EULESS CITY COUNCIL
Tuesday, June 25, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, June 25, 2024, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Eddie Price, Council Members Tim Stinneford, Jeremy Tompkins, Perry Bynum,
Annabel Eads, and Tika Paudel.
During the Precouncil meeting:
➢ Mayor Martin welcomed Council Member Annabel Eads who was recently elected to
the City Council. Council Member Eads expressed her appreciation and shared some
details about her personal and professional background.
➢ Council Member Tompkins advised that he has attended several library events, which
he found to be fantastic and of high quality. Additionally, he advised that he attended
the awards program for the Euless Junior Fire Academy and advised that one of the
participants received the first annual "Betty Priddy Junior Firefighter of the Year"
award in honor of Betty Priddy, a long-time resident, volunteer, and supporter of the
City.
➢ City Secretary/Chief Governance Officer Kim Sutter advised that a special called
meeting was held at 4 p.m. to canvass the results of the June 15, 2024 City Council
Runoff Election. The official statement and oath was administered to Council Member
elect Annabel Eads following the meeting.
➢ City Attorney Wayne Olson introduced Elizabeth Yelverton, Associate Attorney,
Taylor Olson Adkins Sralla and Elam, LLP (TOASE).
➢ City Manager Loretta Getchell advised the City Council of the need to complete the
annual Cyber Security training by the end of August. Additionally, she advised that
Dave & Busters will host a grand -reopening and ribbon cutting event, Friday, June 28,
2024, 9 a.m., Glade Parks.
➢ City Manager Getchell reviewed the regular agenda.
➢ Director of Public Works and Engineering Major Jones presented an Animal Services
update including staffing updates, service call statistics, community outreach and
engagement activities, and the implementation of a volunteer management software.
➢ Director of Human Resources and Risk Management Heather Moorhead presented a
Human Resources update including staff introductions and responsibilities, current

projects, employee engagement opportunities, and the role and responsibilities of
Human Resources as it relates to labor laws compliance.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update, including commercial and residential development.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
May 31, 2024. She advised that sales tax collection for April was up 17 percent and
down one-half percent year-to-date.
CLOSED SESSION
The City Council convened into closed session at 6:17 p.m. for deliberation regarding the
following:
Concerning personnel matters as authorized by Section 551.074 of the Texas
Government Code related to:
• Zoning Board of Adjustment
The City Council reserves the right to adjourn into Closed Session at any time during the
course of this meeting to consult with its attorney regarding DFW Airport v. Turo, Inc. and
any of the matters listed on the agenda, as authorized by Section 551.071 of the Texas
Government Code.
Mayor Martin recessed the closed session at 6:44 p.m.

ITEM NO. 1 ADMINISTRATION OF OATH OF OFFICE AND PRESENTATION
OF CERTIFICATE OF ELECTION
City Secretary/Chief Governance Officer Kim Sutter administered the Oath of Office to
Annabel Eads, elected Council, Place 5. Mayor Martin presented Council Member Eads
with a Certificate of Election.
ITEM NO. 2. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JULY
2024
Director of Parks and Community Services Duane Strawn introduced Recreation
Programs Specialist Holden Garner. Holden was accompanied by his wife, Savannah,
parents, Natalie and Greg, brother, Hayden, sister, Reese, grandparents, Sherry and
Nathan, aunt, Heather, and members of the Parks and Community Services Department.

Mayor Martin presented Holden with a plaque commemorating his selection as Employee
of the Month for July 2024.
ITEM NO. 3. PRESENTATION OF EMPLOYEE SERVICE PINS
Police Chief Mike Brown introduced Dispatcher Cynthia Pena. Cynthia was accompanied
by members of the Police Department. Mayor Martin presented Cynthia with a service
pin commemorating her 20 years of service with the City.
Police Chief Brown introduced Senior Police Corporal Robert Provost. Robert was
accompanied by members of the Police Department. Mayor Martin presented Robert
with a service pin commemorating his 20 years of service with the City.
ITEM NO. 4. PRESENTATION OF MUNICIPAL CLERK'S OFFICE
ACHIEVEMENT OF EXCELLENCE AWARD
Alicia Richardson, President Elect, Texas Municipal Clerk's Association, Inc., presented
City Secretary/Chief Governance Officer Kim Sutter and members of the City Secretary's
Office with the Municipal Clerk's Office Achievement of Excellence Award, recognizing
excellence in the effective and efficient management of resources in the Municipal Clerk's
Office. The Euless City Secretary's Office is one of ten inaugural year recipients to earn
the distinction for three consecutive award cycles.
ITEM NO. 5. PRESENTATION OF PROCLAMATION
Council Member Tompkins presented a proclamation proclaiming July 2024 as Parks and
Recreation Month to Director of Parks and Community Services Duane Strawn. Mr.
Strawn was accompanied by members of the Parks and Community Services
Department.
ITEM NO. 6. SELECTION OF MAYOR PRO TEM
Mayor Pro Tem Price motioned to nominate Council Member Paudel to serve as Mayor
Pro Tem.
Council Member Stinneford seconded the motion.

ITEM NO. 7. APPROVED RESOLUTION NO. 24-1659
Approved Resolution No. 24-1659, approving a Joint Resolution with the City of Hurst
and the City of Bedford authorizing the respective Cities' staff to pursue a statutory
amendment to Texas Local Government Code Chapter 394 regarding housing finance
corporations in municipalities and counties.
ITEM NO. 8. APPROVED CONTRACT EXTENSION PER REQUEST FOR
PROPOSAL NO. 011-20
Approved renewal of Request for Proposal (RFP) No. 011-20 for independent audit
services to Weaver and Tidwell, L.L.P., 2300 North Field Street, Suite 100, Dallas, Texas,
for the audit of the City of Euless and Euless Development Corporation financial records
for Fiscal Year 2024. This is the second and final of the two additional one-year renewal
options. The estimated expenditure is $74,500.
ITEM NO. 9. APPROVED AWARD OF BID NO. 011-24
Approved award of Bid No. 011-24 to Pace Construction, 1904 Thornberry Drive, Melissa,
Texas, for landscape and irrigation system installation at the Parks at Texas Star North,
along Highland Drive. The estimated expenditure is $98,000.

