AN ORDINANCE AUTHORIZING THE ISSUANCE OF A SPECIFIC USE
PERMIT FOR A PLACE OF WORSHIP IN THE NEIGHBORHOOD
BUSINESS (C-1) ZONING DISTRICT LOCATED AT MORRISDALE
ADDITION, BLOCK 1A, LOT 2A1, 4223 WEST PIPELINE ROAD;
PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING A PENALTY
FOR VIOLATION; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Planning and Zoning Commission has conducted a public hearing
on July 16, 2024, in conjunction with Specific Use Permit Case No. 24-09-SUP, and has
rendered a recommendation to the City Council with respect to this case; and
WHEREAS, City Council has conducted a public hearing on August 13, 2024, has
considered the recommendation of the Planning and Zoning Commission, and has
determined that the proposed change is in the best interest of the general welfare of the
City of Euless and that any foreseeable negative impacts of the proposed use have been
mitigated through design restrictions or other set conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
ALLOWED USES. A place of worship and conditions as specifically described on
the Specific Use Form (attached hereto and made a part hereof) shall be permitted at
Morrisdale Addition, Block 1A, Lot 2A1, 4223 West Pipeline Road.
SECTION 2.
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City
Council of the City of Euless that the sections, paragraphs, sentences, clauses, and
phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph,
or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase.
SECTION 3.
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and upon
conviction thereof shall be fined in accordance with Chapter 1, "General Provisions,"
Section 1-12, "General Penalty," Euless Code of Ordinances. Each such violation shall be
deemed a separate offense and shall be punishable as such hereunder.
SECTION 4.
PUBLICATION CLAUSE. The caption, penalty clause, and effective date clause
of this ordinance shall be published in a newspaper of general circulation in the City of
Euless, in compliance with the provisions of Article II, Section 12, of the Euless City
Charter. Further, this ordinance may be published in pamphlet form and shall be
admissible in such form in any court, as provided by law.
SECTION 5.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after
its passage, as provided by the Euless City Charter and the laws of the State of Texas.

meeting of the Euless City Council on August 13, 2024, by a vote of 6 ayes, 0 nays,
and 0 abstentions.

factors, including the

more sensible vehicles.

This project primarily consists of his project includes channel and infrastructure
repairs at four (4) locations: 1) Estates Above Wimbledon Ouffall - improvements
to reduce erosion threatening the storm drain ouffall to Rush Creek, Tributary
10.3 between Wareham Drive and Bridgewater Drive.
2) Lake Country outfalls - reconstruction of three (3) different storm drain out -
falls into Stream VC(A)-1 between W. Lamar Boulevard and N.W. Green Oaks
Boulevard.
3) Oak Gate outfall - reconstruction of the existing concrete channel and mit-
igation of erosion at the transition to a natural creek in Stream Kee Branch,

Sealed bids will be received by the City of Arlington, Texas, at the Office of the
Director of Public Works, 2nd Floor, City Hall, 101 W. Abram Street, Arlington TX,
76010, until 2:00 p.m. on Tuesday, September 3, 2024, for the construction of
2022 OUTFALL IMPROVEMENTS, PROJECT NO. PWDR22005 as listed in the
contract documents, at which time and place they will be publicly opened and
read aloud in the Public Works Conference Room. Any bid received after closing

All bidders and subcontractors on this project must be pre -qualified in the ap-
propriate work category as outlined in the Instructions to Bidders of the contract

A Performance Bond and a Payment Bond, each for one hundred percent
(1000/0) of the contract price, will be required. The successful bidder shall also
furnish to the City a Maintenance Bond covering defects of material and work-
manship for two calendar years following the City's approval and acceptance of
the construction.
Not less than the prevailing wage rates adopted by the City of Arlington, Texas,
and as set forth in the contract documents, must be paid on this project.

ness Enterprises (MWBE) information, no preference shall be given to MWBE
Prime bidders. All bidders are required to comply with the City's MWBE Policy

In case of ambiguity or lack of cleamess in stating prices in the Proposal, the
City reserves the right to accept the most advantageous construction thereof to
