st Tactical Fighter Wing from consideration for base closure and realignment and to support and prefect the joint reserve and guard base concept. ADOPTED at a regular meeting of the Euless City Council on the 23rd day of May, 1995, by a vote of — ayes, nays, and abstentions.