Approved City Council minutes of the precouncil and regular meeting of June 11, 2024,
and the special called meeting of June 13, 2024.
REGULAR AGENDA
ITEM NO. 11. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
CASE NO. 24-06-SUP AND CONSIDER FIRST AND FINAL
READING OF ORDINANCE NO. 2383
Mayor Martin opened the public hearing at 7:24 p.m.

Director of Planning and Economic Development Michael Warrix presented the case to
the City Council and advised that the applicant, Resla, is seeking a Specific Use Permit
(SUP) for a passenger car rental business to be located at Glade Parks Addition, Block
K, Lot 1, 2901 Rio Grande Boulevard. The Planning and Zoning Commission held a
public hearing on May 21, 2024, and voted 6-0-0 to recommend approval of the SUP with
the following conditions:
1. The Specific Use Permit is tied to the business name, Premiere Luxury Rental
Cars LLC dba Resla.com;
2. The Specific Use Permit is tied to the business owner, Premiere Luxury Rental
Cars LLC dba Resla.com;
3. The business shall register with the appropriate state agency for the collection of
car rental taxes and other applicable taxes;
4. The Resla brand name may be painted on each of the 20 parking spaces that are
highlighted in the exhibits; and
5. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Skye Thibodeaux, representing Resla, was present to address any questions regarding
the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:29 p.m.
Council Member Bynum motioned to approve Ordinance No. 2383, authorizing the
issuance of a Specific Use Permit for a passenger car rental business to be located at
Glade Parks Addition, Block K, Lot 1, 2901 Rio Grande Boulevard, in the Glade Parks
Planned Development with the conditions presented and recommended by the Planning
and Zoning Commission.
Mayor Pro Tern Paudel seconded the motion.

ITEM NO. 12. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
CASE NO. 24-07-SUP AND CONSIDER FIRST AND FINAL
READING OF ORDINANCE NO. 2384

Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that the applicant, KidNCode, is seeking a Specific Use Permit (SUP)
for an educational services business to be located at Oak Forest, Block 2, Lot 2R, 1201
North Main Street, Suite 100. The Planning and Zoning Commission held a public hearing
on May 21, 2024, and voted 6-0-0 to recommend approval of the SUP with the following
conditions:
1. The Specific Use Permit is tied to the business name, KidNCode;
2. The Specific Use Permit is tied to the business owner, KidNCode Inc.; and
3. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Satya Thapa, representing KidNCode, was present to address any questions regarding
the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:34 p.m.
In response to a question from Council Member Tompkins, Mr. Thapa, advised that the
classrooms are arranged with conference tables and chairs, allowing students to use their
personal laptops while teachers present lessons and offer help as needed.
Council Member Tompkins motioned to approve Ordinance No. 2384, authorizing the
issuance of a Specific Use Permit for an educational services business to be located at
Oak Forest, Block 2, Lot 2R, 1201 North Main Street, Suite 100, in the Community
Business (C-2) zoning district with the conditions presented and recommended by the
Planning and Zoning Commission.

ITEM NO. 13. APPROVED AWARD OF BID NO. 009-24
Deputy City Manager Chris Barker advised that the City of Euless recently sought
competitive bids for the FY19 Street Reconstruction Phase II project. Phase II of the
project includes the reconstruction of West Pipeline Road, from Arwine Cemetery Road
to Raider Drive. The City received and opened proposals from nine different offerors on
June 6, 2024, and has determined Reliable Paving, Inc., 1903 Peyco Drive, North, Suite
100, Arlington, Texas, to be the best value proposal.

Council Member Stinneford motioned to approve award of Bid No. 009-24 for the FY19
Street Reconstruction Phase II, along West Pipeline Road in the amount of $6,699,000,
authorize an owner controlled contingency not to exceed 7 percent of the contractual
amount ($468,930), and authorize the City Manager to enter into a construction contract
with Reliable Paving, Inc.
Council Member Price seconded the motion.

ITEM NO. 14. PUBLIC COMMENTS
The following individuals addressed the City Council expressing their concerns related to
an incident that occurred on May 19, 2024, in which an accused assailant allegedly
attempted to drown two children at an apartment complex in Euless. Their concerns were
focused 'on the accused assailant not receiving a more severe charge and a higher bond:

Police Chief Mike Brown read a statement detailing an incident between two women on
May 19, 2024, at an apartment complex swimming pool located in the 2500 block of
Highway 360, where one woman allegedly attempted to drown a child. Following an
investigation by Euless Police Officers, the accused assailant, Elizabeth Wolf, was
arrested for Public Intoxication and later charged with Attempted Capital Murder and
Injury to a Child by the Tarrant County District Attorney's Office. Due to derogatory racism
statements made during the incident, the Euless Police Department has recommended
that the offense be classified as a hate crime.
Daniel J. Bennett, 408 Pemberton Street, White Settlement, expressed his concerns
regarding the Tarrant Appraisal Review Board (TARB) and the appointment process.

Mayor Martin welcomed newly -elected Council Member Annabel Eads to her first regular
meeting and congratulated Mayor Pro Tem Tika Paudel on his appointment as Mayor Pro
Tem. She also expressed her appreciation to Council Member Eddie Price for his service
as Mayor Pro Tem.
