HomeMy WebLinkAbout2024-08-05 Special Called MeetingMINUTES OF A SPECIAL CALLED MEETING OF THE EULESS CITY COUNCIL Monday, August 5, 2024 CALL TO ORDER A special called meeting of the Euless City Council was called to order by Mayor Linda Martin at 7:00 p.m. on Monday, August 5, 2024, in the Council Chambers of City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Annabel Eads. STAFF MEMBERS PRESENT City Manager Loretta Getchell Deputy City Manager Chris Barker Assistant City Manager Wes Rhodes City Secretary/Chief Governance Officer Kim Sutter Finance Director Janina Jewell Planning and Development Director Michael Warrix Computer Support Specialist II Brett Bennett Visitors: Lee Ann Folau Za riya n Stark INVOCATION Mayor Pro Tern Tika Paudel gave the invocation. PLEDGES OF ALLEGIANCE Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. SET PUBLIC HEARING ON FY 2024-2025 PROPOSED CITY OF EULESS BUDGET FOR AUGUST 13, 2024 Mayor Martin introduced the item. Council Member Sinneford motioned to set a public hearing for August 13, 2024, 7 p.m. in the Euless City Council Chambers regarding the proposed City of Euless Budget for Fiscal Year 2024-2025. Council Minutes Page 2 of 3 August 5, 2024 Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 2. PLACE A PROPOSAL TO ADOPT CITY OF EULESS AD VALOREM TAX RATE ON THE AUGUST 19, 2024 AGENDA Mayor Martin introduced the item. Council Member Bynum motioned to place a proposal to adopt the City of Euless proposed Ad Valorem tax rate of 44.67 cents per $100 assessed valuation on the August 19, 2024 City Council agenda. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. SET PUBLIC HEARING ON PROPOSED CITY OF EULESS AD VALOREM TAX RATE, IF REQUIRED Mayor Martin introduced the item and advised that action is not required on this item as the proposed tax rate does not exceed the no new revenue rate or the voter approval rate. ITEM NO. 4. APPROVED BOARD AND COMMISSION APPOINTMENTS Mayor Pro Tern Paudel motioned to approve the following appointment: NAME PLACE TERM EXPIRES Randy Byers Place 1 12/31 /2025 Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Council Minutes Page 3 of 3 August 5, 2024 Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. PUBLIC COMMENTS Lee Ann Folau, 800 Henslee Drive, requested clarification regarding the Ad Valorem Tax Rate (Item #2). ITEM NO. 6. REPORTS Staff Report No report given. Citv Council Mayor Pro Tern Paudel expressed his appreciation to Assistant City Manager Wes Rhodes related to his assistance with resolving a solid waste service concern. Mayor Martin expressed her appreciation to the City Council for devoting their time to meet on Saturday, August 3, 2024 to review the proposed budget worksession. ITEM NO. 7.
