Monday, August 19, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Monday, August 19, 2024, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price,
Perry Bynum, and Annabel Eads.
During the Precouncil meeting:
➢ Council Member Tompkins expressed his appreciation to the Police Department
personnel and City staff who attended the memorial service for JR Goad.
➢ City Manager Loretta Getchell advised the City Council of a police pursuit that
occurred Sunday, August 18, 2024.
➢ City Manager Getchell advised of several upcoming events:
• Hurst -Euless -Bedford Independent School District Community Collaboration
meeting, Wednesday, August 21, 2024, 6 p.m., Pat May Center;
• Employee Ice Cream Social, Thursday, August 22, 2024, 2 to 3:30 p.m., Mary
Lib Saleh Euless Public Library;
• Clear the Shelter event, Thursday, August 22, 2024 to Saturday, August 24,
2024, Euless Animal Shelter;
• Fire Department Badge Pinning, Friday, August 23, 2024, 3 p.m., City Hall;
• Euless Fire Fighters Association Annual Golf Tournament, Wednesday,
August 28, 2024;
• Police Chief Mike Brown retirement reception, Thursday, August 29, 2024, 2

➢ City Manager Getchell reviewed the regular agenda.
Joshua Arendt, Senior Vice President, Municap, Inc., presented an update on the
Euless Midtown Public Improvement District (Item #12). He advised that an

assessment of $130,557 is necessary to fund the debt service and annual collection
costs for the upcoming fiscal year.
➢ City Manager Getchell presented a Hurst -Euless -Bedford Independent School District
Elementary School Resource Officer Program (E-SRO) update, and advised that an
interlocal agreement will be presented to the City Council for consideration at a future
meeting.
➢ Director of Public Works and Engineering Major Jones presented a Public Works
update, including the water and waste water line replacement projects, thermo
stripping on North Main Street, status of upcoming street and utility projects, and the
status of current construction projects.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update and advised that staff is in the process of reviewing the site plan
for the HEB grocery store. Additionally, he advised that Cold Beer and Cheeseburgers
have announced plans to open a location in Glade Parks at the former Walk-On's
Sports Bistreaux site.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
July 31, 2024.
CLOSED SESSION
The City Council convened into closed session at 5:56 p.m. for deliberation regarding the

The City Council reserves the right to adjourn into Closed Session at any time during the
course of this meeting to seek legal advice and consult with its attorney regarding any of

ITEM NO. 1. ANNOUNCED EMPLOYEE OF THE MONTH FOR SEPTEMBER
2024
Mayor Martin announced Senior Police Corporal Jordan Sims as Employee of the Month
for September 2024.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Martin introduced Police Chief Mike Brown. Chief Brown was accompanied by his
family, friends, and members of the Police Department. Mayor Martin presented a
proclamation to Chief Brown recognizing his retirement from the City of Euless with 43
years of service.

Mayor Martin asked Deputy City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 3
and 4.

ITEM NO. 3. AUTHORIZED THE PURCHASE OF PUBLIC SAFETY SUPPLIES
Authorized the purchase of public safety supplies through Casco Industries, Inc., 1517
West North Carrier Parkway, Suite 118, Grand Prairie, Texas. The estimated expenditure
is $180,000.

Approved City Council minutes of the precouncil and regular meeting of August 13, 2024.
REGULAR AGENDA
ITEM NO. 5. APPROVED SITE PLAN 24-06-SP
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant is seeking approval to construct an Atwell
Suites Hotel to be located at A. Barnard Survey, Abstract 107, Tract 1 C, located on the
northwest corner of State Highway 183 and State Highway 360. Mr. Warrix reviewed the
site access, parking, landscaping, lighting, building materials, and elevations. The
Planning and Zoning Commission held a public hearing August 6, 2024, and
recommended approval by a vote of 6-0-0.
Matthew Thomas, Project Engineer, Thomas Site Development Engineering Inc., and Aj
Vashi, representing Watercolor Hotels LP, were present to address any questions
regarding the item.
Council Member Price motioned to approve Site Plan No. 24-06-SP for the construction
of a hotel to be located at A. Barnard Survey, Abstract 107, Tract 1 C, in the Watercolor
Planned Development (PD) zoning district.

