AND AGREEMENT BETWEEN TARRANT COUNTY
AND CITY OF EULESS
JOINT ELECTION NOVEMBER 7, 1995
WHEREAS, the City of Euless as well as Tarrant County will hold elections on November
7, 1995, and
WHEREAS, it is desirable for voter convenience and to reduce the overall cost to each
entity that said elections be held jointly with those political subdivisions in Tarrant County
conducting an election on November 7, 1995, and
WHEREAS, in order that the joint election be organized properly, the political subdivisions
in Tarrant County desire to select the Tarrant County Election Administrator to conduct and
coordinate this joint election;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Euless that we
hold our election jointly with Tarrant County on November 7, 1995, in accord with Section
271.002, Texas Election Code, and that said election be conducted jointly pursuant to the terms
of the following agreement that is made a part of this resolution.
I.
AGREEMENT
GENERAL TERMS
1.01 On Tuesday, November 7, 1995, the election shall be held from 7:00 a.m. until
7:00 p.m., that day.
1.02 Each political subdivision participating in the election on November 7, 1995, shall
have and use the same voting equipment, ballots and the same list of registered
voters.
1.03 Each political subdivision as well as Tarrant County shall share the cost of
conducting the election.
2.01 Early Voting By Mail:
The Tarrant County Election Administrator shall be responsible for early voting
ballot requests by mail. Application for ballot by mail may be sent beginning
September 8, but received no later than October 31, and mailed to:

2.02 Early Voting By Personal Appearance:
a) Robert Parten shall serve as early voting clerk. Other clerks shall be
appointed as needed.
b) The City Secretary or their designee shall serve as deputy early voting
clerk for the city.
c) Early voting for the City of Euless shall be conducted at the Midway
Recreation Center, 300 W. Midway Drive, Euless, Texas.
d) Only those residents of the City of Euless may vote early at the City early
voting location.
e) Any resident of any political subdivision participating in this joint election
may vote at the Tarrant County main early voting location (Muller Building,
600 West Weatherford Street, Fort Worth, Texas 76102).
f) Early voting by personal appearance will begin October 18, 1995, and will
end November 3, 1995.
e) Extended hours for early voting shall take place at all early voting sites on
Saturday, October 28, from 7:00 a.m. to 7:00 p.m., and on Sunday,
October 29, from 11:00 a.m. to 4:00 p.m., and Thursday and Friday,
November 2 and 3, from 7:00 a.m. to 7:00 p.m.
2.03 The Tan-ant County Election Administrator shall be responsible for the preparation
of all Early Voting Ballots.
2.04 The Tarrant County Election Administrator shall prepare the voted Early Voting
Ballots for counting by the Early Voting Ballot Board.
2.05 The Early Voting Ballot Board may include individuals from each political
subdivision participating in this election, and the names of those persons selected
should be submitted to the Election Administrator.

11.
TARRANT COUNTY
3.01 The Tarrant County Election Administrator agrees to coordinate, supervise and
conduct the Joint Election, pursuant to the provisions of the Texas Election Code
unless specifically provided otherwise in this agreement.
3.02 The Tarrant County Election Administrator shall perform the following specific
duties:
a) Appoint, notify and train all presiding judges, alternate judges and clerks.
The names and addresses of each judge and altemate judge shall be
fumished to the City Secretary.
b) Compensate election judges and clerks. Each election judge and clerk will
receive $5.50 per hour (for a maximum of 15 hours). The election judge
will receive an additional $25.00 for picking up the election supplies prior
to election day and for delivering election retums and supplies to the
Central Counting Station after the polls close. Election judges and
altemate judges will receive $10.00 each for attending the election school.
c) Procure, prepare and distribute ballots.
d) Procure, prepare and distribute Early Voting and election judge supplies.
e) Procure, prepare and distribute tables and chairs, as needed, and transport
equipment to and from the polling places.
f) Procure and deliver to polling places all OPTECH equipment.
g) Rent, if necessary, voting locations.
h) Provide lists of registered voters to the election judges.
i) Arrange for use of a Central Counting Station and for tabulating personnel
and equipment needed at the Counting Station and assist in preparation
of programs and test materials for tabulation of the ballots to be used with
electronic voting equipment.
j) Publish notice of the date, time and place of the testing of the electronic
tabulation equipment and conduct such testing.
k) Supervise the handling and disposition of election retums, tabulate
unofficial retums and assist in preparing the tabulation for the official
canvass.

1) Prepare the unofficial canvass report after all precincts have been counted
and deliver a copy of the unofficial canvass to the City of Euless.
m) Serve as custodian of election records and store election records as
provided by law.
n) Conduct any required recounts.
Iv.
CITY OF EULESS
4.01 Each political subdivision including the City shall have the following responsibilities
in conducting this joint election on November 7, 1995;
a) The City of Euless shall designate voting sites giving preference to
customary City locations.
b) Maps or other handy reference guides containing the boundaries of each
political subdivision should be made available to Tarrant County.
c) Prepare all election orders, resolutions, notices, and other pertinent
documents for adoption for execution by the appropriate officer; and take
all actions required by law for calling the election, establishing precincts
and polling places, handling contests, canvassing the returns and declaring
the results, including the spanish translation thereof.
d) Prepare and publish in the official newspaper, or post all required election
notices.
e) Deliver to the Elections Administrator as soon as possible, but no later than
September 27, 1995, the official wording that is to be printed on the ballot
with the exact form, order, wording and spelling that is to be used.
f) Prepare and submit to the U.S. Department of Justice under Section 5 of
Voting Rights Act of 1965, the required submissions on voting changes.
g) Canvass the official results of the election.
4.02 In consideration for the services and expenses provided by the Tarrant County
Election Administrator and to pay for the City's share of the cost of conducting this
joint election, the City of Euless agrees to pay the sum of $1,312.50 to the Tarrant
County Election Administrator.

4.03 Should a recount be required those costs associated with the recount, if any, are
in addition to those contemplated in this agreement, and shall be negotiated at the
time the need for said recount is determined.
4.04 The official for all parties to contact for all purposes shall be listed at the end of the
agreement. All notices and other deliveries under the agreement shall be
delivered to said individual so listed.

Resolution and attached Agreement, above and foregoing, be adopted;