ITEM NO. 6. APPROVED THE EULESS DEVELOPMENT CORPORATION
(EDC) BUDGET FOR FY2024-2025
Director of Finance Janina Jewell presented the revised Fiscal Year 2024 Euless
Development Corporation (EDC) budget and the EDC budget for fiscal year beginning
October 1, 2024 and ending September 30, 2025. She advised that the EDC Board
approved the budget on August 12, 2024, and City Council held a public hearing on the
EDC budget on August 13, 2024.
Mayor Pro Tern Paudel motioned to approve the Euless Development Corporation (EDC)
revised budget for Fiscal Year 2024 and approve the proposed budget for Fiscal Year
2024-2025.
Council Member Bynum seconded the motion.

ITEM NO. 7. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2393 ADOPTING THE CITY OF EULESS OFFICIAL OPERATING
AND CAPITAL BUDGETS FOR FY2024-2025
Director of Finance Jewell presented the proposed City of Euless Operating and Capital
Budget for the fiscal year beginning October 1, 2024, and ending September 30, 2025,
as well as the amendments to the Fiscal Year 2023-2024.
Council Member Bynum motioned to approve Ordinance 2393, adopting the Operating
and Capital Budget for Fiscal Year 2024-2025 and amending the budget for Fiscal Year
2023-2024.
Council Member Price seconded the motion.

Tompkins, Price, Bynum, and Eads

APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Director of Finance Jewell advised that the proposed tax rate is 44.67 cents per $100 of
assessed value, which is 1.08 cents less than the 2023 tax rate of 45.75 cents. The
proposed rate does not exceed the no -new -revenue tax rate and does not exceed the
voter -approval tax rate.
Council Member Stinneford motioned to approve Ordinance 2394, adopting the tax rate
of 44.67 cents per $100 of assessed value for the City of Euless for tax year 2024.
Council Member Price seconded the motion.

Director of Finance Jewell advised that the proposed ordinance adopts the certified tax
roll from the Tarrant Appraisal District for the 2024 tax year.
Council Member Tompkins motioned to approve Ordinance 2395, adopting the certified
Tax Roll for Tax Year 2024.

assessment is necessary for Fiscal Year 2024-2025.
Council Member Tompkins motioned to approve Ordinance 2390, adopting the Fiscal
Year 2024-2025 Service and Assessment Plan for the Glade Parks Public Improvement
District Number Two (PID #2).

ITEM NO. 12. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell presented the item to City Council and advised that Chapter 372
of the Texas Local Government Code allows for the creation of Public Improvement
Districts. Owners of real property located near Farm to Market Road 157 (FM 157), State
Highway 10 (SH 10), and State Highway 183 (SH 183) delivered to the City of Euless a
petition to establish the Euless Midtown Public Improvement District, which the City
Council created August 25, 2015, by Resolution No. 15-1471. She stated that a $130,557
assessment is necessary for Fiscal Year 2024-2025 to fund the debt service and annual
collection costs.
Mayor Pro Tern Paudel motioned to approve Ordinance 2391, adopting the Fiscal Year
2024-2025 Service and Assessment Plan for the Euless Midtown Public Improvement
District (PID).

Finance Director Jewell advised that the proposed Ordinance amends the fees charged
for monthly water services, reclaimed water services, construction and gas well meter
services, and wastewater service.
Council Member Stinneford motioned to approve Ordinance No. 2396, amending the City
of Euless Code of Ordinances, Chapter 30, Section 30-35, "Water and Wastewater
Service -Monthly Rates" and Section 30-37, "Monitored Group Class".
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford,
Tompkins, Price, Bynum, and Eads

Mayor Martin introduced the item to City Council.
Assistant City Manager Wes Rhodes introduced Caleb Hope, Operation Supervisor,
Atmos Energy Corporation.
Mr. Hope addressed the City Council regarding the item and stated that Atmos supports
approval of the ordinance.
Council Member Tompkins motioned to approve Ordinance No. 2397, approving a
negotiated settlement between the Atmos Cities Steering Committee (ACSC) and Atmos
Energy Corporation, Mid -Tex Division (Atmos) regarding the company's 2024 Rate
Review Mechanism (RRM) filing.
